The Sustainability of agriculture in a northern industrialized country : from controlling nature to rural development

Abstract

The concept of sustainability has been a part of theory and practice in agriculture for a long time, but the diverse roots of the concept have led to a number of different definitions of sustainable agriculture. This paper provides an overview of the policy development of sustainable agriculture in Finland by examining internal and external discourses of sustainability and the evolution in different dimensions of sustainability. We show that the debate on sustainability within European Union s Common Agricultural Policy and Finnish agri-environmental policy are reflected in attempts to implement and monitor sustainability in agriculture in Finland. However, indicators suggest a largely non-sustainable condition. This has contributed to a shift in policy objectives from sustainable agriculture to sustainable rural development, especially in the EU context. As there are commonly trade-offs between the economic, ecological and social dimensions of sustainable development, future developments in sustainable agriculture will inevitably be characterized by continuous redefinitions of problems, paradigm revisions and reassessments of actions already taken.

Thus, some dimensions o sus ainabili y, such as he conce n o en i onmen al ex e nali ies, ha e ad anced, whe eas o he dimensions, such as he economic iabili y o a m ope a ions, a e clea ly weak. Then we ocus on he deba e on sus ainabili y wi hin Eu opean Union’s common ag icul u al policy and Finnish ag i-en i onmen al Sus ainabili y 2012, 4 3389 policy as well as on a emp s o implemen and moni o sus ainabili y in ag icul u e in Finland. The pape concludes by looking a policy challenges aised by he sus ainabili y discussion in ag icul u e. The pape is based on li e a u e and on he mos ele an empi ical esea ch a ailable on he case o Finland. 2. Thus mul i unc ional a ming ocuses on non-ma ke goods and encou ages a ming o play se e al oles in socie y (e.g., [18,19]). This emphasizes he ole o ag icul u e as a con ibu o o he well-being and iabili y o u al a eas by sus aining he u al landscape and gene a ing employmen . This is in line wi h objec i es o u al policies ha seek o “ ein eg a e” ag icul u e in o u al de elopmen (e.g., [20,21]). The li ing condi ions o a me s he e o e become a dominan elemen in he sus ainabili y discou se. In con as he concep o ecosys em se ices is used o p omo e he conse a ion o na u al esou ces and hei sus ainable use by connec ing he p ocesses o ecosys ems o human wel a e (e.g., [22,23]). The basic policy idea is o sa egua d he a ie y o li e and, he e o e, he sus ainabili y discou se ocuses in pa icula on he ela ionship o na u e. Finally, local ood is a concep ha emphasizes p oduc ion-consump ion ood ne wo ks, bu also he ole o a ming in a wide socie al pe spec i e [24]. The ensions be ween he con en ional pa adigm and al e na i e pa adigm main ain discussion o e wha is sus ainable and wha is no . Also echnical and social de elopmen s challenge he in e p e a ions and de ini ions o sus ainabili y. A opical example is he use o gene ically modi ied o ganisms (GMOs) and o he bio echnological inno a ions in ag icul u al p oduc ion (e.g., [25]). Some o he al e na i e pa adigms o ag icul u e, such as o ganic a ming, ha e clea exclusiona y iews ega ding GMOs, mainly on he basis o e hical conside a ions. The Sus ainabili y Agenda in Finnish Ag icul u al Policy The pe cep ion o sus ainabili y is a ec ed by di e en poli ical discou ses (e.g., [26]). In his sec ion we discuss he e olu ion o ag i-en i onmen al discou ses a sup ana ional and na ional le els in he las decades and examine how he ideas and concep s o sus ainabili y ha e been applied in Finland. We also pay a en ion o he ac ual implemen a ion o sus ainable ag icul u al p ac ices. Be o e ha we sho ly in oduce he s uc u al changes aken place in Finnish ag icul u e. The mode niza ion o Finnish socie y has esul ed in he somewha la e bu hen apid ansi ion o he indus ial s uc u e in o a se ice-domina