THE ROLE AND PROSPECTS OF THE DIGITAL ECONOMY IN THE DEVELOPMENT OF UZBEKISTAN

Abstract

This article analyzes the role and prospects of the digital economy in the development of Uzbekistan. It highlights the importance of digital technologies in economic growth, modernization of governance, and job creation. The study also examines the “Digital Uzbekistan – 2030” strategy, its current challenges, and possible solutions. In conclusion, the article emphasizes Uzbekistan’s potential to become a regional leader in the digital economy. INTRODUCTION In the 21st century, the digital economy has become a key driver of global development. Countries around the world are rapidly adopting digital technologies to improve governance, increase productivity, and create new opportunities for citizens. Uzbekistan, as part of this global trend, is actively implementing reforms aimed at building a sustainable and inclusive digital economy [1,2]. Vol..4, Issue 9 ISSN:23490012 I.F. 8.1 NOVEMBER 132 MAIN PART The introduction of the digital economy in Uzbekistan has become an important factor in the socio-economic development of the country. Based on the “Digital Uzbekistan – 2030” strategy adopted in 2019, large-scale digitalization work is being carried out in such areas as public administration, education, healthcare, finance and transport [3]. Uzbekistan’s government has launched several nationwide programs to strengthen the country’s digital ecosystem. The most comprehensive of these is the “Digital Uzbekistan – 2030” Strategy, which aims to: 1. Expand broadband internet access to all regions of the country; 2. Develop digital skills and IT education among youth; 3. Introduce artificial intelligence and blockchain in governance and business; 4. Improve cybersecurity and data protection systems; 5. Support technological startups and innovation hubs. This strategy reflects the government’s commitment to building a knowledge-based economy, where technology and innovation drive inclusive development [4,5]. Fig 1. In public administration, e-government systems are being introduced, and online services are being offered to the population (E-Tax, My.gov, Single Interactive Portal). This reduces the risk of corruption and increases the speed of services. 2. In the education system, distance learning opportunities are expanding through digital platforms (ZiyoNet, EduMarket, Coursera). 3. In business, electronic payment systems (Payme, Click, Apelsin) and online trading platforms (OLX, ZoodMall) are further revitalizing the domestic market. 4. In industry, "smart" production, automated control, and IoT technologies are being introduced, improving product quality [6,7]. Tab 2. Digital tools shorten processing time and improve service accessibility. 4 Expansion of digital education platforms As of 2025, there are 32.7 million internet users (≈ 89 % penetration). “One Million Uzbek Coders” had 571 000+ learners by early 2025. NMHigher education coverage: 47.7 % in 2024–25 Online learning is expanding across universities and platforms. Confirms the broad adoption of distance education in Uzbekistan. 6 Growth of electronic payment systems and ecommerce Share of cashless payments reached 43 % in 2025. Ecommerce market: $1.39 billion (2021) with ~18.7 % annual growth forecast to 2025. Still only 3 % of total retail in 2024. Digital payments and marketplaces (Payme, Click, Apelsin, OLX, ZoodMall) stimulate domestic market activity. 7 Revitalization of the domestic market Growth in digital commerce and mobile payments increases transaction transparency and consumer engagement. Shows rising ecommerce influence despite small market share. 8 Introduction of “smart industry” and IoT technologies Example: in 2025, Malaysia partnered with Uzbekistan to produce drones and smartagro equipment locally. Industrial automation and IoT adoption enhance efficiency. 9 Improvement in product quality and productivity Smart manufacturing and automation are known to improve output and quality. Data systems are vital for evidencebased governance. 12 Cybersecurity and financial literacy challenges The spread of cashless payments and online transactions increases the need for financial awareness and protection. Along with growth come new digital risks that require mitigation. One of the most important achievements is the introduction of e-government systems, which make public services more accessible, transparent, and efficient. For example, the Unified Portal of Interactive Public Services allows citizens to access over 200 online services without visiting government offices. Additionally, the digitalization of the banking system has enabled online payments, mobile banking, and digital wallets, improving financial inclusion and convenience for citizens. The government’s focus on expanding internet infrastructure and digital literacy also supports the development of new businesses and start-ups in the IT sector [8]. ANALYSIS AND RESULTS The prospects for the digital economy in Uzbekistan are highly promising. Continued investment in technology, education, and innovation will enhance competitiveness and open new markets. Artificial intelligence, blockchain, and cloud computing are expected to play an increasingly important role in public and private sectors. If current reforms are successfully implemented, Uzbekistan could become a leading example of how developing nations can leverage digitalization for
