OPUS Principles for Researcher Assessment 1. Develop comprehensive set of indicators for RPOs/RFOs 2. Apply across countries, disciplines, and organisations 3. Combine both quantitative and qualitative assessment 4. Focus on assessment of researchers and research projects 5. Cover full spectrum of activities conducted by researchers 6. Offer generic framework to assesses researcher activities 7. Offer specific framework to assess Open Science activities 8. Distinguish between processes, outputs, and outcomes 9. Phrase indicators to guide implementation but be flexible 10. Leave selection, refinement, and prioritisation to RPOs/RFOs 04

09 1. Collect existing best practices on the reform of researcher assessment 2. Ensure researchers are aware of the reasons to reform researcher assessment 3. Ensure researchers, support staff, and policymakers are aware of the RAF 4. Approve the piloting or adoption of the RAF to reform researcher assessment 5. Develop policies and procedures to implement, monitor, and evaluate the RAF 6. Include researchers in the implementation, monitoring, and evaluation of the RAF 7. Develop or utilise tools and platforms to support the implementation of the RAF 8. Ensure that the implementation of the RAF does not overburden researchers 9.
