P adhan Man i G am Sadak Yojana (PMGSY) was launched in he yea 2000 wi h he goal o connec ing u al a eas
wi h all-wea he oads. I s main pu pose is o ensu e ha e en he mos emo e illages ha e eliable oad access o
essen ial se ices like schools, hospi als, and ma ke s. The go e nmen se a a ge o connec all illages by 2019, bu
a ound 60,000 illages s ill emained wi hou p ope oad access a ha ime. To achie e his, he go e nmen alloca es
a la ge budge e e y yea unde he scheme. Roads a e newly buil o old, na ow, and ku cha (unsealed) oads a e
upg aded in o b oad, pucca (pa ed) oads. These imp o ed oads no only link illages o nea by owns bu also
connec one illage o ano he , making a el and anspo much easie . Thanks o PMGSY, a me s can now anspo
hei p oduce o mandis (ma ke s) mo e quickly and e icien ly. Child en can a end school egula ly, e en du ing he
ainy season, as oads a e less likely o ge blocked. In medical eme gencies, pa ien s a e able o each hospi als as e ,
sa ing aluable ime and li es. Special ocus is gi en o hilly and emo e egions, whe e he challenges o building
oads a e g ea e . Mo e unds a e assigned o such a eas. The scheme also includes he cons uc ion o se ice oads
along majo highways o suppo u al connec i i y. The oads a e buil acco ding o s ic echnical s anda ds se by he

Deen Dayal Upadhyaya G ameen Kaushalya Yojana

Kaushalya Yojana (DDU-GKY). Launched in 2014, his scheme ocuses on gi ing skill-based aining o u al you h,
especially hose om Below Po e y Line (BPL) amilies. The main aim o DDU-GKY is o help u al you h gain he
igh skills and knowledge so ha hey can ge good jobs based on hei in e es s and abili ies. The go e nmen i s
iden i ies job oles ha a e in demand in di e en indus ies. Based on his, a ious aining cou ses a e o e ed in
sec o s like in o ma ion echnology, cons uc ion, e ail, heal h ca e, hospi ali y, and mo e. Young people can join
cou ses h ough Indus ial T aining Ins i u es (ITIs), app en iceship p og ams, and o he aining cen e s. The ocus is
on placemen -o ien ed aining, which means he goal is no jus o each skills, bu o ensu e ha a leas 70% o he
ained you h ge jobs a e comple ing hei cou ses. To make his happen, he scheme also includes pos - aining
suppo such as ca ee guidance, in e iew p epa a ion, and help wi h job placemen s. This ensu es ha u al you h a e
no only ained bu a e also able o s a ea ning and build a be e u u e.
Maha ma Gandhi Na ional Ru al Employmen Gua an ee Ac
Ru al de elopmen p og ammes in India aim o c ea e employmen oppo uni ies in illages, especially o he
poo and unskilled wo ke s. One o he mos impo an schemes in his a ea is he Maha ma Gandhi Na ional Ru al
Employmen Gua an ee Ac (MGNREGA), launched in 2005. The main goal o his scheme is o p o ide a leas 100
days o gua an eed wage employmen each yea o e e y u al household ha is willing o do unskilled manual wo k.
MGNREGA is designed o imp o e he li elihood o he u al poo by gi ing hem jobs ha also help in building
use ul communi y asse s. These include oads, ponds, canals, wells, and wa e conse a ion s uc u es, which help in
he long- e m de elopmen o illages. All wo k unde he scheme is ocused on na u al esou ce managemen and is
planned based on he local needs and a ailable esou ces. Any adul membe o a u al household can apply o wo k
unde his scheme. The cen al go e nmen ully unds MGNREGA, and wages a e paid acco ding o he minimum
wage a es ixed by he espec i e s a es. I he e is a delay in wage paymen , wo ke s a e compensa ed wi h ex a
wages as a penal y. The scheme has se e al social inclusion goals as well. A leas one- hi d o he wo ke s mus be

ha wo ke s can epo any p oblems and ge help when needed.

Challenges and Limi a ions in Ru al De elopmen

App oach: Policies some imes ocus only on indi idual sec o s like ag icul u e, heal h, o educa ion, wi hou
conside ing hei in e connec ions. This limi s he o e all impac o de elopmen e o s. Dependency on Ex e nal
Fo ces: Some s a egies make u al communi ies o e -dependen on ex e nal aid o ma ke s, which weakens local sel -
eliance and sus ainabili y. En i onmen al Conce ns: In ce ain cases, de elopmen p ojec s ha e caused en i onmen al
damage due o unsus ainable p ac ices like de o es a ion o o e use o wa e esou ces. Poli ical Ins abili y: Lack o
poli ical will, equen policy changes, o uns able go e nance can dis up he con inui y and impac o u al
de elopmen p og ammes. Lack o Capaci y Building: The e is insu icien in es men in aining and empowe ing
local ins i u ions and indi iduals o manage and sus ain de elopmen ac i i ies e ec i ely. Une en Dis ibu ion o

unemploymen , enhance heal hca e and educa ion, and ensu e access o basic necessi ies such as ood, shel e , and
