Al hough his egula ion has a s ong legal basis, such as Law Numbe 15 o 2023 conce ning he P o ince o Bali and Law Numbe
10 o 2009 conce ning Tou ism, he e a e p oblems in he o mula ion o gene al and non-speci ic no ms, pa icula ly in A icles
3 and 9. Ph ases such as "cul u al p o ec ion" and "local wisdom" s ill con ain b oad and mul i-in e p e able meanings, and a e
no u he explained in he explana ions o each a icle, which only s a e "qui e clea ." This has he po en ial o c ea e legal
unce ain y, abuse o au ho i y, and injus ice in he managemen o o eign ou is e ibu ion p oceeds. This s udy uses a
no ma i e ju idical app oach wi h a sys ema ic and es ic i e in e p e a ion me hod (in e p e a ion o limi a ions) based on he
