ThePalestinianRightofReturnremainslegallypreservedbutfulfilledthroughparallelremediesrather thanmassrepatriation. Dignityreplacesdependencyasthecorepeacevalue. Economicandculturalsovereigntymustmirrortheadvantagesenjoyedbysuccessfuldiasporas, especiallyIsraeliandSouth-Africanprecedents. 2.LegalArchitecture TheframeworkcodifiesaClaimPreservationAccordandaRightofReturnProtocol,ensuringthat everydisplacedPalestinianretainsarecorded,inheritableclaim.Implementationisdeferreduntiljoint consentisreached.AClaimsandCompensationCommissionmanagesregistration,valuation,and restitutionthroughtransparentmechanisms,backedbyinternationaltrustees. 3.StrategicClaimsSuspension AtthecoreofMirrorSovereigntyisStrategicClaimsSuspensionasystemthatneithererasesnor endlesslylitigatesthelossessustainedsincetheBritishMandatebutpreservesthemasregistered equitiesinasharedfutureeconomy. Everyparcel,deed,orrightofreturnisenteredintoaverifiedclaimsregistrymaintainedbyan internationaltrustee.Eachrecordbecomesafinanciallyrecognizedasset:inheritable,exchangeable, andconvertibleintocompensation,investmentshares,orfuturerestitutionatalaterpoliticalsettlement. Thisconvertsgrievanceintocapitalwithoutmoralsurrender.Suspensionofenforcementallowsboth partiestoconducttrade,attractinvestment,andrebuildinstitutionswithoutprejudicingeventual sovereignty. Theregistryservesasaledgerofdeferredjusticeopen,transparent,andcontinuallyaudited ensuringthateconomicprogressneverdependsonforgetting.Thepastremainsacknowledged,the presentbecomesprofitable,andthefutureretainsitslegalpathwaystowardclosure. 4.EconomicEngine TheplanestablishesaPalestineDevelopmentBank,diasporabonds,andSpecialEconomicZones governedbyinternationalauditstandards. Remittancesareconvertedintoinvestmentcapitalthroughautomaticsavingsinstruments.Educational andknowledgefundsempoweraskilled,globallymobilePalestinianclassthatinvestsbackinto nationaldevelopment. 5.CitizenshipandIdentity AglobalPalestiniancitizenshipsystemprovidespassports,digitalIDs,andmobilityrightsforall registeredindividuals.Thiscitizenshipcomplementshost-statenationality,creatinganetworkednation similartotheJewishorIrishdiasporas. Rightsincludecultural-returnvisas,permanent-residencypathways,andaccesstohomeland institutions. 6.GovernanceandSafeguards Governanceintegrityreliesontri-keyfinancialcontrol(government,auditor,andtrustee).Allbudgets andcontractsarepublic. Anindependentcivilservice,conflict-of-interestregistry,andwhistle-blowerprotectionensure transparency. SecurityprovisionscannotextinguishlegalclaimsunderaNon-DerogationClause. 7.CultureandSoftPower ThePalestineCultureEndowmentfundsgloballiterature,art,design,andcuisineinitiativestoelevate nationalprestige. EndowedchairsinPalestinianStudiesandcreativeresidenciesabroadhelpprojectintellectual leadership. Heritageaccesscorridorsenablepilgrimage,education,andexchangewithinternationaloversight. 8.ImplementationRoadmap Phase1(Year1):establishlegalfoundations,theclaimsregistry,andpilotfinancialinstruments. Phase2(Years2‒3):expanddiasporabonds,launchtheSovereignKnowledgeFund,andopenSEZs. Phase3(Years3‒6):implementpartialreunificationquotas,trustconversions,andGDP-indexed annuities. 9.DiplomaticFunction Thisstructuretransformstheconflictfromazero-sumterritorialdisputeintoalong-termpartnership basedonmirroredsovereigntyandsharedprosperity. Itallowsbothpeoplestolivewithdignityandcontinuity,maintainingtheirhistoricalclaimswithout annihilatingtheother's. Neithersidesurrendersitshistory;bothareinvitedtoprofitfromitspreservation.
