Quality of research assessment (RA) plays a key role in advancing science and in supporting research, development, and innovation. However, traditional assessment methods focused mainly on quantitative metrics are facing growing criticism within the academic community because they create a narrow, limited and sometimes distorted view of the quality and impact of research. Assessment practices over the last few decades have shown that researchers, research institutions, and government organisations require change that would determine the quality of scientific research in terms of socio-political, economic, cultural, and educational impact, taking into account objective factors, measure the impact on society, and promote more open and inclusive science. In response to these challenges, the Coalition for Advancing Research Assessment (CoARA, Coalition) was established in 2022. Its goal is to develop new approaches to RA that acknowledge the diversity of research pathways, support Open Science, and ensure fairness at all stages of research careers. The CoARA brings together organisations dedicated to transforming how research, researchers, and research institutions are evaluated. Traditional assessment systems often depend too heavily on publication-based metrics, such as citation counts, and therefore overlook many important types of contributions made by researchers. More than 700 research organisations, funding bodies, assessment agencies, professional associations, and learned societies have endorsed a shared vision and set of principles for change, outlined in the Agreement on Reforming Research Assessment (Agreement) in July 2022, which serves as a framework for the reform and its implementation. In order to join the Coalition, institutions and organizations involved in the research assessment are invited to sign the Agreement and to implement CoARA principles in their activities. The Agreement establishes a common vision for reforming how research, researchers, and research organisations are assessed, with the overall goal of enhancing the quality and impact of research. It promotes evaluation approaches that acknowledge the diversity of research outputs, methods, activities, and career paths. This means relying mainly on qualitative judgement — with peer review at the core — complemented by the responsible use of quantitative indicators. 1.2 Relevance of CoARA for Ukraine In Ukraine, the relevance of CoARA is due to the need to reform approaches to evaluating research outcomes and the desire to make open science principles more widely used and adopted, so that science becomes more transparent and based on fair, scientifically sound principles for allocating budget resources. The Open4UA project serves as a platform that facilitates the implementation and promotion of CoARA principles in Ukraine, in particular through the advancement of Open Science and modern approaches to research assessment. These Recommendations were developed within the framework of the Open4UA project, specifically under Work Package 4 “Prioritising Open Science at the National Level”, by a team of organisations led by the National Research Foundation of Ukraine (hereinafter – NRFU). They aim to support the implementation of CoARA principles in the policies and practices of evaluating projects by national funders.
DELIVERABLE D4.1: RECOMMENDATIONS FOR THE IMPLEMENTATION OF COARA PRINCIPLES РЕЗУЛЬТАТ D4.1: РЕКОМЕНДАЦІЇ ЩОДО ВПРОВАДЖЕННЯ ПРИНЦИПІВ COARA 7 The implementation of CoARA-aligned approaches will contribute to recognising the diversity of research achievements, advancing Open Science, and enhancing international collaboration and the competitiveness of Ukrainian science, which is particularly important in the context of the post-war recovery of the country. 1.3 National Context: Research-Funding Landscape in Ukraine Ukraine’s research and innovation system includes a broad network of public institutions that finance, coordinate, or perform research. The structure combines elements inherited from the traditional sectoral model of science governance with modern competitive mechanisms aligned with European standards. While the list of national funders is extensive, it cannot be considered fully exhaustive, as Ukraine’s research system is evolving, with new programs and mechanisms emerging and others being restructured or merged due to ongoing reforms and wartime conditions. 1.3.1 Core Public Funders These are institutions that operate with their own governance structures and have dedicated budgets or competitive grant programmes: National Research Foundation of Ukraine (NRFU) – an independent government-funded competitive funding agency, responsible for supporting fundamental and applied research, research infrastructure, mobility, and international cooperation. Ukrainian Startup Fund (USF) – government-funded institution under the general coordination of the Ministry of Digital Transformation. State Finance Institution for Innovations (SFII) – a state financial body that provides co-funding, credit, and investment instruments for innovative and technology-intensive projects. 1.3.2 Policy-Making and Administrative Bodies These are ministries and governmental authorities that shape policy, distribute budget allocations, or directly manage research institutions — but do not themselves act as competitive grant funders. Ministry of Education and Science of Ukraine (MESU) It is the central authority responsible for research, higher education, and innovation, providing funding to state research institutions and universities, including on the basis of evaluation and performance criteria. Institutions under the jurisdiction of the MES conduct research in the fields of fundamental and applied science, education development, innovation, science and technology policy, digitization of education, and Ukraine's integration into the European Research Area, aimed at improving the quality of education and the effectiveness of scientific research, etc. Other Ministries Supporting Sectoral Research

Ministry of Economy, Environment and Agriculture of Ukraine – research in the fields of economic development, rational use of natural resources, environmental protection, climate policy, agricultural sciences, and food security. Ministry of Energy of Ukraine – research in the fields of energy security, energy efficiency, development of renewable energy sources, decarbonisation, hydrogen energy, and modernisation of the energy infrastructure. Ministry of Digital Transformation of Ukraine – research in the fields of digitalisation of public administration, development of e-services, cybersecurity, artificial intelligence, data processing and protection, and digital inclusion. Ministry of Defence of Ukraine – primarily applied research and development, often focused on mission-oriented or dual-use projects. Ministry of Internal Affairs of Ukraine – primarily applied research in the fields related to public safety, crime prevention, development of forensic technologies, cybersecurity, and legal support for law enforcement activities. Ministry of Finance of Ukraine – research in the fields of budgetary and tax policy, public finance, macroeconomic analysis, public debt management, financial control, and combating economic offences. Ministry of Foreign Affairs of Ukraine – research in the fields of foreign policy, diplomacy, international relations, international law, and public diplomacy. Ministry for Communities and Territories Development of Ukraine – research in the fields of regional development, spatial planning, housing and utilities, sustainable territorial development, and the development of transport and engineering infrastructure. Ministry of Culture and Strategic Communications of Ukraine – research in the fields of cultural heritage, art studies, cultural policy, strategic communications, media, and information security. Ministry of Social Policy, Family and Unity of Ukraine – research in the fields of social protection, demographic development, gender equality, family support, protection of vulnerable groups, and social integration of veterans and internally displaced persons. Ministry of Veterans Affairs of Ukraine – research in the fields of social adaptation and reintegration of veterans, psychological support, medical and social rehabilitation, veteran policy, and the development of service systems for veterans and their families. Ministry of Justice of Ukraine – research in the fields of state legal policy, constitutional, civil, criminal, and administrative law, human rights, forensic expertise, and legal informatization. Ministry of Youth and Sports of Ukraine – research in the fields of youth policy, development of physical culture and sports, sports medicine, psychology, and social adaptation of young people. Academies of Sciences The National Academy of Sciences of Ukraine (NASU) conducts fundamental and applied research in the natural sciences, technical sciences, social sciences, humanities, and interdisciplinary fields, aimed at developing science, technology, and the innovative potential of the state. National academies of medical, agricultural, pedagogical, legal, and artistic sciences – sectoral fundamental and applied research.

Within the national context of Ukraine’s research-funding landscape, the institutional structure can be viewed through three functional categories that reflect their distinct roles in the research and innovation system. Independent competitive funders, such as the National Research Foundation of Ukraine, the Ukrainian Startup Fund, and the State Finance Institution for Innovations, operate open calls and allocate grants based on peer review and competitiveness. In contrast, policy and budget authorities – Including the Ministry of Education and Science and other sectoral ministries – focus on shaping policy priorities and distributing institutional budgets rather than awarding grants. Finally, research-performing organisations, such as the National Academy of Sciences, universities, and sectoral academies, conduct R&D activities using the resources allocated through these funding channels. In the national context, all these institutions may be regarded as research funders in a broad sense, as they collectively contribute to the allocation and use of public research and innovation resources. Accordingly, the Recommendations – including those on good practices of research evaluation – are relevant and applicable to all of them. The table below summarises these key categories and their corresponding functions and examples. Their participation is critically important for ensuring fair and effective funding that fosters the development of such approaches. The role of other non-profit organisations may lie in promoting ethical standards and ensuring effective RA policies. The distribution by type of organisation reflects the support for and involvement of various groups in the reform of RA, with a particular focus on building a more open, transparent, and inclusive system. The diversity of participants ensures a broad-based approach to implementing CoARA principles across different areas of research activity and carries significant importance. The higher number of signatories in 2022, at the early stage of the initiative, may indicate strong initial interest and a willingness among Ukrainian organisations to support the

