Editorial Das fünfte Jahr ihres Bestehens beginnt für die Zeitschrift Intervention mit einigen bedeutsamen Änderungen. Sie wird ab sofort beim Metropolis-Verlag, im deutschsprachigen Raum weithin bekannt für sein umfassendes Programm im Bereich der Ökono mie, herausgegeben. Wir verbinden damit die Hoff nung, den Kreis der Leser|innen noch er wei tern und die Präsenz der Zeitschrift aus dehnen zu können. Auch künftig gibt es die Möglichkeit eines ermäßigten Abos für Arbeitslose und Studierende; die künftigen Abonnementpreise unterscheiden sich leicht von den bisherigen, da die Versandkosten inkludiert wurden. Einzelheiten fi nden sich auf unserer Website http://www.zeitschriftintervention.de. Auch innerhalb der Redaktion gibt es eine Neuorientierung. Wir möchten uns herzlich für die jahrelang gute Zusammenarbeit bei unseren Kollegen Ralf Blendowske und Kai Eicker-Wolf bedanken, die mit diesem Heft die Redaktion verlassen haben. Verstärkt wird das Redaktionsteam ab dieser Ausgabe von Eckhard Hein und Achim Truger ( beide Institut für Makroökonomie und Konjunkturforschung [ IMK] in der der Hans-Böckler-Stiftung, Düsseldorf ), deren inhaltlicher Schwerpunkt auf makroökonomischer Forschung bereits andeutet, dass die Zeitschrift Stärken ausbauen und den Fokus schärfen möchte: Weiterhin versteht sich die Zeitschrift als ein Forum für verschiedene Th eorierichtungen. Wir begrüßen Beiträge, die den Pluralismus wissenschaftlicher Ansätze in der Ökonomie anerkennen, und möchten eine produktive Debatte mit wechselseitigen Interventionen zwischen solchen Ansätzen unterstützen. Im Vordergrund sollen künftig jedoch Analysen stehen, die sich thematisch um die Schwerpunkte makro - ökonomische Th eorie, ökonomische Institutionen und Wirtschaftspolitik gruppieren lasEditorial It is with some signifi cant changes that the journal Intervention enters its fi fth year of existence. From now on the journal will be published by Metropolis, Marburg, which is widely known in the German-speaking region for its extensive publishing programme in the area of economics. With this change we associate the hope to extend our readership and the visibility of the journal. Also with our new publisher we will off er reduced subscription prices for unemployed and students; subscription prices had to be increased slightly to include postage. We would like to thank our colleagues Ralf Blendowske und Kai Eicker-Wolf, who left the group of editors, for the good cooperation over the past years. Eckhard Hein and Achim Truger ( both Macroeconomic Policy Institute [ IMK], Hans-Böckler-Foundation, Düsseldorf ) have joined the group of editors. As their research concentrates on macroeconomic issues this is to signal that the journal aims at developing its related focus and strengths. Also in the future the journal will regard itself as a forum for diff erent theoretical approaches. We will welcome contributions which acknowledge the pluralism of scientifi c approaches in economics, and we will aim at supporting a productive debate with mutual interventions between such approaches. However, in the future we would like to focus on research papers on macroeconomic theory, economic institutions, and economic policy. We are convinced that a multitude of institutional and social factors shape economic life and hence economic processes. Only an in-depth study and integration of such factors into economics will enable theoretical progress and the formulation of policy recommendations that are adequate with re-
5Editorial sen. Denn wir sind der Meinung, dass eine Viel zahl institutioneller und sozialer Faktoren das ökonomische Leben und damit ökonomische Prozesse prägen. Nur eine genaue Untersuchung und Integration solcher Faktoren in die Volkswirtschaftslehre wird zu theoretischem Fortschritt und problemadäquaten Empfehlungen für die Wirtschaftspolitik füh ren. Dabei wird makroökonomischen Frage stellungen und Argumenten häufi g zu wenig Platz eingeräumt – Intervention möch te daher die Verknüpfung von Mikround Makroebene sowie die Fortentwicklung makro ökonomischer Th eorie fördern. Zudem hat sich die Basis der Artikeleinsendungen und der Leser|innen|schaft in den letzten Jahren stetig verbreitert sowie europäisiert und internationalisiert. All dies spiegelt sich nun auch im neuen Untertitel der Zeitschrift – European Journal of Economics and Economic Policies – sowie in der veränderten Selbstdarstellung wi - der (siehe Rückseite dieses Heftes). Darüber hinaus haben wir entsprechend unserer Neuausrichtung einige Ver änderungen im Wissenschaftlichen Beirat der Zeitschrift vorgenommen. Wir freuen uns, als neue Beirats mitglieder Peter Flaschel, Universität Biele feld (Deutschland ), Marc Lavoie, Univer sity of Ottawa ( Kanada), Mark Setterfi eld, Trinity College, Hartford ( USA) und Peter Spahn, Universität Hohenheim (Deutschland ) gewonnen zu haben. Zutiefst betroff en sind wir dagegen vom Ableben unseres Beiratsmitgliedes Angela Fiedler ( FHTW Berlin). Wir werden sie nicht nur aufgrund ihrer fachlichen Expertise vermissen. Darüber hinaus war sie eine Kollegin, die wir auch persönlich sehr ge schätzt haben. Das vorliegende Heft ist ein Schwerpunkt heft, das der Frage »Inequality on the Rise?