ABSTRACT: This s udy aims o desc ibe and analyze he implemen a ion o Lamongan Regen Regula ion No. 55 o 2023
conce ning he Regional Ac ion Plan o he P e en ion and Handling o Child Ma iage (RAD PPA) in Buluma gi Village, Baba
Dis ic , Lamongan Regency, using quali a i e esea ch me hods. The phenomenon o ma iage in Lamongan Regency was analyzed
using he policy model heo y acco ding o Van Me e & Van Ho n. The esul s o his s udy indica e ha his policy has been
implemen ed well, as indica ed by a dec ease in he numbe o ma iage dispensa ions (DISKA), bu i s ill aces signi ican
challenges om bo h s uc u al and cul u al aspec s. The implemen a ion o Regen Regula ion 55/2023 in Buluma gi Village has
been qui e success ul. The implemen e s unde s and he s anda ds and objec i es o he policy, a e suppo ed by adequa e esou ces,
and ha e a clea o ganiza ional s uc u e and coo dina ion wi h bo h he egency and illage elemen s. In e - o ganiza ional
communica ion is smoo h, and he implemen e s' disposi ion shows s ong commi men . The illage's socio- poli ical en i onmen
is also conduci e o policy implemen a ion. Fac o s suppo ing implemen a ion include he commi men o implemen e s, suppo
om he DP3A, c oss-sec o al coope a ion, poli ical s abili y, illage social capi al, and a well-o ganized implemen a ion s uc u e.
Meanwhile, he inhibi ing ac o s a e deep- oo ed social no ms, economic p essu es, cases o p egnancy ou side o ma iage, budge
and acili y cons ain s, he absence o s anda d ope a ing p ocedu es, and subop imal communi y pa icipa ion.

INTRODUCTION
The Indonesian go e nmen is commi ed o elimina ing all o ms o child ma iage, one o which is h ough he amendmen o
Law No. 1 o 1974 o Law No. 16 o 2019 ega ding he minimum age o ma iage o 19 yea s o bo h pa ne s. This policy is
in eg a ed in o Regula ion o he Minis e o Women's Empowe men and Child P o ec ion (PPPA) No. 6 o 2021 conce ning he
Na ional S a egic Plan o he Minis y o Women's Empowe men and Child P o ec ion, which es ablishes mechanisms o
assis ance, counseling, and a moni o ing and e alua ion sys em o in e ening in and ea ly de ec ion o child ma iage. The
go e nmen 's commi men o elimina ing child ma iage is also ou lined in P esiden ial Regula ion No. 18 o 2020 conce ning he
2025-2045 Na ional Long-Te m De elopmen Plan (RPJPN).
The Eas Ja a P o incial Go e nmen , wi h i s high numbe o child ma iages, has made a ious e o s o p e en and add ess
cases o child ma iage, including he issuance o Eas Ja a Go e no Regula ion No. 85 o 2023 conce ning he Region al Ac ion
Plan o he P e en ion and Handling o Child Ma iage o 2023-2024, which se es as a e e ence o dis ic /ci y go e nmen s o
comp ehensi ely implemen e o s o p e en and add ess child ma iage by conside ing he a ious causes o child ma iage ha
a y in each egion. The O ice o Women's Empowe men , Child P o ec ion, and Popula ion (DP3AK) o he Eas Ja a P o incial
Go e nmen pays special a en ion o and encou ages and mo i a es egencies/ci ies wi h ela i ely high a es o child ma iage,
which ce ainly ha e a nega i e impac on he wel a e o he people o Eas Ja a P o ince in gene al.
Lamongan Regency is one o he egencies in Eas Ja a P o ince, wi h a popula ion o 1.39 million people. The numbe o child
ma iage cases in he egency anks 14 h ou o 38 egencies in Eas Ja a, wi h 307 ma iage dispensa ions in 2023, comp ising 40
males (13%) and 400 emales (87%) ou o 9,468 ma iages (3.2%). The Lamongan Regency go e nmen claims ha his igu e has
dec eased by 33% compa ed o child ma iage cases in 2022, wi h 462 ma iage dispensa ions, comp ising 62 boys (13%) and 267
gi ls (87%) ou o 10,222 ma iages (4.5%). Child ma iage cases in 2024 dec eased by 23% wi h 234
ma iage dispensa ions, wi h a p opo ion o 35 males (14.9%) and 199 emales (85%) ou o 9,176 ma iages (2.5%). These igu es
a e sp ead ac oss nea ly 225 illages in Lamongan Dis ic ou o a o al o 474 illages in Lamongan Dis ic .

