Abstract

The hereby article examines one of the critical issues in the field of education, teacher qualification deficiency, and presents an overview of its main causes, impacts, and potential solutions for sustainable educational development. In addition, to study the factors affecting teacher competence, both local and international practices are analyzed, and their implications for educational quality and professional development are discussed in detail.

Mazkur maqolada ta’lim sohasidagi muhim muammolardan biri – o‘qituvchi malakasining yetishmasligi xususida so‘z yuritiladi va uning asosiy sabablarini, ta’sirlarini hamda barqaror ta’lim rivoji uchun mumkin bo‘lgan yechimlarini ko‘rib chiqiladi. Bundan tashqari, o‘qituvchi kompetensiyasiga ta’sir qiluvchi omillarni o‘rganish maqsadida, mahalliy va xalqaro tajribalar tahlil qilinib, ularning ta’lim sifati va kasbiy rivojlanishga bo‘lgan ta’sirlari batafsil muhokama qilinadi. В данной статье рассматривается одна из ключевых проблем в сфере образования – дефицит квалификации учителей, и представлен обзор её основных причин, последствий и возможных решений для обеспечения устойчивого развития системы образования. Кроме того, для изучения факторов, влияющих на компетентность учителей, проанализирован как местный, так и международный опыт, а также подробно обсуждаются их последствия для качества образования и профессионального развития. INTRODUCTION Teachers play a central role in shaping the future of students and society. Their knowledge, skills, and ability to adapt to modern educational trends directly impact student learning outcomes. Yet, in Uzbekistan and other developing nations, many teachers lack the necessary qualifications, which presents serious challenges for the education system. These challenges include declining education quality, limited adoption of technological innovations, and regional disparities in teacher availability. LITERATURE REVIEW Teacher quality is universally recognized as a critical factor influencing the effectiveness of education systems. In many developing countries, including Uzbekistan, deficiencies in teacher qualifications present significant challenges that affect both educational outcomes and broader social development. Research indicates that teacher qualification gaps are multifaceted, arising from systemic, financial, and regional factors, which collectively hinder the provision of high-quality education. 1 One of the primary causes of teacher qualification deficiencies is systemic weakness within education systems. Curricula in many institutions remain outdated, relying heavily on theoretical instruction and providing insufficient opportunities for practical application. Schools often lack modern teaching materials and equipment, which further limits teachers’ ability to adopt contemporary pedagogical practices. In addition, low salaries and limited opportunities for career advancement reduce the appeal of the teaching profession, discouraging qualified individuals from entering or remaining in the field. 2 DISCUSSION Teacher qualification deficiency arises from a combination of systemic, financial, and regional factors. Systemic weaknesses, such as outdated curricula, reliance on theoretical approaches over practical application, and insufficient teaching materials and equipment, limit teachers’ ability to implement modern pedagogical practices. Financial constraints further exacerbate the problem, as low salaries and limited career advancement opportunities reduce motivation for professional growth and discourage young, talented individuals from entering the teaching profession. Additionally, professional development programs are often inadequate, failing to meet practical classroom needs or requiring lengthy absences from teaching duties. Regional disparities also contribute significantly, with rural and remote areas facing acute teacher shortages, often leading schools to employ underqualified personnel. Professional development programs present additional challenges. Many existing training programs are of low quality, failing to address real classroom needs. Long-duration courses often require teachers to be away from their classrooms for extended periods, which disrupts learning continuity and reduces the practical impact of the training. Moreover, professional development is often concentrated in urban centers, making access difficult for teachers in rural and remote areas. Regional disparities exacerbate these issues, as rural schools frequently experience teacher shortages and are compelled to employ underqualified staff to meet minimum staffing requirements. Addressing these challenges requires a multifaceted approach. Increasing financial incentives, including higher salaries and bonuses for teachers in underserved areas, can improve recruitment and retention. Introducing modern pedagogical methods, such as interactive technologies, innovative teaching strategies, and online learning platforms, can enhance instructional quality. Professional development programs should be practical, modular, and accessible, ensuring that teachers acquire relevant skills without disrupting classroom teaching. Reforming professional development is equally important. Training programs should focus on practical, classroom-relevant skills, be modular to minimize disruption to teaching, and be accessible across different regions and school contexts. Establishing professional development centers and mentorship programs based on international best practices can provide ongoing support for teachers. Adopting lessons from global experiences, such as Finland’s emphasis on teacher autonomy and professional recognition, South Korea’s integration of technology and continuous training, and Singapore’s mandatory ongoing professional development, can further strengthen teacher competence. International exchange programs and partnerships can also expose teachers to innovative pedagogical approaches, fostering continuous growth and knowledge sharing. CONCLUSION In conclusion, teacher qualification deficiency in Uzbekistan is driven by interrelated systemic, financial, and regional factors, but it can be addressed through coordinated strategies that combine financial incentives, modern pedagogical innovations, practical professional development, and adaptation of global best practices. Such an integrated approach not only improves teacher competence but also enhances student learning outcomes, educational equity, and sustainable national development. REFERENCES 1.
