THE MAIN ASPECTS OF THE ACTIVITIES OF MASS MEDIA IN THE PROCESS OF FORMING PUBLIC OPINION IN KARAKALPAKSTAN

Abstract

This article analyzes the role and significance of mass media in the process of shaping public opinion in the Republic of Karakalpakstan. The study scientifically and theoretically explores the influence of both traditional and digital media on society, their communicative characteristics, and their interaction with audiences. The article examines the mechanisms through which television, radio, print media, internet portals, and social networks operating in Karakalpakstan affect public opinion. The findings indicate that social networks have become the most effective and dynamic platforms for shaping public sentiment, while traditional media continue to play a vital role through their stability, reliability, and analytical approach. The article concludes by presenting recommendations for improving media performance in Karakalpakstan, developing digital media culture, and ensuring information security.

В статье изучены механизмы воздействия телевидения, радио, печатных изданий, интернет-порталов и социальных сетей, действующих на территории Каракалпакстана, на формирование общественного мнения. Анализ показал, что социальные сети занимают ведущие позиции как наиболее эффективная и оперативная платформа в этом процессе. В то же время традиционные СМИ продолжают играть важную роль благодаря своей устойчивой надежности и аналитическому подходу. В заключении статьи представлены предложения по совершенствованию деятельности средств массовой информации в Каракалпакстане, развитию цифровой медиакультуры и обеспечению информационной безопасности. INTRODUCTION. In the contemporary era of globalization and rapid development of information technologies, the role of mass media in shaping public opinion has increased immeasurably. As information flows accelerate and social networks expand, people’s political, social, and cultural perceptions—as well as their attitudes toward various societal processes—are increasingly shaped through mass media. Mass media serve not only as channels for disseminating events but also as a powerful social institution that molds public consciousness, promotes civic engagement, and strengthens citizens’ positions in society. In the context of the Republic of Karakalpakstan, this process has distinctive features. The region’s historical, cultural, and linguistic characteristics, along with the ethnic and social diversity of its population, necessitate a well-structured and targeted organization of media activity to ensure the healthy formation of public opinion. In particular, newspapers, journals, television channels, radio broadcasts, and internet portals operating in Karakalpakstan play a decisive role in informing various social groups, broadening their worldview, and increasing social activity by drawing attention to pressing social issues. In recent years, the reforms implemented in Uzbekistan’s information policy—aimed at ensuring media freedom, supporting journalistic activities, and strengthening transparency and openness— have created favorable conditions for the emergence of a new stage in the formation of public opinion in Karakalpakstan. In this regard, the Law on Mass Media, the Law on the Principles and Guarantees of Information Freedom, presidential decrees, and resolutions of the Cabinet of Ministers have consolidated the legal framework for media activity. At the same time, digital media, online journalism, and blogging are developing rapidly across the region. However, certain challenges persist in the process of shaping public opinion. These include the uneven distribution of information flows, weak internet infrastructure in some areas, and the spread of fake news among youth—all of which directly affect the effectiveness of media operations. Therefore, in the context of Karakalpakstan, there is a pressing need for a scientific study of the social responsibility of the media, as well as their approaches and methodologies in influencing public opinion. RELEVANCE OF THE STUDY. The relevance of this research lies in its focus on analyzing the main directions, existing challenges, and modern mechanisms for enhancing the role of mass media in shaping public opinion in Karakalpakstan. The results of the study contribute to improving the regional information policy, strengthening social communication, and increasing the role of the media in ensuring social stability. The main objective of this article is to conduct a systematic analysis of the activities of mass media in the process of public opinion formation in Karakalpakstan, to determine their influence on sociopolitical life, and to scientifically interpret the existing trends. The study provides an in-depth analysis of the functioning of regional media, the level of public trust in information, the role of digital communication tools, and the influence of social networks. METHODOLOGY. This research is devoted to a scientific and analytical examination of the role of mass media in the formation of public opinion in Karakalpakstan. The methodological basis of the study is grounded in theories of social communication, the sociology of mass media, and modern approaches to media analysis. The main emphasis is placed on explaining the mechanisms