In 2023, he highes numbe o cases was con ibu ed by Modo Dis ic wi h 29 cases, and in 2024 by Ngimbang Dis ic wi h
22 cases. Ma iage dispensa ion cases we e domina ed by hose wi h a junio high school educa ion (48%) and senio high school
educa ion (41%). Low educa ion is one o he bigges ac o s con ibu ing o ma iage dispensa ions in Lamongan Regency. Wi h
only a high school o junio high school educa ion, i is di icul o hem o ind decen wo k, so ma iage, especially o women,
is conside ed a way ou o he inc easingly bu densome economic si ua ion o hei pa en s, who ha e no income and a e a bu den.

The Minis y o Religious A ai s and he Lamongan Dis ic Religious Cou , based on ma iage applica ion da a o 2023,
ound ha he mos common easons o g an ing ma iage dispensa ions we e mu ual lo e (179 cases, 58%), a oiding adul e y (61
cases, 20%), and unwan ed p egnancy (58 cases, 19%). Meanwhile, in 2024, he end has changed, wi h a oiding adul e y
domina ing a 131 cases (56%) and unwan ed p egnancy a 96 cases (41%).
The majo i y o hose applying o ma iage a e 18 yea s old each yea , while he lowes age eco ded o ma iage dispensa ion
applica ions is 13 yea s old in 2024 wi h 2 people (0.08%). Based on he da a, ma iage dispensa ion applica ion s o en occu om
May o July because he e is a local belie ha hese mon hs a e conside ed good o ma iage. This si ua i on shows how complex
he issue o child ma iage is, in luenced by a ious ac o s and impac ing a ious aspec s.
The Lamongan Regency Go e nmen , pa icula ly h ough he Women and Child en P o ec ion and Empowe men Agency
(DP3A), has made a ious e o s h ough campaigns and socializa ion o p e en child ma iage a a ious le els by in ol ing
a ious s akeholde s, including he Regency TP PKK, ela ed OPDs, communi y o ganiza ions such as Aisyah, Fa aya , and he
Child en's Fo um. In addi ion, he Lamongan Regency Go e nmen has made inno a i e e o s by launching he Inkompak
applica ion, which is an applica ion o egis e ing o ma iage dispensa ion counseling online. E e y candida e who wishes o
apply o a ma iage dispensa ion is equi ed o ob ain a ecommenda ion om a counselo , so i is hoped ha his inno a i e
counseling will change mindse s and p o ide educa ional in o ma ion on he a ious impac s o child ma iage, he eby encou aging
hem o cancel he ma iage.
The Lamongan Regency Go e nmen 's commi men o educing he a e o child ma iage is e lec ed in he issuance o
Lamongan Regen Regula ion No. 55 o 2023 conce ning he Regional Ac ion Plan o he P e en ion o Child Ma iage (RAD
PPA) o 2023-2026 on No embe 15, 2023. The RAD PPA is in ended as a guideline o local go e nmen s, ele an pa ies, and
he communi y in conduc ing in e en ions o he p e en ion and handling o child ma iage. The RAD PPA policy is a ollow-up
o p e ious policies issued by he Lamongan Regency Go e nmen , such as Regional Regula ion No. 3 o 2019 conce ning Child-
F iendly Regencies and Regen Regula ion No. 45 o 2020 conce ning Indica o s o Child-F iendly Villages/Subdis ic s.
The success o he implemen a ion o policies o p e en child ma iage canno be sepa a ed om a ious elemen s, bo h om
he go e nmen and non-go e nmen al o ganiza ions, in acco dance wi h Van Me e and Van Ho n's policy implemen a ion model
app oach. Van Me e and Van Ho n (1975) de ine policy implemen a ion as ac ions aken by indi iduals o g oups o go e nmen
o p i a e o icials, aimed a achie ing a goal ou lined in a policy decision. Thei iew assumes ha policy implemen a ion p oceeds

