ci ies like Be lin, whe e a la ge numbe o e ugees and mig an s a e concen a ed, ha e
eme ged o challenge and con on hese mo emen es ic ions. This esea ch aims o explo e
how a sel -o ganised g oup can esis he limi a ions imposed by he Ge man asylum sys em.
Based on a case s udy, we seek o apply a me hodology ha p io i ises he na a i es o he
pa icipan s, in o de o be e unde s and hei socio-spa ial posi ioning, he aming o hei
s uggles and hei collec i e o ms o ac ion. Some o ou indings sugges ha among g oup
membe s he e is a s ong iden i ica ion wi h pas s uggles, a commi men o solida i y wi h
he cu en si ua ion o mig an s and e ugees, as well as a a ied use o ac ics anging om
p o es o digi al ac i ism. This esea ch highligh s he ole ha sel -o ganised g oups can play
in shaping esis ance o es ic i e mig a ion policies in Ge many.
1 In oduc ion
Eu opean mig a ion policies a e signi ican ly shaped by secu i isa ion p ocesses and
go e nance s a egies ha es ic mig a ion and selec i ely pe mi en y, o en a he
expense o mig an s’ igh s. Those who manage o c oss he EU’s o i ied ex e nal bo de s
ace u he challenges due o in e nal bo de con ols (Odugbesan/Schwie z 2018). In
Ge many, he asylum sys em has ollowed a es ic i e pa e n since he la e 1970s. The
in oduc ion o policies such as he Asylum P ocedu e Ac (1982), which allows s a e
go e nmen s o egula e he dis ibu ion o asylum seeke s h ough s a u o y o de s
(Asyl e ah ensgese z 1982, §22), e lec s a pe cei ed need o ‘p o ec ’ he social o de . This
has led o con es ed igh s, p eca ious legal posi ions and limi ed social inclusion o non-
ci izens (Bosswick 2000).
These es ic i e policies ha e subjec ed mig an s o limi a ions ac oss h ee main domains:
he eedom o mo emen , he igh o emain and se le and he igh o decen wo k (Oli e i
2016, 265). This s udy ocuses on he i s : eedom o mo emen . In Ge many, in e nal bo de
mechanisms such as he in o mally named esidence equi emen (Residenzp lich )
(Bundeszen ale ü Poli ische Bildung n.d.), also e e ed o as he egula ion o ‘geog aphical
limi a ion’ ( äumliche Besch änkung) (Asyl e ah ensgese z 1993, §56), p ohibi asylum
seeke s om lea ing designa ed a eas.
In esponse o hese cons ain s, sel -o ganised g oups o e ugees and mig an s ha e
eme ged in a ious Ge man ci ies o con es hese es ic ions. Be lin, in pa icula , o e s a

aluable con ex o s udying such esis ance due o i s ole as a key si e o mig an ac i ism.
These g oups engage in a ious o ms o ac i ism, including g ass oo s o ganising, ad ocacy
campaigns, public demons a ions and o he o ms o p o es , which aim o challenge legal
and social limi a ions while demanding imp o ed li ing condi ions and igh s (Toğ al Koca
2024).
Based on hese insigh s, his esea ch in es iga es he ques ion: How do sel -o ganised g oups
o e ugees and mig an s in Be lin esis he mo emen es ic ions imposed by he Ge man
asylum sys em? This p ojec ocuses on he case o The Voice Fo um, explo ing i s me hods,
mo i a ions and b oade implica ions o mig a ion poli ics in Ge many. The s uc u e o he
pape is as ollows: I p oceeds wi h he con ex o he esea ch, hen in oduces he
heo e ical amewo k, esea ch design and e hical conside a ions. This is ollowed by he
p esen a ion and discussion o indings and concludes wi h inal e lec ions.
2 Resea ch con ex
This chap e explo es he con ex su ounding sel -o ganised g oups o e ugees and mig an s
who seek o challenge and con on a ious mechanisms o bo de con ol. D awing on a
e iew o he ele an li e a u e, we examine how hese collec i es eme ge and ope a e
ac oss di e en geog aphical scales o con inen al, na ional and local le els, in esponding o
inc easingly es ic i e mig a ion policies. This analysis helps o iden i y pa e ns and
s a egies ha esis he logics o exclusion and con ol imposed by bo de egimes.
A he con inen al le el, he Eu opean Union’s mig a ion policy has become p og essi ely
mo e exclusiona y, esul ing in he dea hs o housands o people a i s bo de s and subjec ing
asylum seeke s and e ugees o ins i u ionalised de en ion (Ruiz-Gimenez A ie a 2017;
Pe occo 2023; Webbe 2014). In esponse o hese policies and measu es, e ugees and
mig an s ha e ini ia ed mass mobilisa ions o p o es a bi a y de en ion and inhumane
ea men in coun ies such as Ge many, Aus ia, F ance, Hunga y, I aly and G eece. These
p o es s ha e been a icula ed ansna ionally in eac ion o he ep essi e condi ions o
asylum sys ems (Ki chho 2018; McGua an/Hudig 2014; Mok e 2018).
A he na ional le el, in he case o Ge many, schola s such as Jakob (2016) ha e shown how
sel -o ganised g oups o e ugees and mig an s ha e esis ed s a e mig a ion policies o o e
wo decades. These g oups s and ou no only o hei ac i e opposi ion, bu also o hei
con ibu ions o he coun y’s cul u al and labou di e si y. F om a his o ical pe spec i e, he
li e a u e iden i ies he 1990s as a u ning poin , as mobilisa ions shi ed om ocusing on
e ugees and mig an s’ coun ies o o igin o o ms o esis ance di ec ed a hos coun ies
(Odugbesan/Schwie z 2018, 190). G oups such as The Voice Fo um, Ka awane and Re ugees
Emancipa ion eme ged as new o ms o solida i y and collec i e ac ion, opposing he
esidence equi emen , collec i e e ugee camps and depo a ions. Slogans such as ‘We don’
ha e he igh o o e, bu we ha e a oice’ and ‘We a e he e because you a e des oying ou
coun ies’ encapsula ed hei poli ical s ance (Jakob 2016, pp. 18-21).

