INTRODUCTION
In ecen decades, ood secu i y has become one o he mos p essing global challenges, shaped by popula ion g ow h,
clima e change, geopoli ical ins abili y, and supply chain dis up ions. Na ions ac oss he wo ld a e s i ing o balance
domes ic ag icul u al p oduc ion wi h sus ainable ade policies o ensu e s able access o sa e and a o dable ood.
De eloping economies, in pa icula , ace g owing p essu e o e o m hei ag icul u al sec o s and economic go e nance
sys ems o mee in e na ional s anda ds o ood su iciency and nu i ion secu i y.
Uzbekis an, as one o he leading ag a ian coun ies in Cen al Asia, has unde gone p o ound economic and ins i u ional
ans o ma ions since he mid-2010s. The go e nmen has p io i ized ag icul u al mode niza ion, ma ke libe aliza ion,
and di e si ica ion o ood impo s o s eng hen na ional esilience. Despi e hese posi i e ends, se e al challenges
pe sis , including ine icien esou ce alloca ion, dependency on ce ain impo ed ood p oduc s, and unequal u al
de elopmen . In his con ex , comp ehensi e economic and policy e o ms a e essen ial o achie ing sus ainable ood
sys ems ha align wi h bo h na ional and global ood secu i y goals.
This s udy is based on he hypo hesis ha economic libe aliza ion, a ge ed go e nmen suppo , and imp o ed ade
policies ha e a posi i e impac on Uzbekis an’s ood secu i y and u al de elopmen ou comes. In o he wo ds, cohe en
policy e o ms con ibu e o bo h inc eased sel -su iciency and he long- e m sus ainabili y o he na ional ood sys em.
The main pu pose o his esea ch is o analyze he impac o economic and policy e o ms on he s eng hening o
na ional ood secu i y in Uzbekis an.

Food secu i y has become a s a egic p io i y o Uzbekis an amid global economic unce ain ies, clima e

LITERATURE REVIEW
Food secu i y is a mul idimensional concep encompassing ood a ailabili y, access, u iliza ion, and s abili y (FAO,
2021). I has become a global policy p io i y in he con ex o inc easing popula ion, en i onmen al deg ada ion, and
geopoli ical unce ain y. The choice o his opic is mo i a ed by he need o e alua e how economic and policy e o ms
in luence na ional ood sys ems, pa icula ly in de eloping and ansi ion economies. Uzbekis an, wi h i s apid economic
libe aliza ion and ag icul u al ans o ma ion since 2016, p o ides a compelling case o s udying he e ec i eness o
s uc u al e o ms in achie ing sus ainable ood secu i y.
Recen schola ship emphasizes ha ensu ing ood secu i y equi es in eg a ing ag icul u al mode niza ion, ade policy,
and u al de elopmen (God ay e al., 2019; on B aun e al., 2021). Eme ging ends ocus on esilience o global
supply chain shocks, sus ainabili y o ag icul u al subsidies, and policy cohe ence in balancing ood impo s and
domes ic p oduc ion (FAO, 2023; Wo ld Bank, 2024).
The concep o ood secu i y has e ol ed since he 1970s om simple ood a ailabili y owa d a mo e comp ehensi e
unde s anding o access and nu i ional s abili y (Sen, 1981). Acco ding o Ba e (2021, Food Policy), s uc u al
e o ms and ins i u ional amewo ks de e mine he long- e m success o ood sys ems. Pingali (2015, Global Food
Secu i y) a gued ha ma ke libe aliza ion and a ge ed public in es men a e essen ial o imp o ing ag icul u al
e iciency. Simila ly, Swinnen & Kuijpe s (2019, Wo ld De elopmen ) demons a ed ha policy dis o ions o en
unde mine smallholde p oduc i i y and equi able ood access.
Empi ical esea ch in ansi ion economies shows ha libe aliza ion and ins i u ional s eng hening can signi ican ly
enhance ood sel -su iciency. In Vie nam and China, s a e-d i en e o ms combined wi h open ade policies imp o ed
p oduc i i y and expo capaci y (Fan e al., 2020, Food Policy). S udies in Sub-Saha an A ica e eal ha subsidies, i
poo ly a ge ed, can dis o ma ke s and discou age p i a e in es men (Jayne e al., 2018, Applied Economic
Pe spec i es and Policy). Meanwhile, comp ehensi e go e nance e o ms in Eas e n Eu ope ha e con ibu ed o
sus ainable ag icul u al compe i i eness and ood esilience (Ciaian & Swinnen, 2017, Ag icul u al Economics).
Cen al Asia aces unique challenges—a id clima e, limi ed wa e esou ces, and high dependence on g ain impo s.
Acco ding o FAO (2022) and OECD (2023) epo s, Uzbekis an’s ag icul u al policy has shi ed owa d mode niza ion,
c op di e si ica ion, and ma ke -o ien ed managemen . Ka imo & Djanibeko (2020, Sus ainabili y) ound ha subsidy
e o m and in es men in i iga ion in as uc u e imp o ed whea and ege able yields. Ma yakubo e al. (2021,
Jou nal o Ag a ian S udies) emphasized ha s a e-led libe aliza ion enhanced u al en ep eneu ship, hough
ins i u ional ine iciencies emain.
Fo eign ade libe aliza ion has also been a c ucial d i e . As no ed by he Wo ld Bank (2024) and Uni ed Na ions
ESCAP (2023), ade di e si ica ion educed impo dependence on whea and edible oils. Howe e , acco ding o

