S a egic Managemen F amewo ks in Spo s O ganiza ions. S a egic managemen
in spo s is a dynamic, h ee-s age p ocess encompassing s a egy o mula ion, implemen a ion,
and e alua ion (Wahls öm, 2018). This cyclical jou ney begins by es ablishing a clea ision
and mission ha a icula e he o ganiza ion’s long- e m objec i es and co e pu pose, e lec ing
social esponsibili y and he aspi a ions ha guide s akeholde sa is ac ion (Wahls öm, 2018).
Wi hin spo s o ganiza ions, his ounda ional s ep is c i ical o align di e se s akeholde s—
including a hle es, coaches, adminis a o s, ans, sponso s, and egula o y bodies— owa ds
common goals.
A comp ehensi e in e nal and ex e nal en i onmen al analysis ollows, no ably
employing SWOT (S eng hs, Weaknesses, Oppo uni ies, Th ea s) analyses en iched by ools
such as he In e nal Fac o E alua ion (IFE) and Ex e nal Fac o E alua ion (EFE). Financial
a io analysis o e successi e yea s adds quan i a i e dep h o his e alua ion, enabling da a-

Applica ion o Uzbekis an’s Spo s Con ex . Uzbekis an's success in chess is a good
example o how hey combined go e nmen backing, local e o s, and wo king wi h o he
coun ies, esul ing in ic o ies and se ing a s anda d o o he spo s. This ad ancemen is
la gely d i en by he decisi e engagemen o he Uzbek go e nmen , exempli ied by P esiden
Sha ka Mi ziyoye ’s landma k dec ee issued on Janua y 14, 2021, which ini ia ed he S a e
P og am o Chess De elopmen o 2021–2025 (FIDE, 2021; Ma a o e al., 2020). The s a e
p og am lays ou ambi ious goals such as expanding egula chess pa icipa ion o 3 pe cen o
he na ional popula ion by 2025, es ablishing 25 new chess schools and clubs ia public-p i a e
pa ne ships, and posi ioning Uzbekis an among he op 10 coun ies in he In e na ional Chess
Fede a ion (FIDE) a ings (Uzbekis an Chess Fede a ion, 2025).
The dec ee inco po a es chess in o he educa ional cu iculum o o e a housand
elemen a y schools, suppo ing he "Chess in Schools" ini ia i e wi h subs an ial budge
alloca ions—o e $3 million USD ea ma ked o equipmen , ins uc o aining, and p og am
implemen a ion in he 2021–2022 academic yea .

Enhanced digi al in as uc u e—including ad anced an engagemen pla o ms, eal- ime
pe o mance analy ics, and in eg a ed communica ion sys ems—would expand he isibili y and
economic iabili y o spo s domes ically and in e na ionally (Bake & Esen, 2017; Taylo e al.,
2018).

o ganiza ional capaci y and p omo ing s a egic hinking among spo manage s, coaches, and
adminis a o s. Such p og ams should emphasize in e na ional bes p ac ices, inno a i e

and o ganiza ional esilience (Vagano a & Popo , 2021). Expanding inclusi i y ini ia i es,
especially a ge ing you h and ma ginalized popula ions, would s eng hen g ass oo s access and
social cohesion, ensu ing spo ’s de elopmen al bene i s a e widely dis ibu ed (Khan & Alam,
2019).
In conclusion, while Uzbekis an’s chess achie emen s p o ide a obus bluep in o
s a egic spo s managemen , eplica ing such success in o he spo s domains demands sys emic
e o ms. These include decen alizing go e nance, emb acing mul i-dimensional pe o mance
me ics, upg ading digi al capaci ies, and ini ia ing comp ehensi e capaci y-building p og ams.

Uzbekis an can ca alyze sus ained g ow h and dynamic compe i i eness ac oss i s en i e spo s
ecosys em.
Challenges and S a egic Recommenda ions. Key obs acles in Uzbekis an include

go e nance limi ing en ep eneu ial agili y (Shen & Wu, 2016). The challenges and s a egic

us a ions o he people who dedica e hei li es o spo s in Uzbekis an, om a hle es and
