Abstract
This paper explores the strategic utilization of mass media and digital marketing to enhance tourism public relations (PR) and branding in Uzbekistan. While the country's tourism sector has seen significant growth due to government initiatives, maximizing this potential requires a cohesive, long-term strategy centered on digital transformation and content diversification. The analysis highlights the pivotal role of the state-established National PR Center in developing a new national brand and promoting diverse attractions beyond the Silk Road legacy. Effective international PR demands cultivating strong media relations through familiarization trips and creating high-quality, shareable content for digital platforms.

The establishment of the National PR Center as a state unitary enterprise under the State Committee for Tourism Development in February 2018 by President's decision No. PF-5326 allowed for a fresh perspective on the vast potential of Uzbekistan as a travel destination and the creation of an entirely new brand for the country. It does this by marketing Uzbekistan's tourism brand outside of the Republic. These are its objectives: • producing and disseminating travel magazines, brochures, maps, and guides about Uzbekistan; • collaborating with the country's national stand and participating in international tourism exhibitions; • taking amazing pictures and videos that can be seen on our website and social media. Locations such as this are vital to our tourism sector. to adopt a fresh perspective on Uzbekistan, visit its stunning and uncharted regions, and acknowledge that the country is home to stunning natural areas in addition to its Great Silk Road legacy and UNESCO-listed historic towns. More media materials, films and movies, ancient civilizations' desert fortresses, rich history and culture, delectable oriental cuisine, and incredibly friendly people are also needed. Locally, mass media, including newspapers, radio, and television, serve as crucial platforms for promoting domestic tourism. They can highlight hidden gems, cultural events, and local attractions, encouraging residents to explore their own country. By providing news, features, and travel guides, local media can foster a sense of pride in regional heritage and create awareness about accessible travel options, thereby contributing to the local economy and community development. This also includes the use of local social media channels and community forums to share authentic experiences and generate word-of-mouth marketing within the country.

Positive coverage can inspire travel, showcase unique cultural offerings, and attract significant tourist flows. Conversely, negative media portrayals, such as reports of political instability, natural disasters, or health crises, can severely damage a destination's image and deter visitors. Therefore, strategic international PR efforts heavily rely on cultivating strong media relations, collaborating with global influencers, and proactively managing online narratives to ensure a favorable and accurate representation of the destination to potential international travelers. Building lasting relationships with international travel journalists, bloggers, videographers, and documentary filmmakers is paramount. Uzbekistan should actively invite influential media representatives on well-curated familiarization (fam) trips that go beyond standard tourist routes. These trips should offer authentic, immersive experiences, including interactions with local communities, participation in traditional crafts, and behind-the-scenes access to cultural events. Providing comprehensive press kits, high-quality visual assets, and readily available local contacts will facilitate their reporting and encourage in-depth storytelling, leading to more impactful coverage than simple press releases. In addition, the Department of Tourism Development of the Tashkent region published a book entitled "Legislative bases for the development of tourism in the Republic of Uzbekistan", which includes decisions and decrees related to the sector 1 . Through this collection, it is possible to get quick and guaranteed answers to many questions related to the field of tourism. Beyond traditional media, Uzbekistan must invest in creating high-quality, shareable content for digital platforms. This includes stunning photography and cinematic videos showcasing diverse landscapes, historical sites, and vibrant cultural traditions. The narrative should highlight unique selling points, such as the Silk Road heritage, diverse cuisine, warm hospitality, and emerging niche tourism segments like ecotourism, adventure tourism, and pilgrimage tourism. Collaborating with international content creators and influencers who align with Uzbekistan's brand image can significantly amplify reach and authenticity. Uzbekistan’s tourism sector has experienced remarkable growth in recent years, evolving into a prominent destination for travelers seeking a blend of rich history, culture, and natural beauty. Several factors have contributed to this rise, including political reforms, improved infrastructure, and a concerted effort to promote the country’s unique attractions. According to the World Tourism Organization (UNWTO), Uzbekistan saw a substantial increase in international tourist arrivals, with a record-breaking 6.7 million visitors in 2019 (UNWTO, 2019). As a result of the global crisis due to the coronavirus pandemic, tourism has become one of the hardest hit industries. In 2020, according to UNWTO, a total of 1.6 million people visited by foreign tourists, while in 2021 there were 1.9 million(UNWTO, 2022). According to the State Statistics Agency of Uzbekistan, the number of tourists arriving in the country from abroad in 2022 increased 2.8 times compared to the previous year and reached 5 million 200 thousand people 1 . The creation of a new tourist center in Samarkand has attracted an additional 2 million tourists. Large-scale preparations are being carried out for the forthcoming General Assembly of the World Tourism Organization in Uzbekistan this year. One of the high results of activities in this direction is that Uzbekistan’s historic city of Samarkand was chosen as the 2023 World Tourism Capital at the 24th General Assembly of the UN World Tourism Organization (UNWTO) in Spain 2 . “In January-February 2025, approximately 1.3mn foreign nationals visited Uzbekistan for various purposes, reflecting a 37.1% rise compared to the same period in 2024. Other notable sources of visitors included Russia (90,611), Afghanistan (81,797), Turkmenistan (48,871), Turkey (22,520), China (14,062), India (10,326), and South Korea (5,292). Additionally, 38,810 visitors came from other countries during this period. The primary reasons for foreign citizens traveling to Uzbekistan in January-February 2025 were family visits, business trips, tourism, and commerce. Among the foreign visitors, 461,277 came for family reunions, 88,336 for business purposes, 75,392 for tourism, and 41,196 for commercial activities. Other reasons included medical treatments (8,966 visitors) and study-related travel (3,508 visitors) 1 .” The use of digital media by PR companies to market products or services with the primary objective of attracting customers and connecting them with the brand through digital media is called digital marketing. Social media marketing is one of the most important methods of digital marketing in tourim industry. Digital marketing is also known as online marketing, and it may be accomplished through websites, online adverts, opt-in emails, interactive kiosks, interactive TV, or mobile devices. Other researchers describe digital marketing as brand promotion that takes advantage of all accessible digital advertising platforms to reach the target audience. Digital marketing refers to the promotion of goods and services using digital advertising channels such as social media platforms Facebook, Instagram, and Tiktok for the purposes of this study. Efficient communication is crucial in the hospitality and tourist industries to successfully exhibit a facility’s or destination’s people, services, and physical setting. When there is structured engagement, the concrete offers of these companies elicit a good response. In order to attract visitors and provide a great experience, it is also critical to promote the product, pricing, location, and promotional activities. The Republic of Uzbekistan, with its rich cultural history and various landscapes, has enormous tourist potential.