During this period, the Coalition attracted those most committed to reforming RA systems and strengthening international cooperation. The concept was new, innovative, and drew attention from the progressive segment of the research community. 2. The decrease in the number of new signatories in 2023 may indicate a more considered and cautious approach to joining the initiative. Institutions that were exploring the possibility of signing the Agreement required additional internal discussions, approvals, and organisational changes. This may have made the process of joining slower and more selective. 3. The renewed growth in the number of CoARA signatories in 2024 may indicate a new wave of interest in the initiative. It is probable that during this period there was a gradual increase in the understanding of the benefits of membership in the Coalition, as well as a growing influence of institutions that had joined earlier and were sharing practices and experiences in implementing CoARA principles. This increase may also be the result of targeted information campaigns in particular thanks to the initiatives of the Open4UA project, growing support from national authorities, or shifts in the strategic priorities of Ukrainian institutions seeking to align with international approaches to RA. The establishment of the CoARA National Chapter in Ukraine in 2023 supported the involvement of signatory organisations. It marked an important step toward promoting the CoARA principles at the national level. The main objective of the CoARA National Chapter in Ukraine is to facilitate the implementation of RA approaches in accordance with CoARA principles. The CoARA National Chapter Ukraine brings together the country’s leading research organisations, funding bodies, NGOs and universities (All-Ukrainian NGO ‘Innovative University’, Institute for Open Science and Innovation, Institute of Higher Education of the National Academy of Educational Sciences of Ukraine, Lutsk National Technical University, National Research Foundation of Ukraine, NGO ‘Growth Pole’). It remains open to new members interested in advancing research and innovation. The activities of the CoARA National Chapter in Ukraine are aimed at achieving the following goals: adapting CoARA best practices to the Ukrainian context, taking into account the specific characteristics of different research fields and the various stages of research careers; coordinating national efforts to implement CoARA principles and supporting dialogue among stakeholders, including public authorities; organising and conducting events for knowledge exchange, training, and capacity building for scholars, researchers, and experts in the field of RA; promoting the development of Open Science, in particular with regard to open access to research data and publications. The CoARA National Chapter in Ukraine actively collaborates with international partners and participates in CoARA projects and initiatives aimed at advancing the research sphere and improving the RA system. The activities of the CoARA National Chapter in Ukraine represent an important step towards integrating Ukrainian research into the global research landscape and enhancing its international competitiveness.

A simple comparison of Ukraine’s membership in CoARA (numerically) with other member countries may be indicative of the level of the national involvement in the initiative and hopefully motivating for Ukrainian institutions and organizations on their way of implementing the global (no more Pan-European) reform of RA. Географічний розподіл членів CoARA за країнами (серпень 2025 року) The number of CoARA members from different countries provides insights into Ukraine’s position and broader trends in international research cooperation. In particular, it highlights Ukraine’s standing among other countries and illustrates its level of engagement. With 16 organisations, Ukraine falls into the group of countries with a medium level of engagement in CoARA. This indicates that certain Ukrainian institutions and organisations are involved in international research cooperation and align their activities with leading international practices and professional standards. Clear leaders in terms of participation, such as Spain (92), Italy (72), France (63), Poland (60), and other countries, – typically have well-developed research infrastructures and strong traditions of international collaboration. At the same time, there are countries with only limited representation in CoARA, which may reflect a range of factors, including limited resources, political circumstances, a smaller number of relevant organizations in the country, or lower prioritisation of research and innovation development, etc. There is a noticeable geographic concentration of CoARA members, with many countries located in Europe. This may be attributed to joint research programmes, geographical proximity, and other related factors. At the same time, expanding participation beyond Europe has become one of CoARA priorities over the past two years.

Thus, expanding Ukraine’s participation in CoARA contributes to: the integration of Ukrainian research into the Global Research Area; the adoption of best international practices and tools; the improvement of the quality of research and innovation; more efficient RA system; the development of research infrastructure; stimulating investment in research; the enhancement of Ukraine’s international image. Joining CoARA serves as an important mechanism for integrating Ukrainian research into the Global Research Area. Membership in the Coalition broadens horizons by enabling Ukrainian participants to exchange ideas, experiences, and research outcomes with colleagues from around the world. CoARA facilitates the establishment of partnerships between Ukrainian research groups and leading research institutions worldwide. This opens up opportunities for joint research projects and contributes to international recognition: engagement in international initiatives like CoARA raises the profile of Ukrainian research and helps acknowledge the contributions of Ukrainian researchers. CoARA serves as a platform for the exchange of best practices in the organisation of research, management of research projects, and RA. Membership in CoARA provides Ukraine with access to cutting-edge approaches and methodologies of RA, which in turn supports the modernisation of Ukrainian research and enhances its competitiveness. Participation in CoARA also contributes to improving the quality of research and innovation in Ukraine, in particular, by introducing international standards of research quality, which raise both their level and significance, as well as by ensuring a stronger focus on quality, and by fostering innovation, as cooperation with leading research institutions worldwide enhances the innovative potential of Ukrainian science and creates favourable conditions for the commercialisation of research and developments. CoARA plays a key role in reforming RA systems globally. Ukraine’s participation in CoARA is an important factor for the success of reforms in this area, as it introduces progressive new approaches to RA that take into account the diverse aspects of contributions to research; enables Ukraine to adapt international best practices in RA to its national context and needs; and supports the creation of fairer and more effective mechanisms for supporting researchers and research teams. Membership in CoARA expands opportunities for attracting investment in research from various sources, including international grants for conducting research and implementing innovative projects, as well as private investments, as the achievements of Ukrainian researchers within the framework of CoARA can serve as an additional argument for engaging funding from private companies interested in fostering innovation. Moreover, as the development of research and innovation is a priority for many countries worldwide, participation in CoARA can contribute to securing governmental support for the implementation of research programmes and projects.

It demonstrates the country’s commitment to advancing research and innovation, its responsibility in addressing global challenges, and its readiness to engage with the international research community. A well-developed research sector is also a key element in increasing the country’s attractiveness to international partners and potential donors. Thus, expanding participation in CoARA is an important step toward transforming Ukraine into a country with a strong research sector, capable of generating new knowledge and innovations that will contribute to its economic growth and social development. Ukraine is currently on the path toward implementing CoARA principles into its national research policies and practices. This requires comprehensive changes to the RA system, including the adaptation of criteria, tools, and processes to support more effective use of qualitative evaluation methods rather than relying solely on quantitative indicators. An important aspect is also ensuring support for research institutions and their staff in understanding and adapting to the new assessment standards. Although the principles of CoARA have not yet been fully implemented, Ukrainian institutions and organisations that have joined the initiative can serve as role models for other institutions interested in adopting new approaches. This underscores the importance of strategic cooperation between public authorities, research institutions, and international organisations to support and implement best practices in RA. These efforts can help establish a fairer, more ethical, and quality-driven system that meets the needs of modern research. 2.7 Key Barriers and Challenges to Reforming RA Policies and Practices There are certain barriers and challenges on the path to reforming RA policies and practices of national funders that need to be addressed to maximise the impact of its involvement in this initiative. 1. Funding of the Research Sector One of the most pressing issues hindering the expansion of Ukraine’s participation in CoARA is the chronic underfunding of the research sector, which includes limited budgetary resources, the absence of long-term funding, and other financial constraints. The level of funding for the research sector in Ukraine remains insufficient, which, among other negative factors, hinders the participation of researchers in international projects and the exchange of experience with colleagues from other countries. Research projects are often funded on a short-term basis, which complicates the planning and implementation of long-term studies that require substantial resources and time. 2. Language Barrier Foreign language proficiency is essential for effective international research cooperation. However, Ukrainian researchers still face a language barrier: a considerable number of Ukrainian researchers are not sufficiently proficient in English, which complicates communication and collaboration with colleagues abroad and limits their involvement in international projects. The education system in Ukraine does not always provide an adequate level of foreign language proficiency, and researchers often have limited opportunities to improve their language skills. 3. Information Isolation Ukrainian researchers often experience information isolation, which hampers their participation in CoARA and other international initiatives. Many researchers, in particular, lack sufficient information about CoARA, its goals, objectives, and the opportunities. This is largely due to the absence of an

