he amewo k o he EU's Mission on Adap a ion o Clima e Change. The CLIMAAX p ojec aims o
s eng hen Eu ope's abili y o adap o clima e change, especially in egions ha a e pa icula ly ulne able
and ha e limi ed esou ces o adap a ion. The pu pose o he p ojec is o con ibu e o he ha moniza ion
and consolida ion o he p ac ice o clima e isk assessmen .
The pu pose o his epo is o b ie ly p esen he clima e- ela ed isks iden i ied om he CLIMAAX analysis,
how hese ela e o p e ious expe iences and knowledge, and p o ide an o e iew o ecommenda ions
ega ding p io i ized isks as well as he scope and de ini ion o he wo k. The analysis ocus on wo aspec s
o clima e change; snow and hea y ain all.
The esul om he analysis shows a ying p obabili ies o snow all, wi h less han a 1% chance annually o
a blizza d day, 20-30% o snow all o e 6 cm, and 10-20% o snow all o e 25 cm. O e all, less snow is
expec ed as mo e p ecipi a ion alls as ain in a u u e clima e. Rega ding hea y ain all he esul indica e
inc eased p ecipi a ion in he u u e, especially o in ense, sho -du a ion ain all e en s (sho e han 3
hou s). Ano he conclusion is ha u u e mean p ecipi a ion is highe ac oss he boa d o bo h he emission
scena ios.
Based on he CLIMAAX analysis, a wo kshop was held on May 27, 2025, a he o ice o he coun y
adminis a i e boa d wi h he aim o in o ming and including ele an compe encies in he coun y's clima e
adap a ion wo k, based on he de eloped analysis. Wi h his pu pose in mind, a desi ed ou come was
es ablished, i.e., wha he day would esul in o he pa icipan s:
• Show possible esul s ha he CLIMAAX analysis can p o ide.
• Pa icipa ion in how he esul s can be used and de eloped as pa o a egional ac ion plan o
clima e adap a ion.

CLIMA e isk and ulne abili y Assessmen amewo k and oolboX (CLIMAAX) is a 4-yea Ho izon Eu ope
p ojec , s a ed in Janua y 2023 and uns un il Decembe 2026. The pu pose o he p ojec is o con ibu e o
he ha moniza ion and consolida ion o he p ac ice o clima e isk assessmen . The p ojec p o ides
inancial, analy ical, and p ac ical suppo o imp o e egional clima e and eme gency isk managemen
plans.
CLIMAAX builds upon exis ing isk assessmen amewo ks, me hods, and ools, and p omo es he use o
da ase s and se ice pla o ms o local and egional scale deploymen .
CLIMAAX is designed o con ibu e o he ha moniza ion o he p ac ice o clima e isk assessmen (CRA) by
p o iding:
1. A s anda dized CRA amewo k buil on cu en communi y expe ience and bes p ac ices.
2. A oolbox o conduc ing isk analysis, which hos s da a, models and u ili ies and p o ides access o
Eu opean and global open da a a chi es in eg a ed wi h local da a and p ocedu es.
3. Fi e Eu opean pilo egional CRAs o shape he amewo k and oolse .
4. Financial suppo o a leas 50 egions o execu e a con ex speci ic CRA.
5. CRA guidance ma e ial and online helpdesk o o he Eu opean egions.
6. A p oposal o upscale esul s in o he u u e ope a ionaliza ion o he egional CRA suppo unc ion.
The CLIMAAX CRA Wo k low p o ides ools and da ase s ha you can use o you egional clima e isk

