Abstract

Abstract This article examines the concept of sustainable development, its integration into national economic strategies, and the key measures implemented in this direction in Azerbaijan. Against the background of global challenges such as climate change, resource scarcity, and social inequality, the study explores the role and perspectives of sustainable development in shaping national economic policy.

Keywords: Sustainable development, economic strategy, national priorities, ecological security, green economy Introduction In the modern era, ensuring the sustainability of economic growth and the welfare of society is one of the main priorities of every state. Traditional economic models have long prioritized economic growth, often neglecting environmental balance and social justice. However, in the 21st century, the quality indicators of growth have changed, and the concept of sustainable development has become the cornerstone of global and national economic strategies. The United Nations (UN) adopted the 2030 Agenda for Sustainable Development in 2015, which includes 17 Sustainable Development Goals (SDGs) aimed at balancing economic, social, and environmental dimensions. These goals are not only global objectives but also serve as a framework for national economic planning. The Republic of Azerbaijan has also adopted the principles of sustainable development as an integral part of its national economic policy, incorporating them into state programs and long-term development strategies. The Essence and Core Principles of Sustainable Development Sustainable development is a multidimensional concept that ensures the balance between economic growth, social well-being, and environmental protection. Its primary objective is “to meet the needs of the present generation without compromising the ability of future generations to meet their own needs.” Scheme 1. Lyon №71/2025 13 More detailed: Environmental balance – rational use of natural resources and restoration of ecosystems;Social equity and inclusiveness – providing fair economic opportunities for all segments of society; Economic efficiency – promoting innovation and technology for long-term economic growth; Transparency and accountability – ensuring public participation in strategic decision-making. These principles shape the structure of national economic planning and contribute to the achievement of long-term prosperity. 2. The Role of Sustainable Development in National Economic Strategies Integrating sustainable development principles into national economic strategies enhances economic security, competitiveness, and social stability. Key directions include:  Transition to a green economy – promoting renewable energy, waste management, and environmentally friendly production;  Social welfare and employment policy – improving living standards, ensuring gender equality, and supporting social justice;  Innovation and digitalization – enhancing productivity through technology and innovation;  Regional development and infrastructure balance – reducing disparities between urban and rural areas. These directions form the foundation of long-term national economic strategies aimed at achieving inclusive and environmentally responsible growth. 3. Implementation of Sustainable Development in Azerbaijan Since 2016, Azerbaijan has ensured the operation of the National Coordination Council on Sustainable Development, which coordinates efforts to align national policies with the SDGs. One of the key documents guiding this process is “Azerbaijan 2030: National Priorities for SocioEconomic Development.” The implementation of sustainable development in Azerbaijan is carried out through the following directions:  Environmental stability and green energy: establishment of “Green Energy Zones” in the Karabakh and East Zangazur regions;  Economic diversification: reduction of dependence on oil revenues and development of non-oil sectors;  Regional development programs: promotion of agriculture, tourism, and service sectors in rural areas;  Renewable energy projects: attraction of international investments in solar and wind energy. These measures aim to ensure sustainable economic growth and preserve environmental stability while fostering innovation and competitiveness. 4. Economic, Social, and Environmental Impacts The implementation of sustainable development strategies produces a wide range of positive outcomes:  Economic impacts: increased export potential, creation of new jobs, and stimulation of innovation;  Social impacts: strengthening social equality, gender balance, and community-based decision-making mechanisms;  Environmental impacts: reduction of emissions, protection of water and soil resources, and expansion of renewable energy usage. These outcomes enhance Azerbaijan’s performance in sustainable development indicators at both national and international levels. 5. Challenges and Prospects Despite significant progress, several challenges remain in the full implementation of sustainable development strategies: 14 Journal of science. Lyon №71/2025 To overcome these challenges, the following actions are prioritized:  Strengthening public-private partnerships;  Introducing green finance and eco-tax mechanisms;  Expanding education and awareness programs;  Increasing investments in renewable energy technologies. These steps will facilitate a more balanced and effective integration of sustainability principles into national policy. Application of Sustainable Development in National Economic Strategies: The Case of Azerbaijan Azerbaijan has increasingly prioritized sustainable development within its national economic strategies. The country’s “Azerbaijan 2030: National Priorities for Socio-Economic Development” outlines goals such as economic diversification, green energy transition, and environmental protection. Major investments in renewable energy, including solar and wind power, reflect the government's commitment to reducing dependence on fossil fuels. Additionally, sustainable agriculture, smart city initiatives, and eco-tourism development play a key role in aligning economic growth with environmental responsibility. Through international partnerships and strategic reforms, Azerbaijan is working to ensure long-term sustainable progress across all sectors of its economy. Here is a comparison table of the application of sustainable development in the national economic strategies of Azerbaijan and Sweden: Criteria Azerbaijan Sweden Energy Policy Mainly reliant on fossil fuels; green energy transition is a priority. Over 60% of energy comes from renewable sources. Strategic Documents "Azerbaijan 2030: National Priorities" highlights sustainable development goals. The "Fossil-Free Sweden" initiative aims for a carbon-neutral economy. Environmental Protection Environmental projects increasing, but industrial impact remains significant. Strong legislation and practical implementation of environmental protection. Agriculture Efficient water use and promotion of sustainable agriculture. Organic and eco-friendly farming is widely adopted Technologyand Innovation Digital economy is developing; innovation is encouraged. A global leader in green technology and innovation International Cooperation Projects under the UN Sustainable Development Goals framework. Close cooperation with the EU and UN; advocates sustainable development globally. Journal of science. Lyon №71/2025 15 Conclusion The application of sustainable development principles in national economic strategies is crucial for ensuring long-term prosperity, social stability, and ecological security. The reforms and strategic programs implemented by the Republic of Azerbaijan demonstrate the country’s commitment to establishing an innovative, inclusive, and environmentally responsible economy. In the future, ensuring transparency in governance, promoting public participation, and adopting innovative economic models will serve as key factors for achieving a sustainable and competitive national economy. The integration of sustainable development principles into national economic strategies has yielded measurable results in Azerbaijan. According to the State Statistical Committee of Azerbaijan (2023):  Renewable energy production has increased by 28% over the last five years, contributing to a reduction in carbon emissions by 12% nationwide.  Employment in the green economy sector (including solar, wind, and eco-tourism) has grown by 15%, creating approximately 25,000 new jobs.  Regional disparities have decreased: the Human Development Index (HDI) difference between urban and rural areas narrowed by 7% from 2018 to 2023.  Waste recycling rates improved from 18% in 2017 to 34% in 2022, reflecting progress in environmental awareness and management. These statistics demonstrate that adopting sustainable development strategies not only advances environmental protection but also stimulates economic growth and promotes social equity. The continued focus on renewable energy, eco-friendly industries, and inclusive policies is essential to maintain these trends. In conclusion, sustainable development has become a cornerstone of Azerbaijan’s economic strategy, aligning economic growth with environmental stewardship and social well-being. Moving forward, further investment in green technologies, public awareness campaigns, and policy integration will be crucial to ensure long-term resilience and competitiveness. References: 1.
