Abstract

The "Communication and Dissemination Strategy 3" (D6.3) delineates the approach for disseminating and communicating the SDGs-EYES project to maximize its impact and streamline external perception. This document provides a comprehensive overview of the project's communication and dissemination strategy, encompassing the various activities that have been developed for the purpose of sharing project outcomes and results. The objective of this strategy is to enhance stakeholder engagement and support the activities of "Institutional Liaison, Co-design and Users' Uptake" (WP2) as well as to promote the developed services for a wide use. This report is an update of the "Communication and Dissemination Strategy 1" (D6.1) and "Communication and Dissemination Strategy 2" (D6.2), with a particular focus on the period coinciding with the "EXPLOITATION" phase.

User uptake events, posters or sessions at scientific conferences also help in raising project awareness, disseminating project results and potential further developments and reaching both the core target groups of the project and the multipliers. A database with relevant both policy and scientific events has been set up and is internally shared among the consortium members. It is regularly discussed and updated at project calls and meetings. Scientific dissemination of the project results is performed in Task 6.2 “Scientific dissemination, networking and collaboration with relevant bodies” by CMCC and all project partners. The project was disseminated at main international scientific conferences as reported in the project website (https://sdgs-eyes.eu/category/events/). Networking activities with the consortium of other scientific projects (IRIDE, EO4EU, ForestPaths and other Horizon Europe Projects) will continue until the end of the project. 5.5 Policy briefs The aim of policy briefs is to synthesise the project’s main findings and translate them into actionable knowledge for policy formation, by widely distributing them to policy makers, business communities and NGOs. They serve multiple strategic functions within SDGs-EYES communication and dissemination strategy:  Translate the scientific and technical complexity of EO-based monitoring solutions into accessible content for non-technical stakeholders.  Act as outreach instruments to key institutional actors, such as National Statistical Offices, DGs of the European Commission, environmental protection agencies, and relevant international bodies (e.g. FAO, UNEP, UN-GGIM).  Offer replicable methodologies and open-access tools that support evidence-based policy design and reporting.  Foster the horizontal transfer of pilot-based approaches to other geographic, thematic, or institutional contexts. Led by T6, the drafting, review and dissemination of policy briefs is structured to maximise synergies between scientific findings, user co-design insights and institutional outreach actions, and it is implemented in close collaboration with the “Institutional Liaison, Co-design and Users' Uptake” (WP2)) activities. Deliverable 6.3 11 Each SDGs-EYES Policy Brief is conceived as a short, high-impact, user-friendly publication (6–8 pages), focusing on:  Contextualisation of the SDG indicator(s) in question and its relevance to EU and global policy frameworks (e.g. SDG 13, SDG 14, SDG 15, Paris Agreement, EU Green Deal, MSFD, Biodiversity Strategy).  Presentation of the specific service developed within the pilot, including technical features, data sources (Copernicus, in situ, EO-derived), and methodological innovation.  Key policy challenges identified in the co-design process (e.g. data fragmentation, capacity gaps, validation issues, institutional inertia).  Strategic responses offered by the SDGs-EYES solution, including usability, integration into monitoring frameworks, and opportunities for replication.  Forward-looking recommendations tailored to institutional, technical, and financial stakeholders. The editorial format, standardised for all policy briefs, mirrors the structure adopted in the first policy brief, about the FIRE-TRACE service. This policy brief has served as the model document: an introductory “scene setting”; visual representation of the tool; key features; technical narrative; barriers and enablers; policy implications; stakeholder-specific guidance and final recommendations. T6’s operational plan foresees the release of at least two policy briefs before September, starting with the policy brief dedicated to the pilot “Eutrophication and Acidification in the North Sea”. To meet this goal, each pilot team is expected to actively support the development of their respective brief by providing timely data, outputs from user uptake activities, visual materials and institutional context. This collaborative workflow ensures that briefs are accurate, relevant, and actionable. Each policy brief will be published as a digital document on the SDGs-EYES website and promoted through targeted campaigns, direct mailing to institutional and technical networks and at relevant events (e.g. EUROGEO, EXPANDEO, the final SDGs-EYES event in Lecce). Where possible, they will also be presented in stakeholder dialogue sessions and embedded into the final scientific and policy outputs of the project. This briefs, integrated with other elements, will form a legacy knowledge product ensuring the long-term usability, scalability and visibility of the project results across European and international audiences. The FIRE-TRACE Policy Brief, which was finalised and published in May 2025, exemplifies the value of this format. It successfully demonstrated the FIRE-TRACE service’s ability to provide near real-time, spatially explicit estimates of GHG emissions from forest fires, integrating EO data and partial combustion models into an intuitive platform. By targeting policy makers, environmental agencies, and statistical authorities, the brief outlined clear use cases for national reporting under SDG 13 and provided a roadmap for scaling the solution across Europe. The same impact is expected from upcoming briefs. Deliverable 6.3 12 5.6 Webinars The organisation of webinars on specific subjects of interest for the project and its results are organised to reach a wide range of stakeholders. The co-design workshop of Pilot 