« nachgeht und von einem in Österreich angesiedelten Gastherausgeber|innen|kreis kon zipiert, gestaltet und betreut wurde. All these developments are refl ected in the journal’s new sub-title – European Journal of Economics and Economic Policies – and in its revised aims and scope. Moreover we have changed the Scien tific Board of the journal, according to the reorientation of the journal. We are happy to welcome Peter Flaschel ( University of Bielefeld, Germany), Marc Lavoie ( University of Ottawa, Canada), Mark Setterfi eld ( Trinity College, Hartford, USA), and Peter Spahn ( Uni versity of Hohenheim, Germany) as new members. At the same time we are deeply moved by the death of one of the members of our Scientifi c Board, Angela Fiedler ( Technical and Economic University of Applied Sciences, Berlin). We will not only miss her for her expertise – she was a colleague whom we held in high personal esteem, too. Th is issue is a special issue that is dedicated to the question »Inequality on the Rise?« and was planned and realised by a group of Austrian-based guest editors. Wilfried Altzinger ( University of Economics and Business Administration, Vienna), Alois Guger (Austrian Institute of Economic Research, Vienna) and Martin Schürz (Austrian National Bank, Vienna) as well as Margit Schratzenstaller (Austrian Institute of Economic Research, Vienna), of the group of editors, are responsible for this special issue. It includes – besides two articles outside the thematic focus – three refereed articles submitted to a call for papers, six invited contributions to the section Forum and an interview with Anthony

Es umfasst – neben zwei Artikeln außerhalb des Schwerpunkts – drei im Rahmen eines Call for Papers eingereichte referierte Artikel, sechs geladene Beiträge für das Forum sowie ein Interview mit Antho - ny Atkinson zu verteilungstheoretischen und -politischen Fragen. In der Artikelrubrik richtet Peter Krause in seinem Beitrag »Redistributive Impacts of Government and Private Household Activities. Trends in Equivalized Household Net Incomes and Intra-household Earnings in Ger many, 1985 – 2005« den Blick auf längerfristige Entwicklungen der Höhe und Struktur der Haushaltseinkommen in Deutschland und ihre Beeinfl ussung durch staatliche Umver tei lungsaktivitäten. Ausmaß und Ursachen verschiedener Dimensionen der ökonomischen Ungleichheit in den Transformationslän dern Mittel-, Ostund Südosteuropas sind Ge gen stand des Artikels von Sebastian Leitner und Mario Holzner zu »Economic Inequality in Central, East and Southeast Europe«. Branko Milanovic schließlich weitet die Perspektive auf den Zusammenhang zwischen innerstaatlicher und intrastaatlicher bzw. personel ler Un gleichund Umverteilung im Rahmen der internationalen Entwicklungshilfe aus. Sein Beitrag beschäftigt sich mit »Rules of Re distri bution and Foreign Aid: A Proposal for a Change in the Rules Governing Eligibility for Foreign Aid«. Anders als in vorhergehenden Schwerpunktausgaben bestimmt das Schwerpunktthema auch die wirtschaftspolitisch orientierten Beiträge der Rubrik Forum. Die Autor|in - Atkinson addressing issues in distributional theory and policy. In the section Articles, Peter Krause in his paper »Redistributive Impacts of Government and Private Household Activities. Trends in Equivalized Household Net Incomes and Intrahousehold Earnings in Germany, 1985 – 2005« looks at longer-term developments of level and structure of household incomes in Germany and how they are infl uenced by redistributional activities by the government. Extent and reasons for diff erent dimensions of economic inequality in the Central, East and South East European transition countries are in the focus of the article by Sebastian Leitner and Mario Holzner titled »Economic Inequality in Central, East and Southeast Europe«. Branko Milanovic widens the perspective to the interrelation between inter-governmental and intragovernmental, respectively personal, inequality and redistribution within international development assistance. His paper deals with »Rules of Redistribution and Foreign Aid: A Proposal for a Change in the Rules Governing Eligibil - ity for Foreign Aid«. In contrast to preceding special issues the thematic focus also determines the policyoriented contributions to the section Forum. The authors address different aspects of inequality and possible policy remedies: from tax policy ( Bruno Rossmann), gender-specifi c disequilibria in the distribution of working time (Silvia Angelo and Andrea Grisold ), the inter - relation between (the distribution of ) monetary wealth and indebtedness ( Pirmin Fessler and Peter Mooslechner), global and globalisation-induced inequalities ( Kurt Bayer), to longer-term tendencies in functional distribution on the European level ( Engelbert Stockhammer) and questions of the empirical analysis of wealth and the rich ( Martin Schürz). Außerhalb des thematischen Schwerpunk tes enthält diese Ausgabe zwei weitere referierte Artikel. Gunther Tichy behandelt »The Economic Consequences of Demographic Change« und Manfred Nitsch und Frank Diebel umreißen mit »Guānxi Econom ics: Confucius Meets Lenin, Keynes, and Schumpeter in Contemporary China« die vertrauensbasierte Produktionsweise Chinas. Wir sind zuversichtlich, dass die jüngsten inhaltlichen, personellen und organisatori schen Veränderungen und Neuorientierungen noch mehr dazu beitragen, dass die Zeit - schrift ihre Intention verwirklichen kann, eine attraktive Alternative für theoretisch und wirtschaftspolitisch interessierte Autor|inn|en und Leser|innen zu sein.
