local/ egional Inno a ion Ecosys ems (IE), c ea ing sha ed owne ship o solu ions and inc easing join
decision-making owa ds sys emic change. To ensu e he pa icipa ion and ac i e engagemen o
T ans o mA c oss-sec o al and mul i-scale s akeholde s om he local and egional communi ies, a
me hodology o co-inno a ion alongside mul iple ac o s was pu in o place.
FEUGA, alongside VERHAERT, he Demons a o Facili a o s and Technical Suppo Pa ne s, de eloped
a ailo -made me hodology o d i e a co-c ea ion p ocess wi h egional communi ies and ele an
s akeholde s o he p ojec , om local o EU le el. The me hodology p oposed is based on he Mul i-
Ac o App oach (MAA) concep [1], in o de o igge in e ac i e inno a ion [2] ac oss he whole alue
chain, whils ackling demand-d i en, ac ual needs o said ac o s. I is concei ed as a ma ix o ganiza ional
s uc u e wi h geog aphical and echnical dimensions ( e . sec ion 1.3) o add ess all egional and
echnical equi emen s.
The a o emen ioned me hodology compiled in his D1.1 ecei ed app o al o all p ojec pa ne s, and
p o ides he basic p ocedu es o in ol ing Demons a o communi ies composed o egional au ho i ies,
business, end-use s… which need o be add essed in hei own languages and conside ing hei socio-
economic pa icula i ies. The esul is a s ep-by-s ep s a egy ha guides all in e ac ions wi h
s akeholde s along a eedback cycle, upholding he p inciples needed o a quick and wide adop ion.

Inno a ion (RRI) [3], Open Inno a ion 2.0 [4] and in e na ional coope a ion. In addi ion, conso ium

p oposed in T ans o mA .

can be simul aneously de eloped and ely on each o he o c ea ing adap a i e solu ions and egion-
speci ic po olios.
In his design, each Inno a ion Ecosys em makes use o a concep ual Demons a o (mo e on his in
sec ion 1.2), a egional ne wo k o in e ac i e inno a ion [2]. This local, p ac ical ocus allows
T ans o mA o c ea e and es solu ions by joining o ces wi h he Demons a o s’ c i ical ac o s.
Wi h hese concep s in mind, a ailo ed me hodology has been pu in o place o ensu e an e icien
pe o mance o his pa icipa o y p ocess ollowing a Mul i-Ac o App oach (MAA), which is desc ibed in
sec ion 1.1. below [1].
1.1 Mul i-Ac o App oach
Co-inno a ion is a co e concep embedded wi hin T ans o mA , o i is conside ed he only way o iable
T ans o ma ional Adap a ion. I is also one dimension o he RRI oadmap [3], p o iding a basic
amewo k o he in ol emen o end-use s. Acco dingly, he i s o he ac ionable adap a i e solu ions
o e ed by he p ojec ocuses on co-inno a ion.
As he Bene icia ies ha e al eady s a ed, engaging s akeholde s en ails acing se e al challenges in he
o m o mis us , lack o mo i a ion o eadiness, cul u al and socio-economic ba ie s, edundancies,
c oss-sec o al and mul i-scale disa ay, besides he gap be ween esea ch and p ac ice.
P ac icing co-inno a ion helps o e come hese ac o s by in ol ing complimen a y s akeholde s om he
e y beginning o any desi ed solu ion, building up a sense o belonging, including hem in decision-
making, implemen a ion and e alua ion; he e o e, s akeholde s a e mo e p one o adop co-owned
solu ions ha ela e o hei sho - e m, ac ual needs.