3 “Eutrophication and acidification in the North Sea” was organized as CMCC online seminar. An additional co-design workshop for Pilot 5 ‘“Exploiting EO to address SDGs indicators for the safety and security of the citizens” was implemented as webinar in collaboration with the GEO SPACE-SECURITY initiative. During this final phase of the project, however, two dissemination webinars will take place in the remainder of the project time:  the first webinar on 10/07/2025, titled “The impact of climate change on people” and  the second webinar on 15/07/2025, titled “The impact of climate change on ecosystems”. The objective of the webinars is to demonstrate the services that the project has developed to support understanding and awareness around the impacts of climate change. The webinars will also be used to receive additional feedback, to be reported in D2.5. Webinars will be streamed online and made available also on demand, by exploiting partners' expertise and communication - e.g. CMCC and EARSC - EOCAFEs have a wellknown webinars series, also published on dedicated YouTube channels with a broad international audience outreach. 5.7 Videos Videos provide the most engaging type of content that can be immediately shared on digital communication channels to easily catch user attention and spread out simple and effective messages. The SDGs-EYES institutional video has been produced to promote the project's main outcome: the Platform. The video has been published on SDGs-EYES YouTube channel, featured prominently on the project website and shared on LinkedIn. Project partners are encouraged to share it not only through their own channels, but also when participating in interesting initiatives or events. Furthermore, it is being promoted within different platforms and communities. Throughout the project, quick-fire interviews with key partners and users have been conducted to present project activities and results in an interactive and engaging way. All these multimedia materials are available on the project website and are regularly promoted via the available communication channels and partner networks. 5.8 Media outreach & press work The expertise of partner institutions' press offices is used to disseminate press releases at key project milestones (e.g. after the pilots’ workshops), with the objective of capturing the attention of journalists and ensuring that significant research outcomes receive coverage in popular Deliverable 6.3 13 media outlets. These press releases are shared with all partners, so that they can distribute them to their press contacts. The press releases are designed in a way that allows easy personalization to meet specific needs (e.g. adding a quote from the partner's representative, incorporating the institution's logo, providing translation options, and more). 5.9 Additional communication materials and tools Templates and communication materials, whether in printed or digital format, serve as the primary tools for both internal and external communication activities. They play a crucial role in events, as well as in disseminating important information and news. Therefore, a leaflet and a roll-up offer a comprehensive project information, outlining its approach and expected impacts. Additionally, a slide deck assists the consortium in presenting the project during significant meetings and occasions. A StoryMap is produced to present results to a wide range of public through a digital storytelling tool. The StoryMap can combine maps, embedded content, multimedia, and more into an interactive narrative that will be harmonized among indicators and pilots and collected into a SDGs-EYES collections published on the project website. 6. Timeline of the communication and dissemination activities of SDGs-EYES (“When”) The strategy is executed in three distinct phases over the course of the project, in alignment with the general project plan and supporting other project activities. Each phase has its own set of objectives and will employ specific actions through suitable communication channels. This document is referring mainly to the Strategic phase (EXPLOITATION). 6.1 Awareness phase (COMMUNICATION) - M1-36 The “COMMUNICATION” phase aimed at creating a continuous awareness about the project in general, by informing and promoting the planned and ongoing activities and the first results among primary users. By M6 the “Communication and dissemination strategy 1” (D6.1) was released identifying the tools and actions that helped to start the promotion of the project activities and planned outputs start. In particular: ● Realisation of the visual identity of the project - logo and templates. ● Creation of the website - landing page at M3 and project website at M6. ● Opening of social media channels. Activities through feeds and updates of the channels continue until the end of the project. 6.2 Strategic phase (DISSEMINATION) - M19-36 During the “DISSEMINATION” phase, the SDGs-EYES project aims to further increase awareness and spread knowledge for others to use. Partners adapt and utilise various tools and materials to effectively engage the audience and disseminate the initial results and Deliverable 6.3 14 outputs, as well as important news pertaining to ongoing activities and actions. Dissemination activities are also designed to generate interest and facilitate the adoption of project outputs, presenting results through scientific papers, participating conferences, and attending and organising networking events. Additionally, efforts are made to reach out to the relevant institutional networks and projects as well as engage decision and policy makers at the various levels through the planned policy dialogues and policy briefs. 6.3 Impact phase (EXPLOITATION) - M19-36 This phase is dedicated to support projects results’ uptake and widen the impact of the project overall. A specific “Sustainability Plan” (D6.6) describing the planned activities for reaching different groups interested in using or adapting the provided new methodologies and providing a market analysis was released at M18, with an updated version (D6.7) at M36. The Sustainability plan is informed by the ongoing work in WP2, in which market and geographical analysis was conducted through the EARSC taxonomy. This will be accompanied by continuing the dissemination activities, in particular towards institutions. 