Motivation Motivation plays a crucial role in engaging research-performing organizations and researchers in international research collaboration. At the same time, the chronically low level of financial support for the research sector remains a major demotivating factor, weakening the drive and capacity to implement meaningful reforms. The lack of clear prospects for career advancement can lead to a loss of interest in research and to the outflow of qualified personnel from the research sphere (brain drain). Insufficient recognition of Ukrainian researchers’ achievements – both nationally and internationally – can also undermine their motivation to participate in international initiatives. 5. Insufficient State Support Government support is critically important for Ukraine’s effective participation in CoARA and for the development of the research sector as a whole. However, Ukraine lacks a clear and long-term research development strategy, which complicates the planning and implementation of research projects. The system of research governance in Ukraine requires reform and optimisation to ensure the efficient use of resources and adequate support for research. 6. The Impact of the War on the Research Sector The full-scale war launched by Russia against Ukraine has dealt a serious blow to the country’s research sector, leading to the migration of researchers, the destruction of research infrastructure, and severe limitations on the ability to conduct research. Many researchers were forced to leave Ukraine because of the war, resulting in a significant loss of the country’s scientific potential. The war has destroyed research infrastructure, including laboratories, research centres and universities, and has made it more difficult to carry out research due to security threats, limited access to resources and other constraints. 2.8 Ways to Overcome Barriers and Challenges Overcoming the barriers and challenges to expanding Ukraine’s participation in CoARA requires a comprehensive and systemic approach that includes the following key steps: increasing funding for the research sector; strengthening the language proficiency of researchers; enhancing communication and awareness-raising efforts; strengthening motivation among the researchers; boosting government support; restoring research infrastructure, etc. Expanding state funding for research, as well as enabling the involvement of additional funding sources such as private investment and international grants, is an essential step in addressing the current challenges. In addition, it is necessary to ensure that Ukrainian researchers have access to opportunities for learning English and other foreign languages. There is a need to enhance awareness-raising activities concerning CoARA and other international
DELIVERABLE D4.1: RECOMMENDATIONS FOR THE IMPLEMENTATION OF COARA PRINCIPLES РЕЗУЛЬТАТ D4.1: РЕКОМЕНДАЦІЇ ЩОДО ВПРОВАДЖЕННЯ ПРИНЦИПІВ COARA 23 research programmes, including information campaigns, seminars, webinars, etc. Increasing the motivation of Ukrainian researchers to participate in international projects can be achieved by raising salaries, creating opportunities for career advancement, and ensuring recognition of achievements and the diversity of contributions. It is necessary to strengthen state support for the research sector, particularly by developing and implementing an effective research development strategy, reforming the system of research governance, and creating conditions for the development of research infrastructure. An important step is also the restoration of research infrastructure damaged by the war, as well as the creation of conditions for the return of Ukrainian researchers who were forced to leave the country. Addressing the problems and challenges on the path toward full adoption of CoARA requires a comprehensive and systemic approach that brings together the efforts of the state, the research community, and international partners. Only in this way can the conditions be created for expanding Ukraine’s participation in CoARA and integrating Ukrainian research into the Global Research Area, which will become an important factor in developing the national economy and strengthening the country’s international image. 3 Recommendations for the implementation of CoARA principles in the policies of national funders (adapting to Ukrainian realities) It is clear that the transition to the new principles of research assessment proposed by CoARA cannot happen overnight. It requires time, systemic transformation, and thoughtful adaptation to the institutional and cultural context of Ukraine’s research environment. To ensure sustainable progress, national funders should be encouraged to take gradual and well-coordinated steps toward implementing these principles – starting with pilot initiatives, capacity building, and dialogue with the research community. Such an approach would allow the Ukrainian system to internalise the values of openness, diversity, and integrity that underpin CoARA, while respecting existing legal frameworks, organisational and other constraints. Adapting the CoARA principles to the Ukrainian context is a complex and multidimensional process involving several key aspects, the most significant of which include: legal – harmonising national legislation with CoARA principles, developing and adopting new regulatory acts; ensuring independence and transparency in the RA system; protecting intellectual property rights, etc; cultural – overcoming stereotypes and outdated practices; fostering a culture of academic integrity; ensuring openness and transparency in research; and promoting the development of science communication, etc; organisational – providing the necessary resources; strengthening institutional capacity; ensuring feedback mechanisms; supporting international cooperation, etc. Each of these aspects has its own specific features and requires individual attention. However, they

Effective adaptation of CoARA principles to the Ukrainian realities will contribute to improving the quality of research, fostering innovation, and integrating Ukrainian research into the Global Research Area. 3.1 Legal Aspect First and foremost, the successful integration of CoARA’s progressive principles into the national RA system requires a thorough analysis and reform of the existing legal and regulatory framework. The key objectives within the legal aspect include: harmonising national legislation with CoARA principles; developing and adopting new legal and regulatory acts; ensuring the independence and transparency of the RA system; further protecting IP rights; removing legal barriers to international cooperation. Harmonising national legislation with the CoARA principles entails a thorough review of current laws regulating research to determine their compliance with CoARA principles; identifying inconsistencies and contradictions between national legal acts and CoARA principles; and drafting and introducing amendments to the legislative acts regulating research activities such as the Laws of Ukraine: ‘On Scientific and Scientific-Technical Activities’, ‘On Higher Education’, ‘On Scientific and ScientificTechnical Expertise’, and other relevant regulations to align them with CoARA principles. The development and adoption of new legal and regulatory acts governing RA in line with current standards and CoARA principles is the next necessary step. This includes drafting a regulation on a national RA system that is grounded in CoARA principles and reflects the specific characteristics of the Ukrainian research environment, as well as approving assessment criteria that align with CoARA principles and take into account the diversity of research contributions (such as publications, grants, patents, participation in conferences, research management activities, etc). Ensuring the independence and transparency of the RA system includes the development and implementation of transparent assessment procedures based on clear criteria, openness of the processes, as well as ensuring public access to information about the activities of reviewers or bodies responsible for RA. Strengthening international cooperation includes participation in international projects aimed at improving the RA system; exchanging experience with countries that have already successfully implemented similar RA systems; and involving international reviewers in the development of legal and regulatory acts and other documents related to the adaptation of CoARA principles in Ukraine. 3.2 Cultural Aspect Adapting CoARA principles to the Ukrainian realities also requires taking into account the sociocultural characteristics of the Ukrainian research community and overcoming existing stereotypes and traditions that are outdated and ineffective. The key objectives within the cultural aspect include: overcoming outdated stereotypes and traditions; fostering a culture of academic integrity and research ethics; ensuring openness and transparency;

