Abstract
This article analyzes the current state of construction materials manufacturing enterprises in Uzbekistan, their existing management strategies, and the need for strategic improvements. It examines how modern strategic management approaches can enhance operational efficiency and competitiveness in the sector. The study also highlights the contribution of this industry to the national economy and provides practical recommendations for increasing economic impact through strategic reforms.

In recent years, the construction sector in Uzbekistan has been developing at a rapid pace. This process has not only expanded the scale of infrastructure and housing construction but also significantly increased the demand for construction materials. As a result, enterprises producing such materials have strengthened their role and importance within the national economy. The effective operation of the construction materials industry contributes to supplying the domestic market with high-quality and competitive products, expanding export potential, creating new jobs, and increasing the gross domestic product (GDP). According to statistical data, the total output of construction materials amounted to 11.4 trillion UZS in 2017, while by 2024 this figure had reached 47.1 trillion UZS. At the same time, the growth of export volumes, the expansion of investment inflows, and the activation of localization programs have further strengthened the strategic importance of this sector in Uzbekistan’s economy. However, ensuring the sustainable development of industrial enterprises requires improving management systems, introducing modern management strategies, and integrating the principles of the “green economy” into corporate practice. Increasing energy efficiency, recycling industrial waste, optimizing resource use, introducing digital management tools, and expanding the system of environmental certification are key factors in enhancing the competitiveness of the sector. This article focuses on analyzing the current management strategies of enterprises in Uzbekistan’s construction materials industry and proposes ways to enhance their positive impact on the national economy. According to data from the State Statistics Agency of the Republic of Uzbekistan, by the end of 2024 the construction-materials industry accounted for approximately 9.3% of total industrial output in Uzbekistan. Specifically: Cement production reached 11.2 million tonnes, up 7.1 % compared to 2023. Brick production (units of brick) was 4.8 billion pieces, up 4.2 %. Production of tiles, plasters and construction paints hit 1.9 million tonnes, up 5.7 %. Nevertheless, the import share remains elevated: in 2024 Uzbekistan imported construction materials worth about US$292 million from China, Iran and Turkey. This situation highlights the need to strengthen the competitiveness of domestic enterprises. Main problems include: 1. Technological obsolescence: many small producers still operate on equipment installed in the 1990s. 2. Lack of digital management: only about 12–15% of enterprises use ERP or MRP systems. 3. Disruptions in raw-material supply, particularly transport-logistics issues facing regional enterprises. Effective strategic management is a key factor in enterprise sustainability. Innovative proposals: • Energy-efficient technologies — potential to save 25-30% of electricity consumption. IoT and automation — could reduce production downtime by up to 40%. Optimisation of the logistics chain — shorten delivery time by about 20%. 2. Digital management: Enterprises implementing ERP systems have shown an average profitability increase of 15-20% (based on a TDIU, 2023 study). Strategic management implementation in enterprises results in higher economic efficiency. For example: Indicator Value Contribution to GDP The construction materials industry contributed about 3.7 trln UZS in 2024. Employment Direct employment ~85 000 persons; indirect ~160 000 persons. Export Export value for 2024: ~US$185 million (12.3% growth vs. 2023). Tax revenues ~1.2 trln UZS of tax revenues from the sector. If strategic approaches are applied systematically, these indicators could improve by 2030%. Recent reports highlight that Uzbekistan’s construction materials industry is experiencing sustained expansion. From January to September 2024 alone, the production of construction materials reached 32 trillion UZS, encompassing drywall, cement, ceramic tiles, construction glass, and dry mixes. New investment activity has also been robust, with enterprises attracting USD 1.5 billion within that period and launching 212 new projects worth USD 658 million. Projections indicate that the construction materials market in Uzbekistan is expected to grow at an average rate of about 11 % per year through 2027. This growth underscores the urgency of strengthening competitive capacity of local producers, especially considering that imports still constitute a substantial portion of domestic demand. Digital Transformation and ERP Adoption Challenges One key area of strategic improvement is digitalization of enterprise operations. In Uzbekistan, only a minority of manufacturers (around 12–15 %) have successfully implemented ERP or MRP systems. The difficulties in ERP implementation include technical integration, financing constraints, organizational resistance, and human resource limitations. Global trends indicate that modern ERP solutions (especially cloud-based) can unify accounting, procurement, supply chain, and production planning, thereby streamlining workflows, improving data transparency, and boosting decision speed. For construction material enterprises, this could translate into reduced downtime, better inventory management, and more accurate demand forecasting. Institutional & Regulatory Context The regulatory and institutional framework also plays a significant role in shaping strategic options for enterprises. For example, in the construction materials sector, licensing and permits tied to design, operation of high-risk or environmentally sensitive facilities may impose additional

Moreover, the sector in Uzbekistan consists of several dominant company groups, including state enterprises, large private groups, and specialized producers, which structure market power and competitive dynamics. Furthermore, government data from Invest Uzbekistan reports that in 2024, cement output reached 16 million tons, marking a 34.2 % yearon-year increase. Adding new production capacities (an additional 7 million tons annual capacity) through investments underscores state support and scale expansion in the sector. Conclusion The results of this study indicate that Uzbekistan’s construction materials industry represents one of the key strategic sectors contributing to the country’s sustainable economic growth. By the end of 2024, the industry accounted for 9.3% of total industrial output and contributed approximately 3.7 trillion UZS to the national GDP. Despite this progress, challenges such as technological obsolescence, the limited use of digital management systems, logistics inefficiencies, and a high level of import dependency continue to constrain the sector’s full potential. The research findings show that modernizing strategic management systems within enterprises can lead to the following key outcomes: Increased competitiveness and operational efficiency of enterprises; Reduction of import dependency through the full satisfaction of domestic market demand; Expansion of export volumes and diversification of foreign markets; Job creation and stimulation of broader economic activity; Gradual integration of “green economy” principles to enhance environmental sustainability. SWOT and PEST analyses revealed that the sector’s strong points—such as a rich raw material base, high domestic demand, and government support—can be effectively leveraged through innovation and digital transformation to achieve higher efficiency and resilience. Practical Recommendations 1. At the enterprise level: Establish dedicated strategic planning departments and conduct regular SWOT and PEST analyses; Introduce energy-efficient and automated production technologies; Implement ERP and IoT systems to digitalize manufacturing and supply chain processes; Enhance employee skills and develop a culture of innovation-oriented management. 2. At the state level: Provide grants, tax incentives, and subsidized loans for innovative modernization projects; Develop regional industrial clusters to strengthen inter-enterprise cooperation and synergy; Support the production of environmentally friendly (“green”) construction materials through targeted subsidies; Promote digital integration platforms to connect different sectors of the construction materials industry. In conclusion, the improvement of strategic management practices serves as a fundamental driver for the sustainable growth of Uzbekistan’s construction materials industry. The implementation of digital technologies, innovation, and energy-efficient strategies will not only strengthen the competitiveness of enterprises in both domestic and international markets but will also make a significant contribution to the structural modernization and long-term stability of the national economy.