METHOD
This esea ch is quali a i e in na u e, used o unde s and complex social issues comp ehensi ely and na u ally, including he
social beha io pa e ns o indi iduals and communi y g oups. Th ough quali a i e esea ch, i is hoped ha a comp ehensi e
unde s anding can be ob ained ha ocuses on ideas and concep s o iden i y he beha io and social cha ac e is ics o he
communi y/socie y ha is he objec o he esea ch (Silalahi 2009). Meanwhile, he app oach used is desc ip i e o help explain
and desc ibe he Implemen a ion o Regen Regula ion Numbe 55 o 2023 conce ning he Regional Ac ion Plan o he P e en ion
o Child Ma iage in Lamongan Regency.
This s udy will ocus on he implemen a ion o Regen Regula ion No. 55 o 2023 conce ning he Regional Ac ion Plan o he
P e en ion o Child Ma iage in Lamongan Regency using he heo y o Van Me e and Van Ho n (Van Me e , D. S., & Van Ho n
1975), which iews ha policy implemen a ion is in luenced by six a iables, wi h a ocus on he ollowing: 1) Policy S anda ds
and Objec i es; 2) Resou ces; 3) Cha ac e is ics o implemen ing agen s; 4) Communica ion; 5) Disposi ion/a i ude o policy
implemen e s; 6) Social, Economic, and Poli ical En i onmen .
Da a collec ion in his s udy used bo h p ima y and seconda y da a. P ima y da a was ob ained di ec ly om esponden s h ough
obse a ion and in e iews wi h se e al sou ces, including he Lamongan Dis ic Women's Empowe men and Child P o ec ion
Agency; he Head o Buluma gi Village; eligious leade s; KAU ex ension wo ke s; midwi es; PKK; and he communi y o
Buluma gi Village. Meanwhile, seconda y da a u ilized c edible and ele an indi ec sou ces om li e a u e s udies such as books,
go e nmen epo s, scien i ic jou nals, websi es, p e ious s udies, and o he indi ec sou ces. This s udy used he in e ac i e da a
analysis model (Hube man, 2014), which ou lines ou s eps in quali a i e da a analysis: 1) Da a collec ion; 2) Da a condensa ion;
3) Da a p esen a ion; 4) D awing conclusions.

RESULTS AND DISCUSSION

da a om he Lamongan Regency Religious Cou compiled in he DISKA analysis, as well as he esul s o moni o ing he
implemen a ion o he Regional Ac ion Plan o he P e en ion o Child Ma iage (RAD PPA), he dynamics and de elopmen s in
Buluma gi can be comp ehensi ely desc ibed.

The da a shows ha h oughou 2021–2024, Buluma gi Village consis en ly anked among he illages wi h he highes numbe
o DISKA applica ions in Lamongan Regency. In 2021, he e we e 8 DISKA applica ions; he same numbe was eco ded in 2022.
In 2023, he numbe o applica ions dec eased o 3 cases, and ell again o 1 case in 2024. In pe cen age e ms, he decline om
2022 o 2024 eached 87.5%, indica ing signi ican p og ess in e o s o p e en child ma iage (USAID ERAT 2021) .
The peak in cases in 2021–2022 is in line wi h he dis ic end, which shows high numbe s du ing ha pe iod (426 cases in 2021
and 462 cases in 2022). A sha p decline in 2023–2024 occu ed a e he implemen a ion o he Counseling Se ice SOP by he
Women's Empowe men and Child P o ec ion Agency (DP3A) and he implemen a ion o RAD PPA wi h he suppo o USAID
ERAT (USAID ERAT 2021) . This SOP s ipula es ha child en unde 18 yea s o age will no be gi en ma iage ecommenda ions,
making i mo e di icul o DISKA eques s o he Religious Cou o be g an ed i he age limi is no me .