In Ukrainian research culture, there is often a strong emphasis on quantitative indicators of RA, such as the number of publications and citation indexes. It is necessary to gradually shift the focus toward qualitative indicators that reflect a researcher’s actual contribution to the advancement of research, for example, the significance of the results obtained, their impact on society and the economy, contribution to the development of research talent of the next generation of researchers, etc. There is also a tendency in Ukraine to rely excessively on the authority of academic schools or individual figures when evaluating research. It is important to promote independent expert reviewing based on objective criteria and incorporating the views of diverse specialists. In addition, a formalistic approach to research assessment still persists in Ukraine, where evaluation is often reduced to simply counting publications without considering their quality or impact. It is necessary to implement a more in-depth and meaningful analysis of research activities that takes into account the various dimensions of a researcher’s contribution to the development of science. From the perspective of fostering a culture of academic integrity and research ethics, it is important to implement modern educational programmes on academic integrity for students, postgraduates, and researchers, aimed at instilling the principles of research ethics and fostering a responsible attitude toward conducting research. It is necessary to develop and implement up-to-date Research Ethics Codes that establish clear rules and define accountability for violations of academic integrity. In addition, it is important to create effective mechanisms for monitoring compliance with academic integrity, including the introduction of systems for reviewing research outputs, the establishment of academic integrity committees, and other relevant measures. The Law of Ukraine “On Academic Integrity,” which could serve as the basis for the development of institutional norms in the field of scientific ethics, has been in the draft stage for a long time. There is also a need to ensure openness and transparency across all research processes. The criteria for RA must be clear, understandable, and publicly accessible. It is essential to involve members of the research community in the assessment process, including through the creation of expert commissions and the engagement of peer reviewers. Promoting the development of science communication aims to encourage the publication of research results in open access, to support the development of infrastructures for data sharing among researchers, and to foster the participation of Ukrainian researchers in international scientific events. It is necessary to create conditions for publishing research results openly, which will facilitate the dissemination of knowledge and improve its accessibility. It is also important to develop infrastructures for data sharing among researchers, particularly by establishing research data repositories and collaborative platforms. Participation in international scientific conferences and seminars is a key factor in the professional development of researchers and contributes to their integration into the Global Research Area. 3.3 Organisational Aspect From an organisational perspective, the adaptation of CoARA principles to the Ukrainian realities requires effective coordination of the implementation process, a clear distribution of responsibilities, and the availability of necessary resources.
DELIVERABLE D4.1: RECOMMENDATIONS FOR THE IMPLEMENTATION OF COARA PRINCIPLES РЕЗУЛЬТАТ D4.1: РЕКОМЕНДАЦІЇ ЩОДО ВПРОВАДЖЕННЯ ПРИНЦИПІВ COARA Moving from a more general level in the development and implementation of quality tools for assessing research, we recommend that national funders focus on the suggested indicators within each of the areas and each of the elements of assessment (see Tables 3-7). The list of indicators is not exhaustive for obvious reasons: it can be shortened, modified, and supplemented depending on the needs and goals of the funder conducting the assessment of research. The basic principle for selecting indicators should be “evidence-based evaluation,” i.e., the inclusion in the list of indicators and/or parameters only those that can be verified and allow the relevance of the data to be confirmed. The next natural step in implementing CoARA principles in the practices of national funders should be to raise awareness among both the subjects of assessment and the experts involved in conducting it about the goals, architecture, features, and processes of assessment. Systematic and transparent communication is key to improving the quality of assessment and avoiding the risks mentioned above. Communication should also include the possibility for the funder to receive feedback from various participants in the assessment process. This will provide increased opportunities to improve assessment practices. Once a specific assessment process has been completed, it is also important to adhere to the principle of openness regarding its results. This will enable different funders to exchange practices with their colleagues at both the national and international levels, and will also increase the level of trust in the assessment results on the part of the professional community and stakeholders. DELIVERABLE D4.1: RECOMMENDATIONS FOR THE IMPLEMENTATION OF COARA PRINCIPLES РЕЗУЛЬТАТ D4.1: РЕКОМЕНДАЦІЇ ЩОДО ВПРОВАДЖЕННЯ ПРИНЦИПІВ COARA 37 5 Conclusions Given the history and evolution of approaches to RA, as well as growing competition for limited resources, research funders face serious challenges, forcing them to answer the question: which projects, programs, research groups, organizations, etc. should be funded, and which should not? The authors of the Recommendations share concerns that national policies and practices for the assessment of research for funding purposes remain limited, inflexible, and based on inappropriate and narrow methods of assessing the quality, productivity, and the impact of research and researchers on the socio-political, economic, technological, and other spheres of Ukrainian society. The text of the Recommendations is an attempt to define professional and ethical guidelines on which we propose that national funders build and improve their own systems and tools for assessing different types of research. Discussions on the use of a metric (quantitative) approach for assessment remain relevant. This approach has been considered the most objective and reliable for several decades at both the international and national levels. Its unconditional advantages were simplicity and explicitness. However, these characteristics are no longer advantageous for a number of objective reasons. Among them, for example, is the inability to create healthy and fair competition for early-career researchers who, for justified reasons, do not have high scientometric indicators due to the insufficient time needed for their growth at the time of assessment, say, in grant programs. In addition, assessments based on quantitative (metric) indicators completely ignore scientific achievements in certain research fields, depriving them of the opportunity to compete for resources. Such assessments also fail to take into account important characteristics of research, such as its impact on social, economic, and technological transformations, leadership, inclusiveness, ability to form partnerships, and conduct sustainable communication. Research and the achievements of scientists have the right to be assessed on their own merits. A fair assessment cannot ignore relevant experience, potential, and a wide range of contributions to science and/or social practice. Quantitative indicators, journal titles, and similar information do not fully reflect a researcher's potential and do not provide them with an adequate level of academic freedom, as they limit their competitiveness. Thus, the simplicity and explicitness of previous policies and practices do not guarantee the quality of assessment, which is critical for funders who build their policies and practices responsibly. The need to reform RA stems from the fact that it is no longer possible to ensure healthy and fair competition for resources in science based on a limited set of quantitative indicators. If funders want to support high-quality research, they need to rethink their approach to assessment principles, guidelines, and procedures. Of course, the reform requires additional resources, but when we consider its benefits for the development of a new, responsible assessment system and, accordingly, for stimulating the development of science and society as a whole by increasing trust, inclusiveness, equality, and transparency, it becomes clear that the additional effort is worthwhile.The recommendations are based on CoARA commitments and guiding principles, allowing funders to build their own comprehensive approach to changing the RA system with the aim of establishing fair, transparent, and effective assessment processes that support talent and activity, recognize the diversity of research careers, and focus on the long-term interests of science and society. Respecting the autonomy and freedom of choice of funders' assessment policies and practices, the authors of the Recommendations have deliberately refrained from providing a high level of detail in the proposed approach. Instead, the Recommendations set out only the directions that are consistent with CoARA's commitments and principles, which correspond to the ethical principles of the RA reform. The reform is based on the concept of independence and transparency, which consists in ensuring the independence and transparency of data, infrastructure, and criteria for assessing research and