of media influence on public opinion, as well as identifying the regularities and tendencies within their activities. During the research process, analytical, comparative, content-analysis, and systemic approaches were employed. Through the analytical method, existing academic sources, legal documents, governmental resolutions, and official statistical data were analyzed to evaluate the activities of mass media in Karakalpakstan, their social role, and their impact on public opinion. The comparative method was used to identify the specific characteristics of Karakalpakstan’s media system by comparing it with media structures in other regions, which provided a deeper understanding of the local context. The content-analysis method was applied to examine media materials—particularly the content and thematic direction of information presented in local newspapers, television programs, internet portals, and official social media pages. This approach made it possible to scientifically evaluate how media topics influence public attention, their role in increasing social activity, and their approach to addressing social issues. The scientific foundation of the research is based on the Constitution of the Republic of Uzbekistan, the Law on Mass Media, the Law on the Principles and Guarantees of Information Freedom, as well as presidential decrees, decisions of the Cabinet of Ministers, and relevant regulatory documents adopted in the Republic of Karakalpakstan. In addition, the works of national and foreign scholars in the field of media studies, monographs on information policy, academic articles, and digital sources enriched the theoretical framework of the research. Throughout the study, each issue was examined step by step using the principles of scientific logic, analytical reasoning, systematic thinking, and conceptual generalization. The obtained results were synthesized to provide a scientifically grounded interpretation of the influence of mass media on public opinion in the Republic of Karakalpakstan, as well as their socio-economic and cultural role. As a result, objective and theoretically substantiated conclusions were drawn about the place of mass media in the regional social system and their mechanisms of shaping public opinion (see Table 1). Within the framework of this research, the results obtained through content analysis, the examination of normative documents and media sources, and the application of comparative methods were identified along the following directions. Firstly, the types and functional structures of mass media in Karakalpakstan are clearly differentiated. Traditional print publications (local newspapers and journals), radio broadcasts, and regional television channels remain the main sources of information transmission. However, in recent years, a rapid development of the digital media segment, particularly those relying on internet portals and social networks, has been observed. The results of the content analysis indicate that traditional media play a central role in covering official news, local developments, and cultural-educational topics, while digital media outlets have become the leading sources for disseminating fast news, opinion posts, and trending topics popular among young audiences. Secondly, in terms of topics and coverage directions, the analysis identified the main priorities and focus areas of media content. Socio-economic issues such as employment, infrastructure, education, and healthcare; cultural heritage and language matters; and local governance initiatives are among the most frequently covered subjects. Meanwhile, political and social issues are typically reported in an official tone and mainly through formal commentary. Forms of critical journalism remain limited, and analytical materials are often based on official sources. According to the content analysis, narratives that seek constructive solutions and aim to ensure social stability tend to dominate discussions of societal problems in the media. Thirdly, linguistic and cultural factors play a significant role. The multiethnic composition of Karakalpakstan and the existence of multiple local languages have necessitated the production of media content in several languages. The analysis revealed that while television and radio broadcasts provide sufficient content in both Uzbek and Karakalpak languages, a large share of internet and ISSN: 2582-4686 SJIF 2021-3.261,SJIF 20222.889, 2024-6.875 ResearchBib IF: 9.948 / 2024 VOLUME-5, ISSUE-11 1010 social media content is distributed in Russian or in Uzbek-translated formats. This situation creates disparities in information access and cultural adaptation among some ethnic groups, making the issues of informational inclusivity and the homogenization of public opinion increasingly relevant. Fourthly, the communicative strategies employed by the media in shaping public opinion have been identified. According to the content analysis, regional media actively use the agenda-setting and framing functions — promoting specific social topics, presenting their solutions in a positive context, and aligning messages with local government initiatives. Simultaneously, gatekeeping mechanisms are also coordinated; that is, news editing processes often remain dependent on official sources and the positions of