Lamongan Dis ic using he Van Me e and Van Ho n heo y
The numbe o child ma iage applica ions in Lamongan Dis ic , based on da a om he Religious A ai s O ice, ends o
inc ease, gene ally sp ead ac oss a ious pocke s o speci ic zones, wi h a ious p oblems a ising om p omiscui y and
dys unc ional amilies. Based on he abo e condi ions, he Lamongan Regency Go e nmen has made e o s o educe he numbe
o child ma iages by issuing a policy h ough he issuance o Regen Regula ion No. 55 o 2023 conce ning he Regional Ac ion
Plan o educe he numbe o child ma iages. The implemen a ion o he policy has been unde way o app oxima ely one yea .
Gi en his si ua ion, esea ch was conduc ed o assess he e ec i eness o he policy issued by he Lamongan Dis ic Go e nmen ,
equi ing a ho ough analysis ha encompasses he p ocess in acco dance wi h he heo e ical app oach ou lined abo e.

Lamongan Regen Regula ion No. 55 o 2023 conce ning he Regional Ac ion Plan o he P e en ion and Handling o Child
Ma iage (RAD PPA) is a s a egic policy ha egula es c oss-sec o al measu es o p e en child ma iage. The gene al objec i e is
o c ea e an en i onmen ha suppo s he g ow h and de elopmen o child en up o he minimum age o 19, in acco dance wi h
he manda e o Law No. 16 o 2019. I s speci ic objec i es include: s eng hening he capaci y o child en, amilies, an d
communi ies; imp o ing access o educa ion and ep oduc i e heal h; s eng hening egula ions and ins i u ional coo dina ion; and
encou aging illage inno a ion h ough he SADEL CEPAK p og am.
The pe o mance indica o s o he Regen Regula ion include a dec ease in he numbe o ma iage dispensa ion applica ions
(DISKA), an inc ease in he a e age leng h o schooling, he es ablishmen o child en's o ums, he implemen a ion o socializa ion,
and a dec ease in he pe cen age o ma iages unde he age o 19. The indica o o a dec ease in DISKA is he mos clea benchma k
because i is quan i a i e and e i iable. The esul s o he 2024 RAD PPA Moni o ing show ha he s anda ds and objec i es o he
Pe bup a e ele an o he condi ions in Buluma gi Village. The epo no es ha "in 2022, he numbe o ma iage dispensa ion
applica ions in Buluma gi Village was high compa ed o o he illages in Baba Subdis ic ," bu a e a se ies o in e en ions,
" he e was a signi ican dec ease in 2023, and his end con inued in 2024." DISKA da a suppo s h ese indings: om 5 cases
(2022) o 3 cases (2023) and only 1 case (2024) (USAID ERAT 2021).
The success o his decline was in luenced by he accep ance o policy objec i es by implemen ing ac o s. As s a ed by he
Buluma gi Village Modin, " hey should wai un il hey a e 19 yea s old in acco dance wi h he Ma iage Law. Then, o u he
ac ion, i is ecommended o seek counseling. This is because i hey a e o ced o ma y, i can lead o domes ic p oblems and e en
h ea en di o ce due o hei young age" (In e iew wi h Modin Buluma gi, 2024). Simila suppo came om eligious counselo s
who we e ac i ely in ol ed in he p og am. Modin Desa Buluma gi s a ed ha p ospec i e b ides and g ooms who a e unde age a e
equi ed o a end counseling. The e, we explain he heal h, economic, and domes ic isks. Many end up pos poning hei ma iage
a e unde s anding his. This s a emen shows ha he policy objec i e indica o s ha e been ansla ed in o conc e e ope a ional
mechanisms a he illage le el. Howe e , he bigges obs acle lies in ope a ional easibili y. The absence o a speci ic budge in
he Village Budge (APBDes) has mean ha some p og ams, such as he es ablishmen o a mo e ac i e child en's o um o a
sus ained public campaign, ha e no been op imally implemen ed. The moni o ing epo explici ly s a es (USAID ERAT 2024),
"adminis a i e cons ain s and audi conce ns ha e p e en ed he illage go e nmen om speci ically budge ing o p e en ion
p og ams."
F om Van Me e and Van Ho n's pe spec i e, he condi ions in Buluma gi show ha goal accep ance among implemen e s is
qui e high, bu a mo e massi e communica ion s a egy is s ill needed o each communi ies ha a e no ye ully con inced.
S eng hening indica o s a he illage le el and p o iding echnical assis ance on budge ing a e key o ensu ing ha policy
objec i es a e no only w i en in documen s bu a e ac ually ealized in he ield. The success in educing DISKA o e he pas
h ee yea s p o es ha clea policy s anda ds and goals ha a e accep ed by implemen e s can b ing abou eal change, e en amid
complex socio-cul u al challenges. Howe e , his success mus be main ained h ough sus ained esou ce suppo , consis en
implemen a ion, and inc eased communi y accep ance.
Resou ces
The implemen a ion o Regency Regula ion No. 55 o 2023 in Buluma gi Village depends on he in ol emen o a ious local
ac o s such as illage o icials, PKK cad es, Rema i Class, eligious eache s, illage o icials, and he Child en's Fo um. In e ms
o quali y, he co e implemen e s ha e a good unde s anding o he policy objec i es and show a high le el o commi men o
p e en ing child ma iage. The ole o PKK cad es is also e y impo an in dissemina ing in o ma ion and educa ion, especially o
adolescen gi ls. This shows ha he illage's human esou ces no only unde s and he subs ance o he policy bu a e also able o

