[email protected] Annotation: This article substantiates the relevance of developing personal creative competence in the context of globalization and the rapid advancement of digital technologies. In particular, the educational practices of countries with advanced education systems — such as the United States, Finland, Japan, and Germany — are analyzed, highlighting their pedagogical approaches, educational technologies, and teaching methodologies. The application of foreign approaches in modern learning environments, methods that foster creative competence, incentive strategies, and pedagogical models are thoroughly discussed. The article also presents theoretical and practical recommendations for enhancing teachersʼ creative potential, integrating innovative approaches into the learning process, and developing personal creative competence. The research findings support the strengthening of learner-centered approaches in education and position creativity as a key factor in socio-economic development. Introduction: In the current era of globalization, the socio-economic, political, and cultural transformations occurring within society necessitate a qualitative renewal of human capital — specifically, the preparation of individuals equipped with modern knowledge, skills, and competencies. The rapid development of information and communication technologies, the widespread implementation of artificial intelligence, and the expansion of the digital economy underscore the growing importance of creative thinking, innovative approaches, and the ability to find unique solutions in both personal and professional development. The primary goal of the modern education system is not only to impart knowledge but also to cultivate studentsʼ independent thinking, ability to make effective decisions in problem situations, initiative, and creative approaches. Developing such competencies requires a fundamental rethinking of not only the content and methodology of education but also the role and position of the teacher within the learning process. In this regard, the experiences of countries with advanced education systems — such as the United States, Finland, South Korea, Japan, Singapore, and Canada — demonstrate that fostering creative competence involves emphasizing studentsʼ
521 independent thinking, critical analysis, and learning through practical engagement. In these systems, the principle of "teaching how to learn" takes precedence over simply "teaching," which contributes significantly to the development of creativity, the generation of innovative ideas, and the aspiration toward novelty. Therefore, analyzing advanced foreign pedagogical approaches and adapting their core principles and methods to local educational settings to develop studentsʼ personal creative competence has considerable scientific and practical relevance. This process not only ensures learnersʼ personal growth but also lays the foundation for producing specialists who are competitive in the labor market, socially active, and capable of innovative thinking. Moreover, the development of creative competence contributes to the proliferation of new ways of thinking, progressive ideas, startup projects, and technological entrepreneurship within society. As such, exploring this field holds strategic importance not only for the education system but also for the overall development of society. Research Aim The primary aim of this study is to conduct a theoretical and scientific analysis of foreign pedagogical practices in the formation and development of personal creative competence within the context of modern educational processes. The research seeks to examine the impact of these approaches on educational effectiveness and to identify ways of adapting them to local educational environments. Achieving this goal is intended to contribute to the creation of new pedagogical paradigms, the enhancement of studentsʼ creative potential, and the development of scientifically grounded recommendations for optimizing teaching processes. Ultimately, this will enable the preparation of highly qualified, creatively thinking professionals who meet the demands of an innovative society. In contrast to previously existing theoretical approaches, the study proposes integrative, innovative and reflective approaches to the development of creative competence based on the analysis of foreign pedagogical experiences. We recognized the development of a theoretical model of the formation of creative competence based on the methods used in foreign experiences and the justification of the possibilities of their adaptation to the national education system as scientific novelty. The research mainly focused on the experiences of foreign countries (such as the USA, Finland, South Korea, Singapore) aimed at developing creative competence in general education and higher education systems. The scope of the topic is limited to the issues of developing creative competence among students at the general education stage and among students in higher education institutions. Research methods and sources. The following scientific methods were used in the study: - Analysis and synthesis - to analyze and generalize existing theoretical views on the topic; - Comparison - to identify differences and similarities by comparing foreign and local experiences; - Empirical observation - to assess the practical application of existing methodological approaches; - Modeling - to develop a theoretical model for the formation of personal creative competence. The main sources analyzed were official educational documents from countries such as the USA, Finland, Japan, and Singapore, international scientific articles, UNESCO and OECD reports, as well as pedagogical and literary sources written by local scholars. The concept of creative competence and its pedagogical significance. Creative competence refers to the ability of a person to create new, unique and effective ideas, solutions, as well as the potential to carry out practical activities based on them. In pedagogy, creative competence is not only a skill that expresses creativity, but also a complex indicator that includes such aspects as independent thinking in learning and creative activity, problem solving, and the use of innovative approaches. The