ed socie y and also in he depopula ion o u al a eas. Thus, he ole o a ming has g adually changed in 50 yea s, and in pu e economic e ms, ag icul u e’s signi icance nowadays is a he mino as ag icul u e con ibu es one pe cen o he g oss domes ic p oduc and ou pe cen o he employmen (Table 2). The numbe o a ms has dec eased d as ically and, in he p esen con ex o he globalized ma ke and he Eu opean Union’s ag icul u al policy, i is expec ed o dec ease u he . This can also be seen a he EU le el in he e olu ion o he Common Ag icul u al Policy (CAP). O e all, he in eg a ion o en i onmen al conce ns wi hin he CAP has been a complica ed p ocess [31]. The policy, cha ac e ized in i s ea ly decades by pu ely p oduc i is goals, had in p ac ice been di o ced om en i onmen al conside a ions un il he 1980s. The i s phases o he EU ag i-en i onmen al policy in he la e 1980s and ea ly 1990s aimed a encou aging a me s o adop en i onmen ally iendly p ac ices as a means o de-in ensi ying hei p oduc ion and p o ec ing he u al en i onmen . The “ex e nal discou se” on he sus ainabili y o ag icul u e was o iginally ini ia ed by he en i onmen al sec o , including NGOs, en i onmen al esea che s and he en i onmen al adminis a ion. In he 1990s i has expanded o include consume in e es s, and also b oade socie al conce ns such as ai ade (Table 3). The ex e nal discou se no doub con ibu ed o he g eening o he in e nal ag icul u al policy discou se, which was con inued by he 1992 CAP e o m. In line wi h he s eng hening o he pos -p oduc i is e hos, claims o he u he inco po a ion o en i onmen al issues in o he ag icul u al policy eme ged [32,33]. This was illus a ed by he Agenda 2000 policy e o m, which became he amewo k o he EU ag icul u al policy un il 2006. Agenda 2000 in oduced he Eu opean model o ag icul u e based on “heal hy and p o-en i onmen al p oduc ion p ac ices, capable o p oducing high-quali y p oduc s ha mee he equi emen s o socie y”. In e nal and ex e nal con lic s and discou ses on sus ainabili y (Table 3), and hus policies designed o p omo e sus ainable ag icul u e, a e necessa ily also condi ioned by na ional adi ions in ag icul u al and en i onmen al hinking, and by na ional pa icula i ies in he ela i e s eng h o he key ag i-en i onmen al policy ac o s [38,39]. Due o Finland’s accession o he common ag icul u al ma ke in 1995, ag i-en i onmen al policy has been linked o he adap a ion o domes ic ag icul u e o he EU policy. The dominan ag i-en i onmen al discou se became also mo e he e ogeneous as i abso bed new issues such as biodi e si y and clima e change. Du ing he i s yea s o membe ship, new ag i-en i onmen al measu es we e also in oduced [38,40,41]. The mos impo an scheme, he Finnish ag i-en i onmen al subsidy has co e ed no less han 90% o he o al a able a ea o he coun y. This policy measu e, essen ially an income suppo , can be seen as se ing bo h en i onmen al goals and he wel a is idea o equali y o esul s be ween di e en ag icul u al egions and di e en ypes o a ms. Howe e , i s e ec i eness in e ms o p oducing en i onmen al bene i s has inc easingly been ques ioned. I has no , o example, esul ed in any signi ican educ ion o nu ien loads o wa e cou ses [42]. In he 2000s, sus ainable de elopmen and i s h ee basic dimensions (economic, ecological, and social sus ainabili y) ha e la gely been accep ed bo h in he in e nal and ex e nal discou ses. This does no , howe e , mean ha a consensus has eme ged. As no ed abo e, he new concep s ha ha e en e ed he scene do no pu equal weigh on all dimensions o sus ainable de elopmen . Fu he mo e, he e is also a legacy o he pas in he o m o p oblems such as excessi e leaching o nu ien s o wa e cou ses. In he 2000s, he dominan in e nal discou se has g adually begun o adop mo e economic and pa icula ly social a gumen s conce ning sus ainabili y ha appea o jus i y some sac i ices in he ecological dimension. Moni o ing and Implemen ing Sus ainable Ag icul u e The dimensions o sus ainable ag icul u e ha e o be ansla ed in o ope a ional c i e ia and indica o s ha can be moni o ed o demons a e p og ess owa ds sus ainabili y.