Risk assessmen o hea y snow all and snows o ms.
The analysis was ca ied ou acco ding o he me hodology desc ibed wi hin he CLIMAAX p ojec , wi h he
suppo o published Py hon sc ip s and a ailable da a (CLIMAAX, 2025) (Gi Hub, 2025). The wo k ollowed
he ins uc ions in he documen “Hea y snow and blizza ds – wo k low o isk assessmen unde clima e
change”, which can be ound in he CLIMAAX manual and he associa ed Gi Hub eposi o y (CLIMAAX,
2025).
This wo k low was de eloped o assess he isk o hea y snow all and snows o ms in Eu ope bu has in his
applica ion been adap ed o speci ically analyse Väs e no land Coun y. The pu pose o he analysis was o
in es iga e whe e and how o en ex eme snow e en s occu oday and how hese may change in he u u e
due o clima e change.
The analysis was based on indica o s e lec ing impac s, such as combina ions o low empe a u e, hea y
p ecipi a ion, and s ong winds. The basis consis ed o clima e da a om bo h obse a ions (ERA5 da ase )
and clima e models (EURO-CORDEX da ase ).
Ini ially, Väs e no land was de ined as he geog aphical analysis a ea. Clima e da a we e hen downloaded
ia an au oma ed sys em (API) om he Cope nicus Clima e Da a S o e o wo di e en ime pe iods: a
his o ical pe iod (e.g., 1991–1995) and a u u e pe iod (e.g., 2046–2050). Va ious emission scena ios we e
downloaded, such as RCP 2.6, RCP 4.5, and RCP 8.5. Fo mo e in o ma ion on RCP scena ios, see chap e
3. The sc ip was modi ied o include he en i e snow season, om Oc obe o Ma ch.
Using daily empe a u e and p ecipi a ion da a, snow dep h was calcula ed, and indica o s o snows o ms
and hea y snow all we e iden i ied. Examples o such indica o s a e days wi h mo e han 6 cm o 25 cm o
snow, as well as days when all h ee c i e ia – snow, cold, and s ong wind – a e me , which is classi ied as a
snows o m. The esul s we e p esen ed in p obabili y maps showing he annual isk o hea y snow e en s in
Väs e no land, bo h unde cu en and u u e clima e condi ions.
A e he isk assessmen was ca ied ou , an exposu e analysis was pe o med whe e he esul s we e
linked o popula ion da a. He e, da a om he JRC da a po al, speci ically he Global Human Se lemen
Laye (GHSL), wi h a spa ial esolu ion o app oxima ely 1 km x 1 km, we e used. To enable o e laying hese
da a wi h clima e indica o s, he sc ip was modi ied o ep ojec bo h da ase s o he same geog aphical
esolu ion and ex en . The o iginal code published on Gi Hub did no wo k as in ended, and addi ional
adjus men s we e made o he isualiza ion unc ions as one o he maps p e iously o e lapped ano he .
Once he da a had been p ocessed and ha monized, pa icula ly ulne able a eas we e iden i ied, whe e he
popula ion is a he g ea es isk du ing ex eme wea he e en s. The inal isualiza ions we e hen p oduced.

The analysis o ex eme p ecipi a ion in Väs e no land was ca ied ou acco ding o he me hodology
desc ibed in he CLIMAAX p ojec 's handbook “Hea y Rain all” (CLIMAAX, 2025). The wo k was ca ied ou
using published Py hon sc ip s a ailable ia he associa ed Gi Hub eposi o y (Gi Hub, 2025). The pu pose
o he wo k low is o iden i y how ex eme p ecipi a ion may change in u u e clima e scena ios and how
hese changes may a ec isk le els in a gi en geog aphical a ea. The me hod is de eloped o Eu opean
condi ions bu has in his case been speci ically adap ed o Väs e no land Coun y.
The analysis was based on clima e models om he EURO-CORDEX da ase wi h a spa ial esolu ion o
app oxima ely 12.5 km. The ocus was on wo ime pe iods: a his o ical e e ence pe iod (e.g., 1976–2005)

p ojec ion once again did no wo k as expec ed. The CLIMAAX suppo eam was also in o med o hese

In 2015, he Coun y Adminis a i e Boa d de eloped a coun y-wide low poin mapping, including low pa hs.
This mapping is ully a ailable in he Coun y Adminis a i e Boa d’s Clima e GIS, as well as o each
municipali y. The municipali ies o Sunds all and Hä nösand ha e since de eloped hei own mo e de ailed
analysis o hei cen al u ban a eas.
In 2022, he Swedish Ci il Con ingencies Agency (MSB) was commissioned by he go e nmen o de elop a
s anda dized me hod o cloudbu s mapping in u ban a eas. The assignmen also includes applying he
me hod o a selec ion o p e iously conduc ed cloudbu s mappings and making he esul s a ailable so ha
hey a e compa able om a na ional pe spec i e.
The CLIMAAX-analysis shows expec ed p ecipi a ion le els o di e en e u n pe iods (e.g., 10- and 100-
yea ain all e en s) o bo h his o ical clima e (1976–2005) and a u u e scena io (2041–2070). The me hod
is based on annual maxima om EURO-CORDEX (~12 km), s a is ical dis ibu ion i ing (GEV), and

inc ease occu s in sp ing, whe e he RCP8.5 scena io indica es a 50% ise in p ecipi a ion in ce ain a eas.