523 development of creative competence in the modern educational process encourages a person to independently form new knowledge and experiences for himself, to discover problems and actively participate in solving them creatively. Therefore, the formation of creative competence in the pedagogical process is of great importance not only for individual, but also for social development. Personal creative competence includes many elements. Among them, special emphasis is placed on knowledge and theoretical concepts (deep knowledge of the creative process and the basic principles of creative activity), abilities and skills (the ability to develop new ideas, solve problems through a creative approach), personal qualities (openness, independence, initiative, determination and initiative), motivational component (interest in creative activity and the desire to actively participate in it), emotional and intellectual abilities (tolerance of stress and difficulties, self-management). Personal creative competence is a unique dynamic, developing system, which is constantly formed under the influence of education, culture, and social environment. Analysis of foreign pedagogical experiences. Methods for forming creative competence in different countries have changed over time. In the modern world, the issue of forming creative competence is a priority in the educational policy of each country. Let us consider the main approaches used in advanced countries: USA - Project-Based Learning (PBL) is widely used in the education system. This method serves to develop independent thinking, creativity and collaboration skills in students. Also, creative technological approaches are promoted through STEM (Science, Technology, Engineering, Mathematics) education. Finland - Based on an open learning environment and a student-centered approach, great attention is paid to supporting the personal interests and creative potential of students. Interdisciplinary projects and practical work are effectively used to develop creative competence. Japan - The combination of discipline and creativity is the main principle in education, and the concepts of "Kikigaki" (deep understanding of problems) and "Kaizen" (continuous improvement) are used to form creative approaches. Group work and problem-solving tasks play an important role in the educational process. Germany - Emphasis is placed on practical and technical education, and the dual education system (between school and industry) is effectively used to develop creative competence. This system strengthens studentsʼ creative approach to problems. Presentation of pedagogical technologies and methodologies. Flipped Classroom Used in a number of educational institutions in the US and Europe, this method allows students to study theoretical material at home and devote more time to practical exercises and creative activities in class. 2. Design Thinking A common approach in Finland and the US, it encourages creative and systematic thinking to develop innovative solutions. 3. Maker Movement and FabLabs These are projects developed in Germany and the United States that allow students to engage in practical creativity and use technology. 4. Effective pedagogical strategies based on foreign experience Based on the analysis of foreign experiences, effective pedagogical strategies can be formulated as follows. 5. Methodology for the formation and development of personal creative competence. Personal creative competence is a complex competency that includes the studentʼs ability to think in new ways, solve non-standard problems, create original ideas, make independent decisions, and express himself. The methodology for developing personal creative competence in students consists of several foundations, which are presented in the table below with explanations of these foundations. The process of encouraging pupils and students to think creatively is a complex pedagogical process, and the main priority is the methods aimed at stimulating. Brainstorming, SCAMPER technique, Role-playing and improvisation, Associative thinking exercises, Design Thinking are vivid examples of the above-mentioned methods. In the process of developing personal creative competence of pupils (students) using these methods, the main factors are the transparency and freedom of the educational environment, including mass work with open questions, the use of elements of choice and freedom, a positive environment that allows for mistakes, and a reward system for innovative ideas. Including creative tasks in each subject (for example, tasks to solve a problem in a unique way), developing rubrics for assessing creativity (novelty of the idea, practical value, level of solution to the problem), introducing a "Creative Portfolio" for each student - there will be a project, essay, drawing, design, article, etc., practical activities such as self-reflection and understanding of personal development based on questions and answers after the lesson, inspiring creativity by inviting creators, designers, and startups to lessons are important recommendations for developing personal creative competence in the learning process.