The authors of the Recommendations see this concept as a starting point for the development of new assessment systems and a conscious attempt to form a new culture of responsible assessment. The proposed Recommendations do not (and cannot) answer all the questions that funders face in the process of assessing research and researchers. However, the authors hope that the Recommendations will help national funders to begin the process of reforming assessment with a clear understanding of the fundamental principles and goals of such a movement. The process of building their own assessment system by national funders may take a long time and will certainly require considerable attention and, possibly, several iterations. And since RA reform has already taken on a broad international character, other CoARA members who are also following a similar path provide a professional environment for sharing experiences and support. By benchmarking national reform progress against international standards, national funders can more easily determine what will work to create a healthy, open, and productive research culture. Якість оцінювання наукових досліджень відіграє ключову роль у розвитку науки та підтримці досліджень, розробок та інновацій. Однак, традиційні підходи до оцінювання, зосереджені на кількісних показниках, викликають все більше запитань та критики серед наукової спільноти, оскільки вони створюють вузьке, обмежене, а іноді й спотворене уявлення про якість та вплив досліджень. Практики оцінювання останніх десятиріч демонструють, що вчені, наукові установи та урядові організації потребують змін, які б визначали якість наукових досліджень у вимірах суспільно-політичних, економічних, культурних та просвітницьких впливів, із врахуванням об'єктивних факторів, вимірювали вплив на суспільство, а також сприяли більш відкритій і інклюзивній науці. У відповідь на ці виклики у 2022 році була створена Коаліція з реформування оцінювання наукових досліджень – CoARA (Coalition for Advancing Research Assessment). CoARA об’єднує організації, які прагнуть трансформувати методи оцінювання наукових досліджень, дослідників та наукових установ. Традиційні системи оцінювання часто надмірно покладаються на показники, пов’язані з публікаціями, такі як кількість цитувань, і тому ігнорують велику кількість інших внесків, які роблять дослідники. Понад 700 дослідницьких організацій, фінансових установ, агенцій з оцінювання, професійних асоціацій та наукових товариств схвалили спільне бачення та перелік принципів для змін, викладених в Угоді про реформування оцінювання в галузі науки (далі – Угода) у липні 2022 року, яка слугує основою для реформи та її впровадження. Для того, щоб доєднатися до Коаліції, установам та організаціям, які займаються оцінюванням наукової діяльності, пропонується підписати Угоду та впроваджувати принципи CoARA у свою діяльність. Угода визначає спільне бачення реформування оцінювання наукової діяльності, дослідників та дослідницьких організацій із загальною метою підвищення якості та впливу досліджень. Вона передбачає використання підходів до оцінювання, які визнають різноманітність результатів досліджень, методів, діяльності та кар’єрних шляхів. Це передбачає зосередження на якісному судженні, де ключову роль відіграє експертна оцінка, доповнена відповідальним використанням кількісних показників. 1.2 Актуальність CoARA для України В Україні актуальність CoARA обумовлена потребою в реформуванні підходів до оцінювання результатів наукової діяльності, прагненням більш широкого використання та запровадження принципів відкритої науки, щоб як результат зробити галузь науки більш прозорою і заснованою на справедливих, науково вивірених засадах розподілу бюджетних ресурсів. Проєкт Open4UA можна розглядати як платформу, що сприяє впровадженню та поширенню принципів CoARA в Україні, зокрема через розвиток відкритої науки та сучасних підходів до оцінювання наукової діяльності. Ці рекомендації були розроблені в межах проєкту Open4UA, зокрема Робочого пакету 4 «Пріоритезація відкритої науки на національному рівні» гурпою організацій на чолі з Національним фондом досліджень України (далі – НФДУ). Вони спрямовані на сприяння впровадженню принципів CoARA в політики та практики оцінювання наукових проєктів національними надавачами коштів.
DELIVERABLE D4.1: RECOMMENDATIONS FOR THE IMPLEMENTATION OF COARA PRINCIPLES РЕЗУЛЬТАТ D4.1: РЕКОМЕНДАЦІЇ ЩОДО ВПРОВАДЖЕННЯ ПРИНЦИПІВ COARA 41 Впровадження підходів CoARA сприятиме визнанню різноманітності дослідницьких досягнень, розвитку відкритої науки, а також підвищенню міжнародної співпраці та конкурентоспроможності української науки, що особливо важливо в контексті післявоєнної відбудови України. 1.3 Національний контекст: Система фінансування досліджень в Україні. Система досліджень та інновацій України охоплює розгалужену мережу державних установ, які фінансують, координують та проводять дослідження. Структура поєднує елементи, запозичені від традиційної секторальної моделі управління наукою, з сучасними конкурентними механізмами, що відповідають європейським стандартам. Хоча перелік національних надавачів коштів є широким, його не можна вважати вичерпним, оскільки система досліджень України розвивається, з’являються нові програми та механізми, а інші реструктуризуються або об’єднуються через поточні реформи та умови воєнного стану. 1.3.1 Основні державні фонди Установи, які функціонують з власними органами управління та мають цільові фінансові ресурси або грантові програми, що реалізуються на конкурсній основі та спрямовані на підтримку наукової та/або інноваційної діяльності: Національний фонд досліджень України (НФДУ) – незалежна державна установа, що здійснює фінансування проєктів за результатами конкурсного відбору та сприяє розвитку фундаментальних і прикладних досліджень, дослідницької інфраструктури, мобільності та міжнародної співпраці. Український фонд стартапів (УФС) – державна установа, що фінансується з бюджету під управлінням Міністерства цифрової трансформації. Підтримує інноваційні проєкти. Державна інноваційна фінансово-кредитна установа (ДІФК) – державна фінансова установа, що здійснює співфінансування, кредитування та інвестиційну підтримку інноваційних і високотехнологічних проєктів. 1.3.2 Органи, що формують політику, та адміністративні органи Це міністерства та урядові органи, які формують політику, розподіляють бюджетні кошти або безпосередньо керують науково-дослідними установами, але самі не виступають в ролі надавачів грантів на конкурсній основі. Міністерство освіти і науки України (МОН) ● Це центральний орган влади, відповідальний за науку, вищу освіту та інновації, який надає фінансування державним науково-дослідним установам та університетам у тому числі на основі критеріїв оцінювання та ефективності. ● Установи, що належать до сфери управління МОН, проводять дослідження у сфері фундаментальної та прикладної науки, розвитку освіти, інновацій, науково-технічної політики, цифровізації освіти й інтеграції України до Європейського дослідницького простору, спрямовані на підвищення якості освіти та ефективності наукових досліджень, тощо.

Від принципів справедливості та прозорості до фокусу на якісному оцінюванні, ці переваги підтримують більш етично орієнтовану та ефективну практику. Вони сприяють створенню рівних умов для всіх дослідників, заохочуючи здорову конкуренцію та співпрацю, а також полегшують доступ до наукових ресурсів і даних, що відкриває нові можливості для розвитку науки. Насамперед, ініціатива пропагує справедливість й інклюзивність, гарантуючи рівні можливості для всіх дослідників, незалежно від їхнього статусу чи масштабу організації. Вона зменшує залежність від кількісних показників, орієнтуючи оцінку на якість наукових досягнень, що дозволяє краще враховувати інноваційність та внесок у науку. Підвищення прозорості і доступу до даних підтримує відкритість, стимулюючи співпрацю та обмін знаннями, що сприяє більш швидкому прогресу в наукових дослідженнях. Ці переваги створюють стійку та етично орієнтовану систему оцінювання, яка підтримує здорову конкуренцію та розвиток науки. Уявімо ситуацію, де середньостатистичний український університет бере участь у міжнародному дослідницькому проєкті. Завдяки впровадженню принципів CoARA результати досліджень, які виконала українська частина команди, оцінено не лише за кількістю публікацій, якою вони поступаються закордонним колегам, а й за їхнім впливом на наукову спільноту, на практично отриману цінність. У результаті, їхні дослідження, які можуть бути зосереджені на локальних викликах, здобувають міжнародну видимість, а їхню якість та інноваційність оцінюють на рівні з результатами, отриманими у більших установах. Або уявімо дослідника, який працює в медичній сфері і має обмежений досвід публікацій у провідних журналах. Завдяки принципам CoARA, його дослідження, яке ґрунтується на інноваційних клінічних підходах, оцінюється не за кількістю публікацій, а за їхнім внеском у медичну практику та вирішення конкретних проблем. Це дозволяє йому отримати фінансування та підтримку для подальших досліджень, навіть якщо він не має значного списку публікацій в визнаних виданнях, демонструючи важливість якості над кількістю. Для установ, що оцінюють дослідження, переваги CoARA полягають у створенні більш ефективних та справедливих процедур оцінювання. Використання якісних критеріїв дозволяє зменшити тиск на дослідників щодо кількості публікацій і стимулює підтримку інноваційних, міждисциплінарних та маловивчених напрямів. Завдяки прозорості та інклюзивності, такі установи можуть краще зрозуміти потреби дослідників, підвищити довіру до системи оцінювання і сприяти розвитку етичних та справедливих практик, що також дозволяє підтримувати здорову конкуренцію без дискримінації. 2.3 Аналіз поточної ситуації в Україні в частині членства в CoARA В Україні наразі спостерігається прогрес у напрямку інтеграції та популяризації принципів CoARA, однак, повне їхнє впровадження в національну систему оцінювання досліджень ще не здійснене. Станом на серпень 2025 року до коаліції CoARA приєдналися 16 українських установ, серед яких університети (9), організація, що займається фінансуванням досліджень (1), науково-дослідні установи (3) та відповідні неприбуткові організації (3), підписали Угоду CoARA та приєднались до Коаліції (див. Таблицю 1). Це свідчить про готовність наукової спільноти до реформування існуючої системи оцінювання наукової діяльності та запровадження більш справедливих і прозорих підходів.

Українські установи та організації, які приєднались до ініціативи, можуть слугувати прикладом для інших установ, зацікавлених у впровадженні нових підходів. Науково-дослідні центри та інфраструктури можуть бути основними суб'єктами наукової діяльності та розробки інновацій. Їхня участь у CoARA свідчить про прагнення до кращого оцінювання результатів досліджень, що базуються на реальних наукових досягненнях. Помітна присутність університетів вказує на широку підтримку принципів відкритої науки та нових підходів до оцінювання наукових результатів у вищій освіті. Це також свідчить про прагнення академічної спільноти адаптувати свої процеси до сучасних вимог відкритості та прозорості. Долучення державних або приватних організацій, що займаються фінансуванням досліджень, зокрема НФДУ, свідчить про важливу роль фінансуючих установ у підтримці нових підходів до оцінюванні досліджень. Їх участь має надзвичайно важливе значення для забезпечення справедливого та ефективного фінансування, яке сприяє розвитку таких підходів. Роль інших неприбуткових організацій може полягати в просуванні етичних стандартів та забезпеченні ефективної політики оцінювання досліджень. Розподіл за типом установ відображає підтримку і залучення різних груп до реформування оцінювання дослідницької діяльності, зокрема з акцентом на більш відкриту, прозору і інклюзивну систему. Різноманіття учасників гарантує широкий підхід до імплементації принципів CoARA у різних сферах наукової діяльності та має важливе значення. Кількість українських підписантів CoARA за роками демонструє таку ситуацію (див. Рисунок 1): 2022 - 6 2023 - 4 2024 - 6 [Див. двомовний рисунок 1 в англійській версії вище] Аналізуючи кількість українських підписантів Угоди CoARA за роками, можна зробити такі висновки: 1. Висока кількість підписантів у 2022 році, на початку ініціативи, може свідчити про значний інтерес і готовність установ України підтримати принципи CoARA на ранньому етапі. У цей період до коаліції приєднувалися ті, хто був найбільш зацікавлений у реформуванні системи оцінювання та налагодженні міжнародного співробітництва. Концепція була новою, інноваційною і викликала увагу серед прогресивної частини дослідницької спільноти. 2. Зменшення кількості нових підписантів у 2023 році може свідчити про більш виважений і обережний підхід до приєднання до ініціативи. Установи, які розглядали можливість підписання Угоди, потребували додаткових внутрішніх обговорень, погоджень та організаційних змін. Це могло зробити процес приєднання повільнішим і вибірковішим. 3. Поновлення зростання кількості підписантів CoARA у 2024 році може свідчити про нову хвилю зацікавлення до ініціативи. Імовірно, у цей період відбувалося поступове розширення розуміння переваг членства у Коаліції, а також посилення впливу установ,

