Abstract
Abstract This article presents a strategic Key Performance Indicator (KPI) model designed to measure, monitor, and improve the effectiveness of digital automation processes in military financial management. The study aims to enhance transparency, accountability, and the rational use of resources. This systemic approach is grounded in the regulatory acts of the Republic of Uzbekistan on improving state financial control 1 and the advanced audit-focused experience of the U.S. Department of Defense (DoD).2 The article includes practical indicators aimed at strengthening military budget discipline and ensuring the integrity of financial data. Introduction In the context of steadily increasing global defense expenditures, the efficient and targeted use of budgetary funds is a crucial element of national security and economic stability for the Republic of Uzbekistan. The complexity and high sensitivity of financial management in the military sector necessitate its high level of automation. The transition to digital management should not only increase the speed of budget execution but also ensure data integrity and transparency. The Decree of the President of Uzbekistan, dated August 27, 2021, "On Measures to Further Improve the State Financial Control System" 1 is aimed at aligning the country's financial control system with the standards of the International Organization of Supreme Audit Institutions (ISSAI) and the Institute of Internal Auditors (IIA).3 The effectiveness of automation plays a vital role in achieving these strategic changes. A clear KPI system is necessary to objectively assess the results of investments made in implementing automation technologies in the military sphere. Otherwise, digitalization initiatives may fail to deliver expected results, leading to a state known as "digital transformation fatigue".4 This article is dedicated to developing a practical KPI model focused on

Main Body A. The Essence of Automation and the KPI System KPI (Key Performance Indicator) is a quantitatively expressed key metric that measures an organization's progress toward achieving its strategic goals. In public finance, KPIs assess not only the expenditure of funds but also the effectiveness of results (Effectiveness) and compliance with legal norms (Compliance). Applying KPIs in military financial management strengthens budget discipline, improves financial risk management 5, and enhances the cost analysis of managing reserve assets. The core element of automating financial processes is the ERP (Enterprise Resource Planning) system, which integrates the supply chain, human resources, and financial calculations into a single, centralized platform. The goal of implementing these systems is to create Management Accounting Systems (MAS) and Financial Dashboards, which allow for real-time data acquisition and analysis.2 These dashboards are essential for senior leadership to instantly view the status of budget execution, make prompt, data-driven decisions 2, and ensure the rational use of resources (Resource Optimization).6 Through digital dashboards, the ability to set strategic priorities and achieve rapid results (Accelerating Time to Value Delivery) increases.4 B. Analysis of the Current System in Uzbekistan In Uzbekistan, control over the execution of the state budget is centralized based on the activities of the Treasury Institute 7 and the Law "On the Budget System".8 The military finance system is an integral part of this general state financial management system, relying on the Treasury’s single account for managing financial resources. The Treasury system strives to increase transparency through digitalization, but the specific nature of military expenditures requires additional control.7 Despite the presence of some automation in the current system (e.g., certain variants of 1C software or local ERP/accounting programs), several serious issues have been identified: 1. Integration and Reporting Delays: Much of the data (especially primary documents related to material and technical supply) is still entered manually or transferred between multiple, poorly integrated systems. This increases the risk of errors. Delays in financial data reaching the central management system limit real-time control, which leads to the data becoming outdated—a poor basis for making quick decisions.

