mode n public adminis a ion. As a esul , inno a ion is no longe
pe cei ed as a luxu y o op ional supplemen wi hin he public
sec o bu as a undamen al p e equisi e o enhancing ins i u ional
esilience, esponsi eness, and long- e m egional compe i i eness.

bu eauc a ic e iciency, and accele a ing egional de elopmen

egional pe o mance, shaping he beha iou and p io i ies o local
go e nmen s.

Nume ous s udies on Indonesian go e nance e eal pe sis en
s uc u al ba ie s o inno a ion adop ion, including agmen ed

dependence on adi ional budge ing cycles, isk-a e se
bu eauc a ic cul u e, and unde de eloped knowledge ecosys ems.

In his con ex , Ban aeng Regency ep esen s a pa icula ly
compelling case o analysis. As a ela i ely small and
p edominan ly ag a ian dis ic in Sou h Sulawesi, Ban aeng does
no possess he s uc u al ad an ages commonly associa ed wi h
inno a ion-d i en egions, such as la ge u ban popula ions, s ong
indus ial clus e s, o esea ch-in ensi e ins i u ions. Ne e heless,
Ban aeng has a icula ed an ambi ious ision o inno a ion,
spea headed by i s Regional De elopmen Planning Agency
(Bappeda) as he cen al ins i u ion esponsible o coo dina ing
egional planning, de elopmen s a egies, and c oss-sec o al
inno a ion ini ia i es.
Bappeda Ban aeng has a emp ed o eposi ion i sel no me ely as
a planning ins i u ion bu as a cen al node in he egion’s eme ging
inno a ion ecosys em. The agency has emb aced digi al
ans o ma ion, p omo ed in eg a ed planning p ac ices, and
encou aged inno a ion ac oss a ious sec o s, including
ag icul u e, public se ice deli e y, heal h, and communi y
empowe men . Despi e hese aspi a ions, he ansla ion o
inno a ion ision in o ac ual policy ou comes emains une en. The
pe cei ed inno a ion momen um is o en no accompanied by
adequa e ins i u ional s uc u es, clea pe o mance indica o s,
su icien ly ained human esou ces, o s ong in e -agency
collabo a ion mechanisms.

widely adop ed, i s ins i u ionaliza ion emains inconsis en and

he case o Ban aeng is academically signi ican because i allows
us o examine how an eme ging egion ope a ionalizes inno a ion
amid mul iple s uc u al cons ain s.
While nume ous s udies ha e examined inno a ion in u ban o
indus ialized egions, less a en ion has been paid o u al and
semi-u ban egions like Ban aeng ha a emp o de elop
inno a ion capabili ies despi e limi ed esou ces. Exis ing li e a u e
on inno a ion in Indonesia ends o ocus on me opoli an ci ies
such as Bandung, Su abaya, o Makassa , which ha e mo e
ad anced digi al in as uc u es and inno a ion ecosys ems. The
lack o esea ch on smalle dis ic s c ea es a signi ican knowledge
gap in unde s anding he a ied pa hways h ough which
inno a ion go e nance can e ol e in di e en e i o ial con ex s.
This s udy con ibu es o add essing his gap by p o iding a
de ailed examina ion o how Bappeda Ban aeng a icula es i s
inno a ion ision, designs s a egic in e en ions, and na iga es
ins i u ional challenges in policy implemen a ion. The no el y o
his esea ch lies in i s explo a ion o inno a ion go e nance om a
egional planning lens, emphasizing he ole o Bappeda as bo h a
planne and o ches a o , a he han ocusing solely on se ice
deli e y uni s o sec o al agencies.

Regional Inno a ion Sys ems (RIS)

2001; Asheim & Ge le , 2005). Success ul RIS equi e:

De eloping egions o en ace RIS challenges such as agmen ed

ecosys ems (Lund all, 1992).
Public Sec o Inno a ion (PSI)
PSI e e s o no el ideas, p ocesses, se ices, and ins i u ional
a angemen s adop ed by public o ganiza ions (OECD, 2017). PSI
cha ac e is ics include:

2. Me hodology
This s udy employs a desc ip i e quali a i e app oach speci ically
designed o unde s and he dynamics o egional inno a ion policy
wi hin he con ex o local go e nance. Regional inno a ion—
pa icula ly a he ins i u ional le el such as wi hin Bappeda—
en ails complex social, poli ical, adminis a i e, and cul u al
p ocesses ha canno easily be educed o measu able a iables.
Acco dingly, his s udy seeks o cap u e he meaning-making
p ocesses, ac o in e p e a ions, policy a ionali ies, and
implemen a ion dynamics ha na u ally un old wi hin local
go e nmen se ings.
2.1 Ra ionale o he Quali a i e App oach
The choice o a quali a i e me hodology is g ounded in h ee
epis emological conside a ions.
Fi s , inno a ion policy is inhe en ly shaped by social cons uc ions
and in e p e i e p ocesses. Unde s anding how an inno a ion
ision is o mula ed, how s a egies a e ansla ed in o ope a ional
s eps, and how a ious ac o s in e p e inno a ion in p ac ice
equi es a deep engagemen wi h he subjec i e pe spec i es o
policy implemen e s.
Second, he local con ex is highly signi ican and equi es in-dep h
analysis. Ban aeng possesses dis inc i e demog aphic, cul u al, and
ins i u ional cha ac e is ics, making con ex -based unde s anding
mo e ele an han s a is ical gene aliza ion.
Thi d, quali a i e inqui y enables he esea che o cap u e non-
linea dynamics—including bu eauc a ic esis ance, in e -agency
coo dina ion, and esou ce- ela ed challenges—which equen ly
eme ge as hidden a iables in public policy s udies.
2.2 Resea ch Design
This esea ch employs an explana o y desc ip i e quali a i e
design, which enables he esea che o:

implemen a ion;

empi ical ac s. Th ough his design, he s udy explo es causal
ac o s, implemen a ion ba ie s, and pa e ns o in e ac ion among
ac o s wi hin he egional inno a ion sys em.

2. how s a egies we e ansla ed in o p og ams;
3. how coo dina ion was ca ied ou ;
4. how obs acles eme ged and we e add essed;
5. how in o man s pe cei ed policy e ec i eness.
This echnique was selec ed because i enables he disco e y o
aci knowledge—unw i en ye deeply embedded insigh s de i ed
om daily p ac ice.
2.4.2 Documen Analysis
Documen analysis was conduc ed o unde s and he o mal
s uc u e o inno a ion policy and p e ailing implemen a ion
s anda ds. Documen s we e also used o iden i y pa e ns o
cohe ence be ween he o mula ion o isions, s a egies, and
implemen a ion ou comes.
2.4.3 Obse a ional Insigh s
Al hough ull pa icipan obse a ion was no employed, he
esea che conduc ed limi ed obse a ions o se e al Bappeda
ac i i ies, such as coo dina ion mee ings and echnical discussions.
These obse a ions p o ided complemen a y insigh s in o he
in e nal dynamics o he o ganiza ion.
3. Findings and Discussion
The indings o his s udy demons a e ha he di ec ion o
inno a ion policy wi hin he Bappeda o Ban aeng Regency
ollows pa e ns widely ecognized in he global li e a u e on
public sec o inno a ion and egional inno a ion sys ems. The
inno a ion ision a icula ed by Bappeda appea s p og essi e and
aligned wi h global ends; howe e , a he implemen a ion le el i
con inues o ace longs anding s uc u al and cul u al cons ain s
ha ha e been consis en ly iden i ied as ba ie s o inno a ion
wi hin bu eauc acies in de eloping coun ies.
The esul s indica e ha Bappeda’s e o s o mains eam
inno a ion ope a e wi hin a wide cons ella ion o dynamics,
encompassing s uc u al, cul u al, o ganiza ional, and socio-
ecological dimensions. A he le el o ision, Bappeda has
posi ioned inno a ion as a s a egic pilla o egional de elopmen .
The ision i p omo es is no ably o wa d-looking: os e ing
adap i e go e nance, s eng hening c oss-sec o al collabo a ion,
accele a ing he digi aliza ion o public se ices, and c ea ing
pa icipa o y spaces o communi y-based social and economic
inno a ion. Ye , when his ision is examined wi hin he daily
p ac ice o go e nmen wo k, i becomes e iden ha mos
inno a ions emain a he he o ical s age and ha e no ully
pene a ed consis en implemen a ion p ocesses.
Wi hin he public alue amewo k, Moo e (1995) emphasizes ha
―public manage s mus c ea e alue, no me ely adminis e exis ing
p ocesses.‖ This unde sco es ha public-sec o inno a ion equi es
no only new p og ams bu also a ans o ma ion in bu eauc a ic
mindse s. In Ban aeng, he aspi a ion o ―c ea e alue‖ is isible in
planning documen s and isiona y s a emen s; howe e , igid
adminis a i e p ocedu es equen ly inhibi he p oduc ion o
angible public alue. In o he wo ds, a gap pe sis s be ween public
alue aspi a ions and adminis a i e ou ines g ounded in
p ocedu al compliance.
This aligns wi h Osbo ne and B own’s (2013) a gumen ha
―public sec o inno a ion is undamen ally cons ained by
bu eauc a ic no ms, hie a chical s uc u es, and isk-a e se
cul u es.‖ The indings o his s udy ea i m his global claim—
ci il se an s in Ban aeng o en pe cei e inno a ion as isky due o
s ic inancial egula ions. When employees ea making mis akes
mo e han hey aim o pu sue b eak h oughs, inno a ion ends o
s agna e a he concep ual s age. This demons a es ha ba ie s o
inno a ion a e no only compe ence- ela ed bu also deeply
embedded in bu eauc a ic no ms and incen i e s uc u es.
In he li e a u e on Regional Inno a ion Sys ems, Cooke (2001)
asse s ha ―inno a ion lou ishes whe e he e is ins i u ional
hickness.‖ Ins i u ional hickness e e s o he p esence o mul iple
in e connec ed inno a ion-suppo ing ac o s such as uni e si ies,
esea ch cen e s, business communi ies, and local go e nmen s.
These condi ions a e no ye ully p esen in Ban aeng. The
absence o esea ch uni e si ies, inno a ion incuba o s, o egional
da a hubs places Ban aeng wi hin wha Töd ling and T ippl (2005)
classi y as ―pe iphe al inno a ion sys ems,‖ whe ein inno a ion
ends o be low-capaci y, spo adic, and insu icien ly connec ed o
b oade ecosys ems.
F om he pe spec i e o policy implemen a ion heo y, Saba ie
and Mazmanian (1983) a gue ha ―success ul implemen a ion
depends upon he cla i y o objec i es, he adequacy o esou ces,
and he commi men o implemen ing o icials.‖ The indings in
Ban aeng e eal ha hese condi ions ha e no ye been su icien ly
me o suppo inno a ion. Al hough inno a ion objec i es a e
included in egional planning documen s (RPJMD), hey a e no
accompanied by clea indica o s. Human esou ces and dedica ed
inno a ion unding emain limi ed, while he commi men o
implemen e s is highly dependen on pe sonal p e e ences a he
han embedded ins i u ional mechanisms.

