Activities of the State Lithuanian Language Commission 311 REVIEWS, INFORMATION Activities of the State Lithuanian Language Commission (According to the 2012 report of the Language Commission) The main objectives and tasks of the language commission are implemented through language programs. In 2012 the implementation of the State Language Standardization, Use, Education and Dissemination Programme 2006–2015, the Programme for Research on the Functioning and Change of the Lithuanian Common Language, Dialects and Other Language Variants 2011–2020 and the Programme for Legal and Administrative Supervision of the State Language were continued. Under the State Language Standardization, Use, Education and Dissemination Program 2006-2015, the dictionary World Placenames was published. The conclusion states that in Lithuanian language can be used only the noun euro, which can be changed according to the rules of Lithuanian language, it cannot have the non-Lithuanian name form euro, although such form is provided in the Treaty of European Union. The law adopted by the Seimas legalized a compromise variant – the form euro in parentheses next to the name of the currency euro. The draft Decree of the Government of the Republic of Lithuania “On the Amendment of Decree of the Government of the Republic of Lithuania No. 1407 of 12 November 2003 “On the Establishment of the Register of Legal Entities and the Approval of the Provisions of the Register of Legal Entities” was approved (Decree No. 1452 adopted on 5 December 2012). In accordance with item 761 of the amended Regulations of the Register of Legal Entities, the State Lithuanian Language Commission provides consultations to the Public Institution Registry Center on the conformity of the names of legal entities with the Lithuanian common language norms. The State Non-Food Products Inspection under the Ministry of Economy was contacted regarding the annex to the Recommendations on the Application of Labelling Minority in the Supervision of the Activities of Economic Entities, approved by the order of the Chief of the Inspection – the List of Minority Labelling Non-conformities, in which grammatical errors in product labels are classified as minor matters. The subcommittee decided to propose to the language commission to delete from the list of major language errors of the Dictionary the non-presentable foreign words and their derivatives, as well as the non-useable new foreign words, and to establish and disseminate lexical norms by the language commission’s recommendations. The list of foreign-language equivalents was supplemented by 49 words by protocol decision. Grammar, spelling and punctuation. At the meeting of the Grammar Subcommittee, the names of the parliaments of the European Union Member States were discussed on the proposal of the Seimas Chancellery. At the meetings of the Temporary Subcommittee on the Translation Manual, the Writing Section of the Translation Manual for the Institutions of the European Union, template phrases and problematic issues were discussed. 315 Evaluation of Textbooks from the Activities of the State Lithuanian Language Commission. The textbook evaluation subcommittee considered 42 manuscripts of general education textbooks, a total of 60 books (some textbooks in several parts). 36 books were immediately awarded a mark confirming the correctness of the language, the other books were returned to the publishers for correction. In 2012 there were no textbooks rejected altogether (which would not meet the correctness requirements for the third time), the language of textbooks submitted to the language committee for evaluation has improved considerably. A new language technology subcommittee was formed at the language commission meeting. It will coordinate the implementation of the Lithuanian language in information technologies, prepare a Lithuanian language technology strategy and provide measures to promote the development of the Lithuanian language in digital media. Based on the letter of the Lithuanian Computerists Union, together with the State Language Inspection, the Communications Regulatory Service of the Republic of Lithuania and the mobile service companies were contacted. On 12 December 2012, at the request of the language commission, the results of the Lithuanian language test and the deteriorating literacy status of pupils were discussed in the Committee on Education, Science and Culture of the Seimas of the Republic of Lithuania. All Lithuanian university and non-university higher education institutions were asked to provide information on the teaching of the specialty language, the examination of students’ general knowledge of Lithuanian language and the evaluation of the correctness of the final theses. The information received was discussed at the meeting of the language commission and it was decided to initiate the review of the descriptions of the specialty language subjects and the analysis of the correctness of the final theses. A number of conferences, meetings and other events were organized together with other institutions, including the conference “Languages, Culture and Globalization” held in the Seimas on 4 June, the second conference of the Terminology Forum of the European Union and the Republic of Lithuania institutions and bodies on 8 June (together with the Lithuanian Language Department of the Directorate General for Translation of the European Commission and the Seimas Chancellery of the Republic of Lithuania), the fifth national competition “Clean Language – Clean Head”, in which more than 8,500 students from grades 6-10 from all over Lithuania tested their knowledge of Lithuanian language using information technologies.
