The research addresses the critical challenge facing service sector organizations: establishing effective mechanisms that simultaneously optimize internal management systems, resource allocation, service quality, pricing strategies, production efficiency, and customer service approaches in increasingly competitive environments. Drawing upon extensive review of international literature and theoretical contributions from industrial organization economics, strategic management, and service operations theory, the study synthesizes diverse perspectives on organizational-economic mechanisms into a coherent analytical framework. The research employs systematic analysis methodology to examine the structural components, functional relationships, and operational processes characterizing effective competitiveness enhancement mechanisms. The study's principal contribution consists of a nine-stage systematic framework encompassing: (1) strategic analysis and planning including market analysis, competitor assessment, and goal formulation; (2) organizational structure and management improvement incorporating process simplification and team development; (3) innovative technology utilization including automation, digitalization, and artificial intelligence applications; (4) customer service enhancement and relationship management; (5) service quality management and monitoring systems; (6) marketing and brand development strategies; (7) employee qualification and development programs; (8) financial management optimization; and (9) comprehensive monitoring and analytical assessment. Each framework stage incorporates specific components and descriptive guidelines enabling practical implementation across diverse service enterprise types including communications and information services, real estate services, trade services, accommodation and catering services, financial services, and transportation services. The framework emphasizes the critical importance of systemic approaches ensuring effective interactions among all organizational components, competitive strategy development and implementation, and continuous mechanism optimization based on scientific principles. Empirical validation potential is discussed through application scenarios in various service sector contexts, with particular attention to resource optimization, innovation implementation, and rapid response to customer needs as fundamental drivers of sustained competitive advantage. Policy implications highlight the necessity of supportive regulatory frameworks, investment in human capital development, technology infrastructure, and quality assurance systems enabling effective mechanism implementation. The study contributes theoretically by clarifying conceptual foundations of organizational-economic mechanisms in service contexts, addressing definitional ambiguities in existing literature, and providing structured analytical tools for mechanism assessment and improvement. As of 2024, services constitute approximately 65% of global GDP and employ over 50% of the global workforce, reflecting fundamental structural transformation toward service-based economic models. This tertiarization of economic structures reflects not merely statistical shifts in sectoral composition but represents profound reorganization of production systems, consumption patterns, technological applications, and competitive dynamics. In this transformed economic landscape, understanding and effectively managing the organizational-economic mechanisms governing service enterprise performance becomes essential for achieving and sustaining competitive advantage. Service enterprises face distinctive competitive challenges compared to manufacturing firms, stemming from the intangible, heterogeneous, inseparable, and perishable characteristics of service outputs. Services cannot be stored, quality control occurs simultaneously with delivery, customer participation forms an integral part of production processes, and outcomes depend critically on employee-customer interactions. These fundamental characteristics necessitate organizational-economic mechanisms specifically adapted to service sector contexts, emphasizing human resource capabilities, customer relationship management, quality assurance processes, and operational flexibility. Traditional competitiveness frameworks developed primarily for manufacturing contexts require substantial modification to address service sector specificities effectively. The concept of organizational-economic mechanisms encompasses the integrated system of management processes, resource allocation procedures, incentive structures, coordination protocols, and strategic frameworks through which enterprises organize their activities to achieve specified objectives. In service sector contexts, these mechanisms must address multiple simultaneous challenges: optimizing internal management systems to ensure efficient operations, allocating scarce resources including human capital and technology investments to highest-value applications, maintaining and enhancing service quality despite variability inherent in human delivery, establishing competitive yet sustainable pricing strategies, maximizing production efficiency within service operations constraints, and developing customer service approaches building loyalty and competitive differentiation. Contemporary service markets exhibit intensifying competitive pressures driven by multiple reinforcing trends. Globalization and trade liberalization have progressively reduced barriers protecting domestic service providers, exposing firms to international competition in sectors including financial services, telecommunications, professional services, and tourism. Digital transformation and platform business models have disrupted traditional service delivery mechanisms, enabling new entrants to challenge established providers through technologyenabled innovation. Rising customer expectations regarding service quality, personalization, and convenience create continuous pressure for service enhancement and innovation. Regulatory changes in many countries have promoted market liberalization, reducing entry barriers and intensifying competition. These converging trends make effective competitiveness management increasingly critical for service enterprise survival and prosperity. The study's objectives encompass: (1) clarifying conceptual foundations of organizational-economic mechanisms in service sector contexts through critical literature review and theoretical synthesis; (2) identifying the essential structural components and functional relationships characterizing effective competitiveness enhancement mechanisms through systematic analysis; (3) developing a practical multi-stage framework enabling systematic implementation of organizational-economic mechanisms across diverse service enterprise types; (4) examining the distinctive characteristics and requirements of mechanisms for different service sector categories; and (5) deriving implications for service enterprise management practice and supporting policy frameworks. The research employs systematic analytical methodology combining extensive literature review, theoretical framework synthesis, and structured mechanism decomposition. The analysis draws upon multiple theoretical traditions including industrial organization economics examining competitive dynamics and market