MATERIALS AND METHODS
This s udy employs a quan i a i e and quali a i e mixed-me hod design, combining econome ic analysis wi h policy
e iew. The esea ch co e s he pe iod 2016–2024, coinciding wi h majo policy e o ms in Uzbekis an’s ag icul u al and
ade sec o s. The da ase includes na ional s a is ics om he S a e Commi ee on S a is ics o Uzbekis an, FAO, Wo ld
Bank, and OECD epo s. Expe in e iews wi h policymake s and ag icul u al economis s (n = 20) supplemen he
quan i a i e da a.
1. Econome ic Analysis: The s udy uses mul iple eg ession and co ela ion analysis o assess he ela ionship
be ween ood secu i y indica o s (a ailabili y, access, and s abili y) and key independen a iables such as
go e nmen expendi u e on ag icul u e, ade openness, and u al income le els.
2. Policy E alua ion F amewo k: A compa a i e policy analysis e alua es he impac o subsidy e o m, p ice
libe aliza ion, and ins i u ional mode niza ion using FAO and OECD policy e iew empla es.
3. Quali a i e Componen : Semi-s uc u ed in e iews we e conduc ed o collec expe opinions on e o m
ou comes, alida ed h ough hema ic coding.
4. Ra ionale: The mixed-me hod app oach ensu es iangula ion and enhances alidi y by linking empi ical da a
wi h policy in e p e a ion.
The esea ch ollows a sequen ial explana o y design, whe e quan i a i e esul s a e i s analyzed s a is ically and hen
complemen ed wi h quali a i e insigh s. This design allows he in eg a ion o nume ical da a wi h con ex ual
unde s anding o Uzbekis an’s e o m p ocesses, p o iding a obus basis o e alua ing he e ec i eness o economic
and policy in e en ions in s eng hening na ional ood secu i y.
RESULTS

DISCUSSION
This s udy analyzed he impac o economic and policy e o ms on na ional ood secu i y in Uzbekis an be ween 2016
and 2024, a pe iod ma ked by signi ican libe aliza ion and ins i u ional mode niza ion in he ag a ian sec o . Using a
mixed-me hod design—including econome ic modeling and policy analysis - i assessed how go e nmen expendi u e,
ade openness, u al income, and ag icul u al p oduc i i y con ibu e o ood sys em esilience.
The analysis was based on nine yea s o mac oeconomic and ag icul u al da a suppo ed by expe in e iews, ensu ing
bo h quan i a i e eliabili y and quali a i e dep h.
The esea ch hypo hesis posi ed ha economic libe aliza ion, a ge ed subsidies, and imp o ed ade policies posi i ely
in luence ood secu i y ou comes. The empi ical esul s s ongly suppo his hypo hesis, con i ming ha e o ms
implemen ed a e 2016 ha e had measu able e ec s on ood a ailabili y, access, and s abili y in Uzbekis an.
The indings demons a e ha go e nmen ag icul u al expendi u e and p oduc i i y g ow h we e he mos powe ul
de e minan s o ood secu i y imp o emen , explaining 87% o o al a ia ion in he Food Secu i y Index. These esul s
align wi h in e na ional s udies emphasizing he cen ali y o public in es men and ins i u ional e iciency in achie ing
ood secu i y (Ba e , 2021; Swinnen & Kuijpe s, 2019).

who ound ha in eg a ion in o global ma ke s enhances compe i i eness and educes ulne abili y o domes ic

pa allel domes ic e o ms ha imp o e dis ibu ion channels and echnological adop ion—an a ea s ill unde de eloped in
Uzbekis an, consis en wi h obse a ions by Mukhamedo & Pom e (2023).