Таке зростання може також бути результатом цілеспрямованих інформаційних кампаній, зокрема завдяки ініціативам проєкту Open4UA, зростання підтримки з боку національних органів влади або змінам у стратегічних пріоритетах установ України, які прагнуть відповідати міжнародним підходам до оцінювання досліджень. Створення Національного осередку CoARA в Україні у 2023 році сприяло залученню організацій-підписантів. Це стало важливим кроком у просуванні принципів CoARA на національному рівні. Головна мета Національного осередку CoARA в Україні – сприяти впровадженню підходів до оцінювання дослідницької діяльності відповідно до принципів CoARA. Національний осередок CoARA в Україні об'єднує провідні наукові організації, фінансові установи, громадські організації та університети країни (Громадська організація «Інноваційний університет», Інститут відкритої науки та інновацій, Інститут вищої освіти Національної академії педагогічних наук України, Луцький національний технічний університет, Національний фонд досліджень України, Громадська організація “Полюс Росту”). Він відкритий для приєднання нових учасників, зацікавлених у розвитку науки та інновацій. Діяльність Національного осередку CoARA в Україні спрямована на досягнення наступних цілей: адаптація кращих практик CoARA до українських реалій, враховуючи особливості різних галузей науки та етапів кар'єрного розвитку дослідників; координація національних зусиль з впровадження принципів CoARA та підтримка діалогу між зацікавленими сторонами, включаючи органи державної влади; організація та проведення заходів з обміну досвідом, навчання та підвищення кваліфікації для науковців, дослідників та експертів у сфері оцінювання науки; сприяння розвитку відкритої науки, зокрема щодо відкриття доступу до дослідницьких даних та публікацій. Національний осередок CoARA в Україні активно співпрацює з міжнародними партнерами, бере участь у проєктах та ініціативах CoARA, спрямованих на розвиток наукової сфери та вдосконалення системи оцінювання досліджень. Діяльність Національного осередку CoARA в Україні є важливим кроком на шляху до інтеграції української науки у світовий науковий простір та підвищення її конкурентоспроможності. 2.4 Порівняння з іншими країнами Участь у міжнародних ініціативах, таких як CoARA, є важливим показником інтеграції країни до світового дослідницького простору та її прагнення до розвитку науки та інновацій. Просте порівняння членства України в CoARA (у кількісному вираженні) з іншими країнами-членами може вказувати на рівень національної участі в ініціативі та, можна сподіватись, мотивуватиме українські установи та організації на шляху до впровадження глобальної (а не лише загальноєвропейської) реформи оцінювання наукових досліджень. Зокрема, це підкреслює статус України серед інших країн та ілюструє рівень її залученості. Україна з 16 організаціями знаходиться в групі країн із середнім рівнем залученості до CoARA. Це свідчить про те, що окремі українські установи та організації беруть активну участь у міжнародному науковому співробітництві та узгоджують свою діяльність з найкращими міжнародними практиками та професійними стандартами. Явні лідери за кількістю учасників, такі як Іспанія (92), Італія (72), Франція (63), Польща (60) та інші країни, що мають розвинену наукову інфраструктуру та традиції міжнародної співпраці. Водночас, є країни з незначною кількістю учасників, що може бути зумовлено низкою факторів, зокрема обмеженими ресурсами, політичними умовами, меншою кількістю відповідних організацій у країні або нижчим рівнем пріоритетності розвитку досліджень та інновацій. Можна спостерігати певну географічну концентрацію членів CoARA, оскільки багато країн розташовані в Європі. Це може бути пов'язано з спільними науковими програмами, географічною близькістю та іншими факторами. При цьому географічне розширення участі в ініціативі поза межами Європи є одним з пріоритетів діяльності Коаліції за останні два роки. 2.5 Значення CoARA для України Для України, яка прагне зміцнити свій науково-технічний потенціал та зайняти гідне місце серед лідерів світової науки, розширення участі в Коаліції є не просто бажаним, а й необхідним кроком на шляху до досягнення стратегічних цілей розвитку. Відтак, розширення участі України в CoARA сприяє: інтеграції української науки до світового дослідницького простору; залученню кращих світових практик та технологій; підвищенню якості наукових досліджень та інновацій; більш ефективній системі оцінювання наукової діяльності; розвитку наукової інфраструктури; залученню інвестицій у науку; зміцненню міжнародного іміджу України. Долучення до CoARA є важливим механізмом інтеграції української науки до світового дослідницького простору. Членство у Коаліції сприяє розширенню горизонтів, оскільки це дозволяє українським учасникам обмінюватися ідеями, досвідом та результатами досліджень з колегами з усього світу. CoARA сприяє налагодженню партнерських зв'язків між українськими дослідницькими групами та провідними науковими установами світу. Це створює можливості для реалізації спільних наукових проєктів та сприяє міжнародному визнанню: участь у міжнародних ініціативах, таких як CoARA, підвищує видимість української науки та сприяє визнанню досягнень українських вчених. CoARA є платформою для обміну передовими практиками у сфері організації наукових досліджень, управління науковими проєктами та оцінювання наукової діяльності. Членство в CoARA відкриває для України доступ до новітніх підходів та методологій оцінювання наукової діяльності, що, в свою чергу, сприяє модернізації української науки та підвищенню її конкурентоспроможності.

Участь України в CoARA є важливим фактором успіху реформ в цій сфері, оскільки вона передбачає нові прогресивні підходи до оцінювання наукової діяльності, що враховують різноманітні аспекти внесків в науку; дозволяє Україні адаптувати кращі міжнародні практики оцінювання наукової діяльності до національних потреб та особливостей; а також сприяє створенню більш справедливих та ефективних механізмів підтримки науковців та дослідницьких колективів. Членство в CoARA розширює можливості для залучення інвестицій у науку з різних джерел, зокрема міжнародних грантів для проведення наукових досліджень та реалізації інноваційних проєктів, а також приватних інвестицій – успіхи українських науковців у рамках реформи оцінювання наукової діяльності можуть стати додатковим аргументом для залучення інвестицій у науку з боку приватних компаній, зацікавлених у розвитку інновацій. Крім того, оскільки розвиток науки та інновацій є пріоритетом для багатьох країн світу, участь в CoARA може сприяти отриманню підтримки з боку держави на реалізацію наукових програм та проєктів. Активна участь України в CoARA є важливим фактором зміцнення її міжнародного іміджу як країни з розвиненим науковим потенціалом. Це сприяє демонстрації прагнення країни до розвитку науки та інновацій, відповідальності перед глобальними викликами та готовності до співпраці з міжнародною науковою спільнотою. Розвинена наукова сфера є важливим фактором привабливості країни для міжнародних партнерів та потенційних донорів. Таким чином, розширення участі в CoARA є важливим кроком на шляху до перетворення України на країну з розвиненою науковою сферою, здатною генерувати нові знання та інновації, що сприятимуть її економічному зростанню та соціальному розвитку. Україна наразі перебуває на шляху до впровадження принципів CoARA у свої наукові політики та практики. Це вимагає комплексних змін в системі оцінювання, зокрема в адаптації критеріїв, інструментів та процесів, що сприятимуть більш ефективному використанню якісних методів оцінки, а не лише кількісних показників. Важливим аспектом є і забезпечення підтримки для наукових установ та їхніх співробітників у розумінні та адаптації до нових стандартів оцінювання. Хоча принципи CoARA ще не повністю впровадженні, українські установи та організації, які приєдналися до CoARA, можуть служити прикладом для інших організацій, зацікавлених у застосуванні нових підходів. Це підкреслює важливість стратегічної співпраці між державними органами, науковими установами, а також міжнародними організаціями для підтримки і впровадження кращих практик у сфері оцінювання наукової діяльності. Такі зусилля дозволять забезпечити більш справедливу, етичну та орієнтовану на якість систему, що відповідає потребам сучасної науки.