egula agenda.
Wi hou special unding, ac i i ies such as pee cad e aining, ongoing public campaigns, and s eng hening he Child en's Fo um
a e di icul o ca y ou on a egula basis. These limi a ions mean ha he implemen a ion o p og ams in Buluma gi depends on
suppo om ex e nal pa ies such as he KUA, Puskesmas, and ela ed agencies. Al hough his collabo a ion helps, i
is no always consis en and o en depends on he agenda o each pa y. This means ha he sus ainabili y o child ma iage
p e en ion p og ams canno be ully gua an eed by he illage i sel . In e ms o acili ies and in as uc u e, Buluma gi Vi llage has
a illage hall, a PKK oom, and school acili ies ha can be used o socializa ion. Howe e , campaign suppo equipmen such as
p in media, isual educa ional ma e ials, and mul imedia equipmen a e s ill limi ed.

e o s mus be ca ied ou mo e in ensi ely and in ol e us ed communi y leade s. When compa ed o he policy s anda ds in
Pe bup No. 55 o 2023, he esou ces a ailable in Buluma gi a e s ong in e ms o he quali y and commi men o he implemen e s,
bu weak in e ms o he quan i y o implemen e s, unding, and suppo ing acili ies. These s eng hs ha e led o esul s such as a
dec ease in he numbe o DISKA applica ions in he las h ee yea s. Howe e , weaknesses in inancial and in as uc u e aspec s
make hese achie emen s a isk o being unsus ainable i no add essed immedia ely.
F om he pe spec i e o Van Me e and Van Ho n, he adequacy o esou ces in Buluma gi has no been op imally ul illed. The
dis ibu ion o implemen e s is s ill concen a ed on ce ain pa ies such as modin, PKK cad es, and eligious eache s, while he
in ol emen o o he illage o icials, eache s, and communi y leade s is s ill minimal. The u iliza ion o esou ces is also no