Low Data Integrity: Due to data being stored in multiple legacy systems, the reliability (Data Integrity) of the final financial report may be questioned. This poses a serious problem, especially in situations requiring an audit based on International Financial Reporting Standards (IFRS).9 3. Limited Transparency: Manual labor, the lack of a central ERP system, and a low level of integration do not allow for full transparency of public procurement 1 (specifically in the military sector). Limited transparency, in turn, amplifies the risks associated with the targeted and rational use of budget funds. The strategic requirements set forth in the Presidential Decree aimed at improving state financial control 1 demand the elimination of these very shortcomings, specifically the organization of auditing activities based on financial, performance, and compliance audits. C. International Experience: Strategic KPI Metrics International experiences provide crucial benchmarks for assessing the effectiveness of automation in military finance, with the practices of countries like the USA, the UK, and South Korea being particularly significant in this field. U.S. Department of Defense (DoD) Experience: The DoD's main strategic goal is to achieve an unmodified audit opinion (clean audit opinion).2 Automation is key to achieving this goal. In its strategy (FM Strategy FY22-26) 2, the DoD uses KPIs focused on increasing financial integrity: 1. Compliance and Accuracy (Error Rate): To manage risks associated with unresolved audit findings (NFRs) and remediate material weaknesses, the DoD uses the "Closure Rate" as a core KPI.5 The higher this indicator, the more effectively the internal controls of the financial control system function. 2. System Simplification (Integration Efficiency): Reducing the number of legacy business systems related to the financial statement audit 2 is a key measure for increasing financial security. Rapidly retiring legacy systems helps avoid unnecessary costs and increases compliance with norms like the Federal Information System Controls Audit Manual (FISCAM). South Korean Experience: South Korea focuses on operational efficiency and speed in financial services. Key KPIs include the Automated Reporting Time and Resource Optimization. For example, significant attention is paid to reducing resource consumption in Defense CBM (Condition Based Maintenance) operations to ensure cost-effectiveness.6 Furthermore, shortening the month-

This is because the main driver of national reforms, as defined in the Presidential Decree, is to enhance the quality of the audit in accordance with international standards (ISSAI).1 Therefore, the primary KPI for investment in automation must be Reporting Accuracy and Legal Compliance, rather than merely operational speed.2 This serves to make state financial control more effective by ensuring the integrity of financial data. Speed (Reporting Time) and Cost Reduction are then implemented as secondary, supporting indicators. D. Practical Recommendations: Implementing the KPI Model in Military Financial Management The implementation of the KPI system should be based on S.M.A.R.T. (Specific, Measurable, Achievable, Relevant, Time-bound) principles. Rating results should serve not only to identify shortcomings and manage risks but also as a basis for incentive measures. Divisions that show high results (e.g., an Error Rate below 0.5%) should be rewarded, while those with low results undergo additional audits or retraining. To achieve the full effectiveness of automation, it is necessary to increase the capacity of personnel. Mandatory retraining programs for financial service employees in the new ERP and MAS systems must be directly linked to their success in achieving the KPIs to ensure full adoption of the new digital systems. With system implementation, the Financial System Compliance KPI becomes the primary indicator for assessing staff efficiency. By implementing rapid, targeted solutions using micro-transformation methods, digital fatigue among employees can be prevented.4 3. Conclusion

The model developed in this article (which includes reducing the Financial Error Rate to and shortening the Reporting Time to days) 5 not only reduces operational costs and strengthens accountability but also ensures resources are directed quickly, purposefully, and legally. By implementing the KPI system, Uzbekistan will strengthen its state financial control in accordance with international standards (ISSAI) 1 and modern digital management requirements. By applying indicators like the Audit Finding Closure Rate, derived from the DoD experience 5, the quality of the financial system's internal control mechanisms can be enhanced. This systemic approach allows for securing the country's financial stability and utilizing budget funds with a high degree of confidence. Increased transparency and accuracy ultimately serve the goal of efficient taxpayer money usage.2 Priority Recommendations 1. Immediate Implementation of a Unified Military ERP System: Expedite the implementation of a centralized ERP platform covering all military financial operations (supply, accounting, HR) and its full integration with the single Treasury system. 2. Audit-Oriented Control: Based on DoD experience, conduct an annual independent external audit on the Financial Error Rate (Accuracy KPI) and include its results in the rating of financial divisions.5 3. Real-Time Monitoring: Create a Financial Dashboard to enable senior leadership to track Budget Execution and Key KPI metrics and automate data collection for quick decisionmaking.2 4. Legacy System Reduction Strategy: Actively retire legacy systems in favor of the new ERP system (implementing a Retirement Rate KPI) to reduce financial risk and increase system compliance.2 5. Application of Resource Optimization KPIs: In line with the South Korean approach, introduce Cost-effectiveness KPIs (e.g., measuring inventory management efficiency) aimed at reducing unnecessary resource consumption in logistics and the supply chain.6 References 1.