(Ünsal 2015). Recen li e a u e has also highligh ed he eme gence o new o ms o mig an
ac i ism ha combine symbolic p o es s, occupa ions, hunge s ikes and public campaigns,
and ha employ inc easingly collabo a i e s a egies among sel -o ganised collec i es and
non-go e nmen al o ganisa ions (Toğ al Koca 2024).
In summa y, he li e a u e we ha e e iewed e eals ha esea ch on smalle -scale sel -
o ganised g oups o e ugees and mig an s emains limi ed, as i ends o ocus mo e on la ge-
scale mo emen s and mass p o es s. Howe e , i is impo an o highligh he sus ained
esis ance o hese collec i es in Ge many, as well as he spa ial signi icance o Be lin, which
has become a key mee ing poin o a ious mig an mo emen s and g oups.
3 Theo e ical amewo k
The p incipal mo i a ion behind he epis emological amewo k o his esea ch lies in he
espec ul acquisi ion o knowledge om pe spec i es ha ha e his o ically been
ma ginalised o o e looked. This mo i a ion esponds o he need o ques ion hegemonic
amewo ks o knowledge p oduc ion and o b ing isibili y o app oaches ha des abilise
dominan na a i es su ounding issues such as mig a ion and asylum. In his con ex , we
conside i essen ial o inco po a e pos colonial pe spec i es as a s a ing poin o he
de elopmen o ou heo e ical amewo k, as hey enable us o iden i y and p oblema ise he
pe sis en powe s uc u es ha con inue o shape ou socie ies.
One o he cen al con ibu ions o pos colonial s udies is he no ion ha hese powe
s uc u es a e his o ically oo ed in colonial p ocesses and con inue o mani es sys ema ically
in he p esen . In his ega d, Aníbal Quijano (2000) a gues ha colonialism es ablished a
powe s uc u e based on a hie a chical social classi ica ion de e mined by acial c i e ia. He
e e s o his classi ica o y logic as he coloniali y o powe , which he a gues did no disappea
wi h he o mal independence o he colonies bu a he was ans o med and con inues o
ope a e in new o ms (Quijano 2000).
This concep is cen al o unde s anding how powe ela ions a e con igu ed in he ield o
mig a ion and how policies ha disc imina e agains and exclude he acialised o he a e
legi imised. In line wi h his pe spec i e, Enca nación Gu ié ez Rod íguez (2018) ex ends he
analysis o coloniali y o he ield o mig a ion by p oposing he concep o he coloniali y o
mig a ion. Acco ding o he au ho , asylum and mig a ion egimes a e shaped by a mode o
go e nance oo ed in economic in e es s and cul u al dynamics ha a e deeply embedded in
he his o ical p oduc ion o he acialised o he (Gu ié ez Rod íguez 2018, 20). Wi hin his
colonial logic, indi iduals a e ans o med in o objec s o managemen ha a e hen egula ed
h ough es ic ions, con ol de ices and adminis a i e ca ego ies such as ‘ e ugee’ o
‘asylum seeke ’ (Gu ié ez Rod íguez 2018, 24). In his way, he coloniali y o mig a ion

objec i ica ion eminiscen o colonial imes (Gu ié ez Rod íguez 2018, 24).

