The study conceptualizes competitiveness not merely as a price-based phenomenon, but as a multidimensional category incorporating product quality, marketing adaptability, customer relations, managerial efficiency, and institutional support mechanisms. Using a combination of theoretical generalization and analytical assessment, the article identifies key factors that determine the sustainability of small businesses in local markets and substantiates strategic pathways for enhancing their competitive resilience. Special attention is devoted to the role of localized demand analysis, service differentiation, and regulatory frameworks in fostering long-term competitiveness. The findings demonstrate that small businesses operating within local consumer markets can significantly strengthen their market positions through coordinated strategic planning and effective integration into the institutional environment. Аннотация В данной статье рассматривается проблема укрепления рыночных позиций субъектов малого бизнеса на локальных потребительских рынках в условиях растущей конкуренции, структурной экономической трансформации и изменения потребительского поведения. В исследовании конкурентоспособность концептуализируется не только как ценовое явление, но и как многомерная категория, включающая качество продукции, маркетинговую адаптивность, отношения с клиентами, управленческую эффективность и институциональные механизмы поддержки. Особое внимание уделено роли анализа локального спроса, дифференциации услуг и нормативно-правовой базы в обеспечении долгосрочной конкурентоспособности. Результаты показывают, что малые предприятия, работающие на локальных потребительских рынках, могут значительно укрепить свои рыночные позиции посредством скоординированного стратегического планирования и эффективной интеграции в институциональную среду. INTRODUCTION In the context of contemporary economic development, small business entities play a critical role in sustaining local consumer markets and ensuring balanced regional growth. Unlike large corporations, which operate across wide geographical areas and benefit from economies of scale, small businesses are deeply embedded in local economic and social structures. This embeddedness grants them proximity to consumers but simultaneously imposes constraints related to limited financial, technological, and organizational resources. Local consumer markets are characterized by intense competition, fragmented demand, and a high sensitivity to price and service quality. Under such conditions, small business entities often face challenges in maintaining stable market positions, particularly when confronted with large retail chains, digital platforms, and informal market participants. As a result, the issue of strengthening the market position of small businesses becomes not only an economic task but also a strategic priority for sustainable regional development. This study proceeds from the premise that enhancing the competitiveness of small businesses in local consumer markets requires a comprehensive approach that integrates business strategy with institutional and regulatory mechanisms. The article aims to identify the principal determinants of small business market positioning and to propose practical frameworks for strengthening their competitive advantages within local market environments. LITERATURE REVIEW The scholarly literature on small business competitiveness emphasizes various theoretical perspectives. Classical economic theories associate competitiveness with cost efficiency and price advantages, while modern strategic management approaches stress differentiation, innovation, and customer orientation. Porter’s theory of competitive advantage highlights the importance of strategic positioning within industry structures, a concept that retains relevance for small business analysis when adapted to local market contexts.

Research on local consumer markets underscores the significance of institutional frameworks, such as regulatory stability, access to finance, and local governance, in shaping business performance. Despite extensive research, a noticeable gap remains in integrating strategic and institutional perspectives into a unified analytical framework tailored to local consumer markets. This article addresses this gap by synthesizing insights from both domains and applying them to small business market positioning. METHODOLOGY The research methodology is based on a qualitative-analytical approach combining theoretical synthesis with applied economic analysis. The study conceptualizes competitiveness as a systemic attribute influenced by internal business capabilities and external institutional conditions. Analytical tools include comparative assessment of market strategies, evaluation of operational indicators, and synthesis of empirical findings from comparable market environments. Key analytical parameters include product differentiation, pricing flexibility, customer interaction models, marketing channels, and regulatory support instruments. The methodological framework allows for identifying causal relationships between strategic decisions and market outcomes within local consumer environments. RESULTS The results indicate that small businesses achieving a stable market position exhibit a balanced combination of strategic adaptability and institutional alignment. Enterprises that actively analyze localized consumer demand and tailor their offerings accordingly demonstrate higher customer retention and sales stability. The findings further reveal that service quality and trust-based relationships often compensate for limited scale and financial capacity. Small businesses that integrate basic digital tools for marketing and customer communication also improve visibility and responsiveness. Instead, competitiveness emerges from the ability to create value for consumers through differentiation, relational capital, and adaptive strategies. The discussion highlights that institutional mechanisms—such as regulatory clarity, access to microfinance, and local business support programs—significantly amplify the effectiveness of internal strategies. Without such mechanisms, even well-designed business models face sustainability limits. Moreover, the findings suggest that policy interventions aimed at local market stabilization should prioritize capacity-building initiatives rather than short-term financial incentives. This approach aligns economic efficiency with long-term social and regional development objectives. CONCLUSION The analysis demonstrates that small business competitiveness in local consumer markets is a multidimensional phenomenon shaped by strategic, institutional, and relational factors. Strengthening market positions requires a coherent integration of internal business strategies with external support mechanisms. Small businesses that prioritize consumer-oriented differentiation, service excellence, and adaptive market behavior exhibit greater resilience and sustainability. In conclusion, fostering competitive small businesses in local consumer markets contributes not only to economic diversification but also to social cohesion and regional stability. The findings of this study provide a conceptual and practical foundation for policymakers, business practitioners, and researchers engaged in small business development.