На шляху до реформування політики та практики оцінювання наукової діяльності національних надавачів коштів існують певні бар'єри та виклики, які необхідно враховувати, щоб максимально збільшити вплив їхньої участі в цій ініціативі. 1. Фінансове забезпечення наукової сфери Однією з найгостріших проблем, що гальмують розширення участі України в CoARA, є хронічне недофінансування наукової сфери, що включає обмеженість бюджетних ресурсів, відсутність довгострокового фінансування та інші фінансові обмеження. Рівень фінансування наукової сфери в Україні досі є недостатнім, серед інших негативних факторів, що ускладнює участь науковців у міжнародних проєктах та обмін досвідом з колегами з інших країн. Дослідницькі проєкти часто отримують фінансування на короткостроковій основі, що ускладнює планування та реалізацію довготривалих досліджень, які потребують значних ресурсів та часу. 2. Мовний бар'єр Володіння іноземними мовами є необхідною умовою для успішної міжнародної наукової співпраці. Однак, українські науковці досі стикаються з проблемою мовного бар’єру: значна частина українських науковців не володіє англійською мовою на достатньому рівні, що ускладнює їх комунікацію та співпрацю з колегами з інших країн та обмежує їх участь у міжнародних проєктах. Система освіти в Україні не завжди забезпечує достатній рівень володіння іноземними мовами, а дослідники часто мають обмежені можливості для вдосконалення своїх мовних навичок. 3. Інформаційна ізоляція Українські науковці часто відчувають інформаційну ізоляцію, що ускладнює їх участь в CoARA та інших міжнародних ініціативах. Значна частка науковців, зокрема, не мають достатньої інформації про CoARA, її цілі, завдання та можливості. Це значною мірою пов’язано з тим, що в Україні відсутня ефективна система інформування науково-дослідницьких установ та інших видів організацій, що здійснюють наукову діяльність, про міжнародні ініціативи, дослідницькі програми, гранти та інші можливості для співпраці. 4. Мотивація Мотивація відіграє ключову роль у залученні дослідницьких організацій та дослідників до міжнародної наукової співпраці. Водночас хронічно низький рівень фінансової підтримки наукової сфери є серйозним демотивуючим фактором, що послаблює прагнення та спроможність впроваджувати важливі реформи. Відсутність чітких перспектив кар'єрного зростання може призвести до втрати інтересу до наукової діяльності та відтоку кваліфікованих кадрів з науки (відтік мізків). Недостатнє визнання досягнень українських науковців на національному та міжнародному рівнях теж може знизити їх мотивацію до участі в міжнародних ініціативах. 5. Недостатня підтримка з боку держави Державна підтримка є критично важливою для успішної участі України в CoARA та розвитку наукової сфери в цілому. Однак Україна не має чіткої та довгострокової стратегії розвитку науки,

Система управління науковою галуззю в Україні потребує реформування та оптимізації для забезпечення ефективного використання ресурсів та підтримки науки. 6. Вплив війни на наукову сферу Повномасштабна війна, яку держава-агресор розв'язала проти України, завдала значного удару по науковій сфері країни та призвела до міграції науковців, руйнування наукової інфраструктури, обмеження можливостей для проведення досліджень. Значна кількість науковців були змушені покинути Україну через війну, що призвело до втрати наукового потенціалу країни. Війна призвела до руйнування наукової інфраструктури, включаючи лабораторії, дослідницькі центри та університети, та ускладнила проведення наукових досліджень через безпекові проблеми, обмеження доступу до ресурсів та інші фактори. 2.7 Шляхи подолання бар’єрів та викликів Подолання бар’єрів та викликів щодо розширення участі України в CoARA потребує комплексного та системного підходу, який включає такі основні кроки: збільшення фінансування наукової сфери; покращення мовної підготовки науковців; покращення комунікації та підвищення обізнаності; підвищення мотивації науковців; посилення державної підтримки; відновлення наукової інфраструктури тощо. Збільшення обсягів державного фінансування науки, а також створення умов для залучення додаткових джерел фінансування, таких як приватні інвестиції та міжнародні гранти, є важливим кроком для подолання існуючих викликів. Крім того, необхідно забезпечити українським науковцям доступ до можливостей вивчення англійської та інших іноземних мов. Необхідно активізувати інформаційну роботу щодо CoARA та інших міжнародних наукових програм, зокрема, шляхом проведення інформаційних кампаній, семінарів, вебінарів тощо. Підвищення мотивації українських науковців до участі в міжнародних проєктах можливе шляхом підвищення рівня заробітної плати, створення перспектив кар'єрного зростання та забезпечення визнання досягнень і різноманітності внесків. Необхідно посилити державну підтримку наукової сфери, зокрема, шляхом розробки та реалізації ефективної стратегії розвитку науки, реформування системи управління науковою сферою та створення умов для розвитку наукової інфраструктури. Важливим кроком також є відновлення наукової інфраструктури, що постраждала внаслідок війни, а також створення умов для повернення українських науковців, які були змушені покинути країну. Розв'язання проблем та викликів на шляху до повного прийняття CoARA потребує комплексного та системного підходу, який об'єднає зусилля держави, наукової спільноти та міжнародних партнерів. Тільки таким чином можна створити умови для розширення участі України в Коаліції

Він потребує часу, системних змін та продуманої адаптації до інституційного та культурного контексту української наукової сфери. Для забезпечення сталого прогресу національним надавачам коштів слід заохочувати до поступових і добре скоординованих кроків у напрямку впровадження цих принципів, починаючи з пілотних ініціатив, розбудови потенціалу та діалогу з науковою спільнотою. Такий підхід дозволить українській системі інтерналізувати цінності відкритості, різноманітності та доброчесності, що лежать в основі CoARA, при цьому дотримуючись існуючих законодавчих вимог, організаційних та інших обмежень. Адаптація принципів CoARA до українських реалій – це складний та багатогранний процес, який охоплює різні аспекти, найголовнішими з яких є: юридичні: гармонізація національного законодавства з принципами CoARA, розробка та прийняття нових нормативно-правових актів; забезпечення незалежності та прозорості системи оцінювання наукової діяльності; захист прав інтелектуальної власності тощо; культурні: подолання стереотипів та застарілих традицій; формування культури академічної доброчесності; забезпечення відкритості та прозорості в дослідженнях; сприяння розвитку наукової комунікації тощо; організаційні: забезпечення необхідними ресурсами; розвиток інституційної спроможності; забезпечення механізмів зворотного зв'язку; підтримка міжнародного співробітництва тощо. Кожен з цих аспектів має свої особливості та потребує окремого розгляду. Проте, всі вони тісно взаємопов'язані між собою та потребують комплексного підходу. Ефективна адаптація принципів CoARA до українських реалій сприятиме підвищенню якості наукових досліджень, розвитку інновацій та інтеграції української науки до світового дослідницького простору. 3.1 Юридичний аспект Перш за все, успішна інтеграція прогресивних принципів CoARA у національну систему оцінювання наукової діяльності потребує ретельного аналізу та реформування існуючої нормативно-правової бази. Основними завданнями юридичного аспекту є: гармонізація національного законодавства з принципами CoARA; розробка та прийняття нових нормативно-правових актів; забезпечення незалежності та прозорості системи оцінювання наукової діяльності; захист прав інтелектуальної власності; усунення юридичних барʼєрів для міжнародного співробітництва.