u ban and u al households, echoing simila pa e ns obse ed in Vie nam and Eas e n Eu ope (Ciaian & Swinnen, 2017;
Jayne e al., 2018). These inequali ies sugges ha s uc u al e o ms ha e no ye ully ansla ed in o equi able bene i s
o all popula ion segmen s.
In line wi h Ka imo & Djanibeko (2020), he s udy con i ms ha s a e-led e o ms combined wi h a ge ed ma ke
mechanisms can imp o e p oduc i i y and ood a ailabili y. Ye , i iden i ies pe sis en ins i u ional ine iciencies,
limi ed access o inance, and insu icien inno a ion as majo cons ain s—issues also highligh ed by FAO (2023) and
he Wo ld Bank (2024).

compa a i e analysis.
Fu u e s udies should employ longi udinal and sys em-dynamics models o assess he long- e m impac o e o ms and
in eg a e clima e and en i onmen al dimensions in o ood secu i y analysis - illing cu en me hodological and hema ic
gaps iden i ied in global esea ch (God ay e al., 2019; on B aun e al., 2021).
This discussion con i ms ha Uzbekis an’s pos -2016 economic and policy e o ms ha e had a signi ican and posi i e
impac on ood secu i y. The indings ein o ce in e na ional e idence while also exposing egion-speci ic weaknesses—
pa icula ly in ins i u ional coo dina ion and u al inclusi i y. The s udy hus con ibu es o iginal empi ical insigh in o
how ansi ion economies can s eng hen ood sys ems h ough cohe en e o m s a egies.
CONCLUSION
This s udy in es iga ed he impac o economic and policy e o ms on na ional ood secu i y in Uzbekis an du ing he
pe iod 2016–2024, a ime cha ac e ized by majo shi s in ag icul u al go e nance, ma ke libe aliza ion, and ins i u ional
es uc u ing.
The main esea ch p oblem was o de e mine how policy-d i en economic changes a ec ood sel -su iciency,
a ailabili y, and u al well-being in a ansi ioning economy.
The empi ical analysis con i med ha go e nmen ag icul u al expendi u e, ade openness, u al income g ow h, and
ag icul u al p oduc i i y a e key de e minan s o ood secu i y imp o emen . Reg ession esul s (R² = 0.87) demons a ed

The analysis e ealed a clea ans o ma ion o he na ional policy amewo k om cen alized managemen owa d a
ma ke -o ien ed and inno a ion-d i en model. Policy e o ms since 2016 ha e emphasized libe alized p icing, subsidy
a ionaliza ion, and c op di e si ica ion, aligning wi h global s anda ds se by FAO and he Wo ld Bank.
Findings showed ha go e nmen expendi u e on ag icul u e signi ican ly enhances bo h p oduc ion capaci y and access
o s aple oods (β = 0.312, p < 0.01). T ade libe aliza ion con ibu ed posi i ely (β = 0.021, p < 0.05) by imp o ing
impo di e si ica ion and educing ood p ice ola ili y. Howe e , e ec i eness depends on pa allel ins i u ional
s eng hening o ensu e equi able ma ke access.
Ru al income g ow h (β = 0.098, p < 0.05) was ound o be a meaning ul d i e o ood access, con i ming ha e o ms
no only imp o ed supply bu also inc eased pu chasing powe . Ye , pe sis en egional inequali ies and limi ed c edi
access cons ain he inclusi eness o hese bene i s—an issue equi ing a ge ed in e en ions in u al de elopmen
policy.
The s udy highligh s he need o an in eg a ed policy app oach ha combines economic libe aliza ion wi h social
p o ec ion measu es. Ins i u ional e o ms should p io i ize anspa ency, in e -minis e ial coo dina ion, and digi aliza ion
o ag icul u al se ices.
The ini ial hypo hesis— ha economic libe aliza ion, a ge ed go e nmen suppo , and imp o ed ade policies posi i ely
in luence Uzbekis an’s ood secu i y and u al de elopmen —is ully suppo ed by he empi ical e idence. The s a is ical
signi icance o all co e a iables con i ms ha he e o m agenda has enhanced na ional ood sel -su iciency and sys em
esilience.
In conclusion, Uzbekis an’s expe ience demons a es ha coo dina ed economic and policy e o ms can e ec i ely
s eng hen na ional ood secu i y when suppo ed by obus go e nance and inclusi e u al s a egies. Ne e heless,
con inued p og ess depends on add essing s uc u al bo lenecks—pa icula ly hose ela ed o ins i u ional capaci y,
echnology adop ion, and egional inequali y. The s udy con ibu es o global discou se by p o iding e idence-based
insigh s om a pos - ansi ion economy, o e ing aluable guidance o policymake s in de eloping coun ies seeking o
balance economic mode niza ion wi h sus ainable ood sys em de elopmen .
Based on he esea ch indings, se e al s a egic ecommenda ions a e p oposed o enhance he sus ainabili y and
e iciency o Uzbekis an’s ood secu i y sys em: In eg a e policy coo dina ion mechanisms – Es ablish an in e -