state authorities. Fifthly, the role and characteristics of digital media and social networks stand out as distinctive. The analysis revealed that Telegram channels, Facebook and Instagram pages, and several blogs facilitate the rapid dissemination of information, create platforms for public discussion, and stimulate social activity among youth. However, the anonymity and immediacy of digital platforms also contribute to the spread of misinformation and sensational content. The content-based findings suggest that while digital media enable open discussion of local issues, they simultaneously increase the risk of insufficiently verified or low-quality information. Sixthly, the legal, operational, and organizational context was clarified through the examination of normative documents and media practices. The study confirmed the presence of several laws and regulatory documents governing the media landscape in Karakalpakstan, as well as the state’s active role in regulating information policy. At the same time, content analysis revealed persistent constraints and practical challenges in media independence, journalistic professionalism, and editorial autonomy, all of which influence the transparency and independence of media activities. Seventhly, insights into information infrastructure and technical capabilities proved to be crucial. Regional infrastructure — including internet speed, coverage, and levels of digital literacy — directly affects the accessibility and quality of media content. The analysis demonstrated that in certain remote areas with limited digital access, traditional media continue to dominate, leading to uneven distribution of information flows. Eighthly, issues of financing and economic sustainability were analyzed. The findings of the content analysis and related analytical sources indicate that local media often face financial constraints, with limited access to advertising markets and sponsorship opportunities. As a result, they lack sufficient resources for producing quality journalistic investigations and analytical materials, which in turn pushes them toward more official and semi-commercial content. Ninthly, the study identified patterns of social impact and public reactions based on media content. A correlation was observed between discussions emerging in interactive digital spaces and topics set by editorial agendas — indicating that media-driven agendas are frequently reflected in online discourse. Moreover, issues and criticisms raised on social media are often legitimized or rejected by local media outlets, confirming the mediating role of mass media in the process of shaping public opinion. Tenthly, alongside the identified challenges and weaknesses, several positive tendencies were recorded. These include the diversification of media activity (particularly the emergence of digital platforms), an increase in local content production, and the development of communication mechanisms between the media and governmental institutions, which collectively enhance the effectiveness of public engagement. In conclusion, the findings clearly demonstrate that mass media in Karakalpakstan play a multifaceted and significant role in shaping public opinion; however, the effectiveness of this role is directly linked to such external conditions as information infrastructure, media independence, linguistic and cultural compatibility, and financial stability. Based on statistical data, it can be stated that the number and coverage of mass media outlets in the Republic of Karakalpakstan have been steadily increasing year by year. According to the Statistics Agency of the Republic of Uzbekistan and the Agency for Information and Mass Communications, as of 2024, more than 45 officially registered media outlets operate in Karakalpakstan, including 18 print publications, 6 television channels, 4 radio stations, and 17 electronic (online) outlets. Moreover, the number of internet users in the region has exceeded one million — approximately 75 percent of the total population. Social media activity has also risen considerably: around 63 percent of residents actively use platforms such as Telegram, Facebook, and Instagram. In recent years, the number of local news portals and blog pages has increased by 35 percent, while audience engagement has grown by 40 percent. These figures indicate that the information space in Karakalpakstan is expanding, and that digital media, alongside traditional outlets, are becoming increasingly important factors in shaping public opinion (see Figure 1). The results of the study demonstrate that the mass media in the Republic of Karakalpakstan operate as a significant social institution in the process of shaping public opinion. However, this process does not occur uniformly or perfectly; rather, it is influenced by various factors, conditions, and the specific characteristics of the existing media system. First and foremost, the main characteristic of media activity in Karakalpakstan lies in its orientation toward ensuring social stability and promoting a positive regional image. Most local publications and television channels prioritize issues such as social harmony, interethnic unity, and the preservation of cultural values. This tendency is a natural outcome of the region’s historical, cultural, and political