mo emen agains bo de mechanisms. These mechanisms a e iden i ied as in ol ing no only
a se o ules and p ac ices bu also ex ending he unc ion o bo de s o he en i e socie y
(Oli e i 2016). Thei pu pose is wo old: on he one hand, o de e hose conside ed o be
‘undesi able’ om unde aking unau ho ised mobili y; and on he o he , o es ablish c i e ia
o selec ion, classi ica ion and con ol in acco dance wi h he poli ical and economic needs
o hos s a es (Oli e i 2016). Mo eo e , hese mechanisms a e no limi ed o immobilisa ion
and expulsion, bu also ope a e empo ally, slowing down o suspending mig a ion p ocesses
in o de o ank mig an s acco ding o shi ing c i e ia o use ulness and belonging (Oli e i
2016).
In his con ex , sel -o ganised g oups o e ugees and mig an s play a c ucial ole in esis ing
bo de mechanisms and es ic ions on eedom o mo emen imposed by mig a ion policies.
Following Odugbesan and Schwie z (2018), his sel -o ganisa ion is unde s ood as he p ocess
by which social g oups a ec ed by speci ic s uc u es o powe and domina ion build
esis ance h ough poli ical ac s and ini ia i es. Sel -o ganisa ion in ol es he di ec
pa icipa ion o a ec ed people, who c ea e g oups ha es ablish collec i e s uc u es o
suppo , empowe men and poli ical isibili y. In his p ocess, g oup membe s iden i y and
p io i ise he issues hey conside essen ial, deciding o hemsel es how o s uc u e and
a icula e hei demands. Sel -o ganisa ion is p ac ised by hose who ake he isk o o ganise
and esis , including h ough e e y day and poli ical o ms o esis ance ha o en emain
in isible (Odugbesan/Schwie z 2018, 186).
Building upon his unde s anding o sel -o ganisa ion and esis ance, Odugbesan and
Schwie z (2018) p opose a h ee-ca ego y in e p e i e amewo k ha we ind pa icula ly
sui able o ou case s udy. The i s ca ego y on socio-spa ial posi ionali y examines how
e ugees’ social iden i ies and physical loca ions in luence hei expe iences o esis ance,
which in u n shapes bo h powe dynamics and in e nal ensions in his con ex . The second
ca ego y, ocused on he aming and na a i es o ini ia i es, highligh s how social
mo emen s use s o y elling o a icula e hei goals, mobilise esou ces and challenge
dominan powe s uc u es. The hi d ca ego y add esses o ms o collec i e ac ion and
p o es , encompassing a ange o ac ics om isible demons a ions and ci il disobedience
o digi al in e en ions. This amewo k will guide ou analysis o he speci ic s a egies and
dynamics o esis ance employed by a sel -o ganised e ugee and mig an g oup in Ge many.

4 Resea ch design and e hical conside a ions
4.1 Resea ch design

Clelia O. Rod iguez (2017), who emphasise p io i ising pa icipan s’ na a i es o e
p ede e mined agendas. We also conside ed Thambina han and Kinsella's (2021) wo k on
decolonising me hodologies, which highligh s he impo ance o cen ing non-Wes e n
pe spec i es and espec ully engaging wi h ma ginalised iewpoin s.
Ou ini ial ideas en isioned a collabo a ion wi h o he o ganisa ions. Howe e , ou
in e ac ions wi h The Voice Fo um highligh ed he need o choose be ween a decolonising
app oach, which ecognises he alue o hei ‘sha ed eali ies’ and aims o he ‘co-p oduc ion
o knowledge’ (Ba ne 2014), and a mo e adi ional esea ch model. Op ing o he o me
implied a di ec engagemen wi h he g oup, aluing hei pe spec i e and hei wo k as
c ucial. This p ocess equi ed adap ing he ini ial esea ch idea and exe cising he lexibili y
necessa y o esea ch wi h he g oup, a he han simply esea ching abou i , an app oach
ha e lec s he impo ance o in ol ing di e se pe spec i es in he p oduc ion o knowledge
(Ba ne 2014; Radcli e/Radhube 2020)

engagemen wi h he g oup. Building us h oughou his p ocess was slow and con lic ed
wi h esea ch deadlines. Ou e o s o challenge adi ional academic p ac ices equen ly
collided wi h ins i u ional cons ain s, such as igid deadlines and p esc ibed equi emen s o
he numbe o indings o da a o be p esen ed wi hin speci ic ime ames. Na iga ing powe
dynamics wi h he sel -o ganised g oup also p o ed challenging, as we we e conce ned ha
ou ac ions as esea che s migh inad e en ly unde mine he us we had es ablished.

5 P esen a ion o indings
5.1 Socio-spa ial posi ionali y
The Voice A ican Fo um, ounded in 1994 by A ican e ugees in a ansi camp in
Mühlhausen, eme ged wi h he aim o comba disc imina ion, acism and inhumane
condi ions in Ge many (The VOICE Fo um 2003a). Ini ially an e hnically speci ic g oup, i soon
b oadened i s scope in ecogni ion o he ac ha hese laws a ec ed all e ugees equally,
changing i s name o The Voice Fo um and mobilising people om a ious egions (The VOICE
Fo um 2014a). Membe s sha ed no only simila si ua ions o li ing in Ge many bu also a
common his o y o colonialism and Eu opean exploi a ion (The VOICE Fo um 2003b; 2014a;
2014b). Thus, he o ganisa ion g ew in o a na ional ne wo k wi h b anches in ci ies such as
Jena, Be lin, Hambu g and Munich, uni ed by challenges such as es ic ions on mo emen .
One o he ounde s emphasised: ‘The Residenzp lich c iminalises e ugees by allowing acial
p o iling o black and b own bodies, while isola ion denies hem communi y ies’ (I#1).
