li e in po e y; in he wes , as low as 1 in 33, a en old di e ence. Residen s desc ibed c ossing his di ide as

o in e p e a ions, and ha in e p e a ion is shaped by he in e p e e ’s pe spec i e and expe ience (Teo, 2010).
When i comes o issues o social policy, he knowledge and ac ion a ising om such da a is he e o e shaped
by who is in he posi ion o in e p e hem, and his posi ion is o en occupied by people wi h pe spec i es
and expe iences ha a e no he same as hose o he people wi h expe ience o he issue. Consequen ly, he
knowledge de i ed om he da a does no uly ep esen he eali y o expe ience, and in e en ions based on
his incomple e knowledge can all sho o add essing he needs o he communi ies he da a conce n.
We use he e m Da a Democ acy o desc ibe he no el app oach we ha e de eloped o add ess his sho coming
in social policy. In his app oach, he people wi h di ec expe ience o he issue lead he esea ch and knowledge-
p oduc ion p ocess; hey a e esponsible o asking he ques ions, in e p e ing he da a and co-c ea ing he
solu ions. In his way, he exis ing da a is analysed and unde s ood om he pe spec i e o expe s by expe ience,
and wi h his new knowledge, de i ed om bo h quan i a i e and quali a i e in e oga ion, communi ies and