context. However, this same approach limits the development of analytical and critical journalism, resulting in public opinion being predominantly shaped by official information flows. Secondly, the growing influence of digital media and social networks has led to the emergence of a new phase in public opinion formation. Particularly among youth, platforms such as Telegram, YouTube, and Instagram have become primary sources for receiving news and expressing opinions. This has intensified competition with traditional media. At the same time, the rapid spread of false or unverified information can lead to public misconceptions. Therefore, enhancing media literacy and developing a culture of fact-checking within the regional media ecosystem have become increasingly important priorities. Thirdly, linguistic and cultural diversification represents a distinctive feature of the mass media system in Karakalpakstan. Local media operate mainly in Karakalpak and Uzbek, while Russianlanguage materials are widely circulated online. On the one hand, this multilingual environment allows for a broader audience reach; on the other hand, it can restrict access to information for certain groups. Hence, developing multilingual media content, strengthening translation services, and maintaining cultural balance should become strategic priorities in the future media policy of the region. Fourthly, information infrastructure and digital accessibility directly affect the process of shaping public opinion. In some rural and remote districts of Karakalpakstan, limited internet coverage and low connection speeds lead residents to rely primarily on television and radio as their main sources of information. This situation creates a digital divide problem. Therefore, expanding digital communication infrastructure is a key condition for ensuring equal and fair distribution of media influence. Fifthly, the issue of economic and organizational independence of media institutions plays a crucial role. Many local media outlets operate through state or semi-state funding, which limits their ability to maintain editorial independence. Consequently, opportunities for open discussion and critical journalism are constrained. In this regard, non-governmental media entities, local bloggers, and civic journalism play an increasingly important role in making the media sphere more open, diverse, and independent. However, the sustainability of such initiatives depends largely on their financial resources, legal protection, and professional competencies. Sixthly, the model of interaction between the media and government institutions is gradually evolving. The introduction of transparency policies, the expansion of press services, and the emergence of official information portals have brought about positive changes. Nevertheless, in practice, information dissemination often remains confined to official statements. Therefore, establishing a two-way, efficient communication system between media and state bodies is necessary. Such interaction will ensure not only timely and comprehensive delivery of information to the public but also the transparency and accountability of government activities. Seventhly, the analysis shows that the media landscape of Karakalpakstan is in a transitional phase — it has not yet fully adopted a digital model, but the dynamics of change are strong. This indicates that public opinion formation is increasingly influenced not only by state-controlled media but also by independent information platforms. In conclusion, the media system in Karakalpakstan represents a complex, multi-layered, yet progressively developing mechanism for shaping public opinion. By further improving media policies, enhancing digital literacy, supporting independent journalism, and strengthening content diversity based on linguistic and cultural pluralism, the effectiveness of the media’s social influence can be significantly increased. On this basis, the media of Karakalpakstan are consolidating their role not merely as channels of information dissemination but as vital social institutions that cultivate public consciousness, discourse culture, and social cohesion (see Table 2). CONCLUSION. In conclusion, mass media play a decisive role in the process of shaping public opinion in Karakalpakstan. Although traditional media — such as television and print publications — still maintain their importance as key sources of information for the population, the rapid expansion of digital technologies and the internet has brought new media platforms to the forefront. In particular, social networks have become crucial tools for the prompt formation of public opinion, facilitating communication among citizens and increasing social engagement. Furthermore, mass media have broadened opportunities to influence public perceptions of state policy, socio-economic reforms, and cultural developments. This, in turn, encourages citizens to participate more actively in social and civic life. Overall, it can be observed that the influence of mass media on public opinion in Karakalpakstan continues to grow. To further enhance this process, it is essential to organize media activities on the basis of democratic principles, improve journalists’ professional competence, and expand the infrastructure of digital media.
