Abstract
The degree of mechanization of installation work during reconstruction is characterized not only by a large proportion of labor costs, but also by the quality of the work performed. In order to reduce losses in construction organizations, it was proposed to create a differentiated regulatory framework in the form of correction factors for certain types of work during reconstruction, expansion and new construction on the territory of existing industrial enterprises.

As is known, construction and installation work at existing enterprises is usually carried out in relatively cramped conditions due to the dense installation of developed systems of above-ground and underground communications at construction sites. In environments with harmful gases, excessive gas and dust emissions, high temperature exposure, in most cases, work inside existing workshops is carried out without stopping the main production processes. The existing standards provide for several types of conditions for normal, narrow, especially narrow, complex, very complex and harmful conditions of production work. Correction factors should be differentiated depending on the volume of work performed during reconstruction and the characteristics of their implementation. The shortcomings of the existing regulatory framework are to a certain extent due to the fact that during its development, the renewal of the fixed assets of existing industrial enterprises (new construction, expansion and reconstruction) was not taken into account. In the context of the reconstruction of existing enterprises, it is often not possible to introduce modern construction equipment, promising prefabricated structures and parts manufactured in factory conditions, comprehensive mechanization of construction work, and advanced methods of organizing construction production.

The level of mechanization of installation work during reconstruction is characterized not only by the high relative weight of labor costs, but also by the qualitative composition of the labor performed. In conditions of low mechanization of construction and installation work during the reconstruction of buildings, manual labor accounts for 75-85% of the total labor, while in the conditions of the construction of new buildings this figure is 40-45%. One of the important factors affecting the results of the construction organization's activities during the reconstruction of existing enterprises is the narrow conditions for the implementation of work. [2,5] In addition, when the composition and objects of the volume of work to be performed are known, construction and installation work, which is considered relatively complex during reconstruction, is usually not profitable for construction organizations due to the loss of labor costs at reconstruction sites, and this is exactly what is reflected in our dissertation work. In order to reduce losses in construction organizations, it was proposed to create a differentiated regulatory base in the form of correction coefficients for certain types of work when carrying out reconstruction, expansion and new construction work on the territory of existing industrial enterprises. In the development of correction coefficients, the division of production conditions of construction and assembly work into classes was used for the restoration of the main funds and the reconstruction of existing enterprises. (See Table 1). The impact of the characteristics of the object being reconstructed on the results of the activities of construction organizations was assessed and the composition of construction and installation works according to the projects of light industry enterprises was studied. The type of object (new construction, expansion or reconstruction), production conditions and the composition of construction and installation works were determined by projects. According to the data obtained, the relative weight of construction and installation works changed significantly when new construction was carried out on the territory of existing industrial enterprises (Table 2). A construction organization selected 13 calculations for the installation of a monolithic screed when constructing a new facility on the territory of an existing enterprise (Table 3). Example 2. It is necessary to determine the correction factor for the same work performed at the facility being reconstructed. 12 calculations were selected for the installation of monolithic overlays when carrying out reconstruction work in relatively narrow conditions, which are characterized by the data presented in Table 4. As in the first example, it is necessary to determine the correction factor for the installation of monolithic overlays in relatively narrow conditions of the area where the work is carried out. In the same way, adjustment coefficients for labor costs are determined for all types of construction and assembly works. Assessment of the accuracy of the obtained results is carried out using the methods of mathematical statistics. Conclusion. Thus, by determining the correction coefficients for labor costs for individual types of work, it is possible to proceed to calculating the correction coefficients for the types of facilities that are being newly built, expanded, and reconstructed.