structures, strategic management theory addressing competitive advantage sources and sustainability, operations management focusing on process optimization and quality assurance, and service marketing emphasizing customer relationship management and service experience design. This multidisciplinary integration enables comprehensive treatment of organizational-economic mechanisms encompassing their diverse functional dimensions. The service sector performs multiple critical economic and social functions including economic value creation through productive activities, social welfare enhancement through healthcare, education, and social services provision, and regenerative functions supporting workforce reproduction and human capital development. Contemporary service sectors increasingly drive scientific-technical progress through innovation generation and technological application, while creating employment opportunities and improving quality of life. The sector's comprehensive penetration across all social strata and influence on virtually all socioeconomic processes underscores its systemic importance for overall economic development. 2.2 Competitive Strategy and Competitive Advantage Theory Michael Porter's seminal contributions to competitive strategy theory emphasize that neither countries nor companies can avoid the objective necessity of competition, requiring mastery of competitive struggle techniques and capabilities. Porter's framework identifies three generic competitive strategies - cost leadership, differentiation, and focus - through which firms achieve competitive advantage. For service enterprises, differentiation strategies often prove particularly relevant given the importance of service quality, customer experience, and brand reputation in competitive positioning. However, cost efficiency remains critical for pricesensitive market segments, requiring careful strategic choice matching enterprise capabilities with market opportunities. The resource-based view of competitive advantage, developed by scholars including Barney, Wernerfelt, and Prahalad, emphasizes that sustainable competitive advantage derives from valuable, rare, inimitable, and non-substitutable organizational resources and capabilities. For service enterprises, critical resources include human capital embodied in skilled employees, organizational routines enabling consistent service quality, customer relationships and brand reputation, and technological capabilities supporting service delivery. The challenge lies in developing and protecting these intangible resources against competitive imitation and obsolescence through continuous innovation and capability development. 2.3 Innovation and Service Enterprise Competitiveness Numerous scholars have examined innovation activity as a critical factor determining service enterprise competitiveness. In market economy conditions, enterprise objectives extend beyond ensuring product competitiveness to encompass continuous improvement of creation and production processes. International experience demonstrates that only organizations employing specialists with high innovative activity across all job types and positions achieve these objectives, regardless of specific tasks or positions. This observation suggests that effective innovation management becomes a fundamental factor in strategic management for contemporary service enterprises seeking competitive enhancement. Innovation encompasses not only technological advances but also organizational innovations, service design improvements, customer experience enhancements, and business model adaptations enabling competitive differentiation.

Current economic theory lacks a comprehensive, scientifically rigorous definition of service enterprise competitiveness enhancement mechanisms examined from systematic analysis perspectives. The functions and operational processes of such mechanisms remain inadequately studied by researchers, creating significant knowledge gaps hampering both theoretical development and practical application. Organizational-economic mechanisms constitute open, manageable systems that cannot exist separately from processes they govern, as they represent integral components of specific processes. Mechanisms lack self-management capacity, instead serving to manage processes. This conceptualization emphasizes that mechanisms represent structured systems of interrelated elements operating to achieve specified objectives through coordinated actions and resource deployment. For service enterprises, these mechanisms must integrate multiple functional dimensions including strategic planning, organizational structure, technology utilization, customer relationship management, quality assurance, marketing, human resource development, and financial management. 2.5 Service Enterprise Classification and Sectoral Diversity Contemporary service enterprises operating in various countries can be classified according to multiple dimensions reflecting organizational and operational diversity. Classification by operational mechanisms distinguishes intermediation services, financial services, information technology services, legal services, and marketing services. Classification by ownership form encompasses private enterprises, cooperative or collective enterprises, state enterprises, social enterprises, and foreign enterprises. Classification by service scope differentiates international, national, interregional, regional, and local service providers. Classification by service types and directions identifies business services including financial, insurance, and credit services; distribution services including trade and catering; and social services including education, healthcare, physical culture, and legal services. This classification diversity underscores the challenge of developing universally applicable organizational-economic mechanisms while recognizing sector-specific requirements. 2.6 Future Research Directions Kukharuk identifies promising future research directions in organizational-economic mechanism improvement for enterprise competitiveness, emphasizing the importance of economic-mathematical modeling of competitiveness enhancement mechanisms for specific enterprises, accounting for their activity sphere characteristics. The framework presents a generalized model applicable across diverse service contexts, necessarily abstracting from specific contextual details that may influence implementation approaches in particular settings. These limitations suggest valuable directions for future research employing empirical methods, quantitative performance assessment, and detailed implementation analysis. 4. For purposes of this research framework, service enterprises are categorized into six primary types reflecting contemporary market structure: (1) communications and information service enterprises providing telecommunications, data services, and digital platforms; (2) real estate service enterprises facilitating property transactions, management, and development; (3) trade service enterprises conducting retail and wholesale distribution; (4) accommodation and catering service enterprises providing lodging, food service, and hospitality experiences; (5) financial service enterprises offering banking, insurance, investment, and payment services; and (6) transportation service enterprises enabling passenger and freight mobility.