Simila ly, Lipsky (1980), h ough his heo y o s ee -le el
bu eauc acy, s a es ha ―policy implemen a ion in he eal wo ld
depends mo e on he decisions o on line wo ke s han on he
in en ions o policymake s.‖ This is clea ly obse able in
Ban aeng: despi e Bappeda’s s ong inno a ion ision, many
ini ia i es s all a he ope a ional le el due o hesi a ion, limi ed
capaci y, and ea o adminis a i e epe cussions.
In he domain o collabo a i e inno a ion, Ha ley, Sø ensen, and
To ing (2013) a gue ha ―inno a ion occu s whe e ac o s wi h
di e en pe spec i es and esou ces in e ac o co-c ea e new
solu ions.‖ Ye he s udy inds ha such in e ac ions a e no ye
well es ablished in Ban aeng. Go e nmen –uni e si y–communi y
collabo a ion ( he iple helix) is no su icien ly ins i u ionalized,
esul ing in limi ed co-c ea ion p ocesses.
Rega ding inno a ion capabili y, Teece (2014) explains ha
―dynamic capabili ies in ol e sensing oppo uni ies, seizing hem,
and ans o ming he o ganiza ion acco dingly.‖ Bappeda Ban aeng
demons a es sensing capabili ies, as e lec ed in i s awa eness o
global inno a ion di ec ions. Howe e , i s seizing capabili y
( ansla ing oppo uni ies in o conc e e p og ams) and ans o ming
capabili y (al e ing in e nal s uc u es o suppo inno a ion)
emain cons ained by bu eauc a ic limi a ions.

These condi ions culmina e in a pa adox: inno a ion has become a
dominan discou se in planning documen s and de elopmen
he o ic, ye in p ac ice i un olds in a pa ial, spo adic, and weakly
ins i u ionalized manne . This pa adox mi o s wha Polli and
Bouckae (2017) iden i y as ―inno a ion as i ual, no

inno a ion ision coexis ing wi h ins i u ional s uc u es ha a e

p ac ice. While Bappeda has emb aced inno a ion as a s a egic
impe a i e—consis en wi h in e na ional discou ses on public
alue c ea ion, adap i e go e nance, and collabo a i e
inno a ion— he ins i u ional ounda ions o suppo ing his
ans o ma ion emain unde de eloped.