7. Methodology & Structure for the communication and dissemination activities of SDGs-EYES (“How”) T6 is leading Communication, Dissemination and Exploitation activities (WP6). Specifically, T6 is responsible for creating and maintaining the visual identity, designing and printing materials and templates, managing the online presence with the project website and social media (Task 6.1 “Communication and dissemination strategy and tools and outreach to target audiences”) as well as the policy engagement and briefs. Moreover, T6 is responsible for the development of a dedicated exploitation strategy aimed at maximising the impact of the SDGs-EYES project results, by also implementing the exploitation activities to ensure their effective execution (Task 6.3 “Exploitation and sustainability”). For this purpose, regular exchange meetings with WP2 are organised. CMCC is in charge of the Task 6.2 “Scientific dissemination, networking and collaboration with relevant bodies". This task focuses on identifying appropriate strategies to disseminate the scientific results and new knowledge generated in quantifying SDG indicators relevant to the project. The key findings, apart from the demonstration through the pilot prototypes, are disseminated through submission of articles to scientific journals, conference papers, and scientific posters. More so, CMCC and in collaboration with the project partners, shares the results, datasets, model, and analysis code with the research community following a rigorous open science approach in line with the guidelines of Horizon Europe Programme and EU’s Open Science Policy. Furthermore, CMCC continuously scouts for different relevant scientific conferences and other scientific exchange formats (e.g., the CMCC webinar series) to further disseminate the SDGs-EYES project, in addition to organising a final scientific event to present and discuss the project’s results within the scientific community. CMCC also participates in the effort that to generate a strong impact on institutional target groups such as the statistical community (NSOs) or custodian agencies such FAO, UNEP, etc. Deliverable 6.3 15 SISTEMA contributes, among others, in providing material for social media. They periodically generate images mainly using satellite data to show climate change / environmental impacts and so they will create content for the social media part using the project's outcomes. SATCEN supports the institutional dissemination of SDGs-EYES through its internal events, e.g. the periodic SatCen Technical Working Group and Expert User Forum, where Members States from the EU are updated on the latest activities of the centre. Moreover, SatCen organises side events in the frame of the Group Of Earth Observations (GEO), being a participating organisation of GEO. E.g. SatCen already organised in the past a side event during the GEO Week and a parallel session during the GEO Symposium, where relevant SDGs to security were presented. The GEO Week, the EuroGEO Workshop and the GEO Symposium represent an ideal forum where SDGs-EYES could be presented. SatCen also participates in the major EO conferences, such as IEEE IGARSS, the ESA LPS and the Big Data from Space conference. SDGs-EYES has been promoted within SatCen thematic side events or scientific presentations. EARSC supported the dissemination through their annual events EXPANDEO where sessions dedicated to the sustainable development agenda were planned. In addition, EARSC supports the outreach to relevant institutional actors, e.g. GEO group (EO4SDGs initiative), Eurostat, UN-GGIM (by e.g. active participation at the General Assembly), contacts to the UN Digital Compact and presenting the contribution of EO to the UN2030 Agenda. EARSC also presented SDGs-EYES in Earth Observation related events, such as the Geospatial World Forum 2023 to 2025 and others. In general, all SDGs-EYES partners have extensive expertise in communication and dissemination (either on local, national, European or international level), coupled with robust networks that facilitate the sharing of project outcomes. This means that all partners play an active role in the dissemination of the activities, through regular provision of news managed via a weekly rotation system: T6 curates and schedules the publication of these blog posts on the project website and social media. Moreover, partners and members of the Advisory Board are encouraged to share project outputs through their respective communication channels. T6 coordinates also the activities aimed at measuring and ensuring the achievement of communication and dissemination goals. This involves periodically monitoring Key Performance Indicators (KPIs) and adjusting planned activities within the strategy: three version have been released at M6, M18 and M30. The KPI monitoring occurs every six months, and the reporting of KPIs is a consistent component in the project's periodic reports to the European Commission. The results of the monitoring activities are shared on the consortium digital workspace. Table 1 below, as outlined in the Grant Agreement, illustrates the project KPIs and the targets established by the consortium to maximise the project's desired impact that allow to monitor to reach the objectives defined in Chapter 2.2. The SDGs-EYES project leverages the powerful capabilities of Copernicus Services to gather essential inputs, opening up opportunities for the development of innovative methodologies and guidelines to effectively monitor the Sustainable Development Goals (SDGs). Institutional networks on European and international level, in particular the UN Statistical Commission, EUROSTAT and National Statistical Offices (see also LoI of Irish NSO) Demonstration of new indicator methodologies with the ability to generate data that underpin reporting on several SDG indicators, showing European EO capabilities. The implementation of novel indicator methodologies holds significant potential for enhancing the measurement of the designated SDG indicators (13, 14, and 15) that the SDGs-EYES project is dedicated to. By adopting these innovative approaches, the project aims to improve the accuracy and effectiveness of monitoring progress towards these SDGs.