Розробка та прийняття нових нормативно-правових актів, які б регулювали питання оцінювання наукової діяльності відповідно до сучасних вимог та принципів CoARA, є наступним необхідним кроком. Це включає розробку положення про національну систему оцінювання наукової діяльності, яке має ґрунтуватись на принципах CoARA та відображати особливості української наукової сфери, а також затвердження критеріїв оцінювання наукової діяльності, що відповідають принципам CoARA та враховують різноманітність наукових внесків (публікації, гранти, патенти, участь у конференціях, науково-організаційна діяльність тощо). Забезпечення незалежності та прозорості системи оцінювання наукової діяльності включає розробку та впровадження прозорих процедур оцінювання наукової діяльності, що передбачають чіткі критерії, відкритість процесів, а також забезпечення публічного доступу до інформації про діяльність експертів чи органів відповідальних за оцінювання наукової діяльності. Посилення міжнародного співробітництва включає участь у міжнародних проєктах, спрямованих на вдосконалення системи оцінювання наукової діяльності; обмін досвідом з країнами, які вже мають успішний досвід впровадження подібних систем оцінювання наукової діяльності; а також залучення міжнародних експертів до розробки нормативно-правових актів та інших документів, пов'язаних з адаптацією принципів CoARA в Україні. 3.2 Культурний аспект Адаптація принципів CoARA до українських реалій також потребує врахування соціокультурних особливостей української наукової спільноти та подолання існуючих стереотипів і традицій, які є застарілими та неефективними. Основними завданнями культурного аспекту є: подолання застарілих стереотипів та традицій; формування культури академічної доброчесності та дослідницької етики; забезпечення відкритості та прозорості; сприяння розвитку наукової комунікації. В українській науковій культурі часто роблять акцент на кількісних показниках оцінювання наукової діяльності, таких як кількість публікацій та індекси цитування. Необхідно поступово переорієнтуватися на якісні показники, які відображають реальний внесок науковця у розвиток науки, наприклад, значущість отриманих результатів, їх вплив на суспільство та економіку, внесок у підготовку наукових кадрів наступних поколінь дослідників тощо. Також в Україні існує тенденція до надмірної залежності від авторитету наукових шкіл та окремих особистостей при оцінюванні наукової діяльності. Важливо розвивати незалежну експертну оцінку, яка базується на об'єктивних критеріях та враховує думку різних фахівців.

Необхідно впроваджувати більш глибокий та змістовний аналіз наукової діяльності, який враховує різні аспекти внеску науковця у розвиток науки. З точки зору формування культури академічної доброчесності та наукової етики, важливо впроваджувати сучасні освітні програми з академічної доброчесності для студентів, аспірантів та науковців, спрямованих на навчання принципам етики дослідницької діяльності та формування відповідального ставлення до проведення досліджень. Необхідно розробити та впровадити сучасні кодекси етики науковців, які б встановлювали чіткі правила та передбачали відповідальність за порушення академічної доброчесності. Крім того, важливо створити ефективні механізми контролю за дотриманням академічної доброчесності, зокрема, шляхом запровадження системи перевірки наукових робіт, створення комісій з питань академічної доброчесності та інші відповідні заходи. Вже тривалий час на стадії проєкту перебуває Закон України "Про академічну доброчесність", який би міг стати основою для розгортання інституційних норм у сфері наукової етики. Існує необхідність забезпечення відкритості та прозорості всіх дослідницьких процесів. Критерії оцінювання наукової діяльності мають бути чіткими, зрозумілими та публічно доступними. Важливо залучати до процесу оцінювання наукової діяльності представників наукової спільноти, зокрема, шляхом створення експертних комісій та залучення рецензентів. Сприяння розвитку наукової комунікації має на меті заохотити публікації результатів досліджень у відкритому доступі, підтримати розвиток інфраструктур для обміну даними між науковцями, а також сприяти участі українських науковців у міжнародних наукових заходах. Необхідно створювати умови для публікації результатів досліджень у відкритому доступі, що сприятиме поширенню наукових знань та підвищенню їх доступності. Важливо також розвивати інфраструктуру для обміну даними між науковцями, зокрема, шляхом створення репозиторіїв наукових даних та платформ для спільної роботи. Участь у міжнародних наукових конференціях та семінарах є важливим фактором професійного розвитку науковців та сприяє їх інтеграції до світового дослідницького простору. 3.3 Організаційний аспект Адаптація принципів CoARA до українських реалій потребує ефективної організації процесу впровадження, чіткого розподілу відповідальності та забезпечення необхідними ресурсами. Основними завданнями організаційного аспекту є: забезпечення наявності відповідних ресурсів; розвиток інституційної спроможності; забезпечення механізмів отримання зворотного зв'язку; сприяння міжнародному співробітництву. Забезпечення наявності відповідних ресурсів включає визначення обсягів фінансових ресурсів, необхідних для реалізації запланованих заходів з адаптації принципів CoARA, таких як проведення досліджень, розробка проєктів нормативно-правових актів, організація навчальних програм та інформаційних кампаній; забезпечення залучення необхідних фінансових ресурсів з різних джерел, зокрема, з державного бюджету та міжнародних програм; а також кадрове

Крім цього, оцінювання, яке побудовано на кількісних (метричних) показниках, повністю ігнорує наукові надбання в певних наукових напрямах, позбавляючи їх можливості конкурувати за ресурси. Таке оцінювання також не враховує важливі характеристики наукової діяльності, як вплив на суспільні, економічні та технологічні перетворення, лідерство, інклюзивність, здатність формувати партнерства та проводити сталу комунікацію. Наукова діяльність та здобутки вчених мають право бути оціненими за їхніми власними досягненнями. Справедлива оцінка не може ігнорувати відповідний досвід, потенціал та широкий набір внесків в науку та/або суспільну практику. Кількісні показники, назви журналів та подібна інформація не повністю відображають потенціал дослідника і не надають йому належного рівня академічної свободи, тому що обмежують його конкурентоспроможність. Таким чином, простота та наочність попередніх політик та практик не гарантують якості оцінки, що є критично важливою для надавачів коштів, які будують свої політики та практики відповідально. Необхідність реформування оцінювання наукової діяльності викликана тим, що забезпечити здорову та чесну конкуренцію за ресурси в науці вже неможливо, спираючись на обмежений інструментарій кількісних показників. Якщо надавачі коштів прагнуть надавати підтримку якісним дослідженням, їм необхідно переосмислити підхід до принципів, засад та процедур оцінювання. Безумовно, реформа вимагає додаткових ресурсів, але якщо зважити її переваги для розвитку нової, відповідальної системи оцінювання і, відповідно, для стимулювання розвитку науки та суспільства у цілому через підвищення рівня довіри, інклюзивності, рівності та прозорості, очевидним стає той факт, що додаткові зусилля того вартують. Рекомендації побудовано на зобов'язаннях та керівних принципах CoARA, що дозволяє надавачам коштів будувати свій власний комплексний підхід до зміни системи оцінювання наукової діяльності з метою налагодження справедливих, прозорих та ефективних процесів оцінювання, які підтримують талант та активність, визнають різноманітність дослідницьких кар'єр та орієнтуються на довгострокові інтереси науки та суспільства. Поважаючи автономію та свободу вибору політик і практик оцінювання надавачів коштів, автори Рекомендацій свідомо утримались від високого рівня деталізації в запропонованому підході. Навпаки, Рекомендації встановлюють виключно напрямки, що відповідають зобов’язанням та принципам CoARA, що кореспондує з етичними засадами реформи оцінювання в галузі науки. Реформа будується на концепції незалежності та прозорості, що полягає у забезпеченні незалежності та прозорості даних, інфраструктури та критеріїв оцінки досліджень і аналізу їхнього впливу, а також прозорості показників та збору даних. Автори Рекомендацій сприймають цю концепцію як відправний пункт для розробки нових систем оцінювання та усвідомлену спробу формування нової культури відповідального оцінювання. Пропоновані Рекомендації не дають (і не можуть дати) відповіді на всі питання, які постають перед надавачами коштів в процесі оцінювання досліджень, наукових проєктів, установ, що проводять дослідження, та дослідників. Проте, автори сподіваються, що Рекомендації допоможуть національним надавачам коштів розпочати процес реформування оцінювання з чітким розумінням засадничих принципів та мети такого руху. Процес побудови власної системи оцінювання національними надавачами коштів може займати тривалий час та точно потребуватиме значної уваги і, можливо, декількох ітерацій. А оскільки реформування оцінюванні в галузі науки вже надбало широкого міжнародного характеру, інші члени CoARA, які також проходять аналогічний шлях, є професійним середовищем для обміну досвідом та

Звіряючи національний поступ реформування з міжнародним, національним надавачам коштів легше визначати, що спрацює для створення здорової, відкритої та продуктивної культури досліджень.
