ग्रामीण विकास योजनाओं के क्रियान्वयन में जिला प्रशासन की भूमिका : मध्य प्रदेश के भिण्ड जिले का एक विश्लेषणात्मक अध्ययन
Abstract
ग्रामीण विकास भारत जैसे विकासशील लोकतांत्रिक राष्ट्र के समग्र सामाजिक-आर्थिक विकास की आधारशिला है। स्वतंत्रता के पश्चात् भारत सरकार एवं राज्य सरकारों द्वारा ग्रामीण जीवन-स्तर में सुधार हेतु अनेक योजनाएँ प्रारंभ की गईं, जिनका उद्देश्य रोजगार सृजन, आवास, स्वच्छता, पेयजल, स्वास्थ्य तथा सामाजिक सुरक्षा सुनिश्चित करना रहा है। यद्यपि नीतिगत स्तर पर इन योजनाओं की परिकल्पना व्यापक एवं समावेशी रही है, तथापि जमीनी स्तर पर उनका प्रभाव काफी हद तक प्रशासनिक क्रियान्वयन (Administrative Implementation) पर निर्भर करता है। इस संदर्भ में जिला प्रशासन एक केंद्रीय संस्था के रूप में उभरता है, जो राज्य की नीतियों को ग्राम स्तर तक पहुँचाने का कार्य करता है। प्रस्तुत शोध-पत्र मध्य प्रदेश के भिण्ड जिले के संदर्भ में ग्रामीण विकास योजनाओं के क्रियान्वयन में जिला प्रशासन की भूमिका का विश्लेषणात्मक अध्ययन प्रस्तुत करता है। अध्ययन में योजनाओं के प्रशासनिक संचालन, पंचायत-प्रशासन संबंध, जमीनी चुनौतियों तथा हालिया घटनाक्रमों (विशेषतः मनरेगा एवं ‘विकास यात्रा’ के विरोध) के आलोक में यह स्पष्ट करने का प्रयास किया गया है कि किस प्रकार प्रशासनिक दबाव, वित्तीय विसंगतियाँ और संस्थागत टकराव ग्रामीण विकास की प्रक्रिया को प्रभावित करते हैं।
