Our journal, “proyecto, progreso, arquitectura”, founded in 2010, is an initiative of the Research Group HUM–632 of the University of Seville and its objective is the sharing and debating of research within architecture. This six–monthly scientific publication, in paper and digital format, publishes original works that have not been previously published in other journals. The article selection process consists of a double blind system involving two external reviewers, following the usual protocols for serial scientific publications. The titles, summaries and key words of articles are also published in English. “proyecto, progreso, arquitectura” presents a clear, easy and flexible structure. It deals with all the subjects relating to the theory and the practise of the architectural project. The different “open themes” that compose our editorial line are sources for the conjunction of diverse investigations. The journal is directed toward architects, students, researchers and professionals related to the planning and the accomplishment of the architectural work. EXTERNAL ANONYMOUS PEER REVIEW. When the Editorial Board of the magazine has verified that the article fulfils the standards relating to style and content indicated in the instructions for authors, the article will be sent to two anonymous experts, within the specific field of architectural investigation and critique, for a double blind review. The Director of the magazine will communicate the result of the reviewers’ evaluations, and their recommendations, to the authors by electronic mail, to the address used to send the article. The Director will communicate the result of the review (publication without changes; publication with minor corrections; publication with significant corrections; its publication is not advisable), as well as the observations and comments of the reviewers, to the main author,. If the manuscript has been accepted with modifications, the authors will have to resubmit a new version of the article, addressing the requirements and suggestions of the external reviewers. If they wish, the authors can also send a letter to the Editorial Board, in which they will indicate the content of the modifications of the article. The articles with significant corrections can be sent to Advisory and/or Scientific Board for verification of the validity of the modifications made by the author. In compliance with these best practices, PPA has published the arbitration system that is followed for the selection of articles as well as the evaluation criteria to be applied by the anonymous, external peer–reviewers. PPA keeps these criteria current, based solely on the scientific importance, the originality, clarity and relevance of the presented article. Our journal guarantees the confidentiality of the evaluation process at all times: the anonymity of the reviewers and authors; the reviewed content; the reasoned report issued by the reviewers and any other communication issued by the editorial, advisory and scientific boards as required. Equally, the strictest confidentiality applies to possible clarifications, claims or complaints that an author may wish to refer to the journal’s committees or the article reviewers. PROYECTO, PROGRESO ARQUITECTURA (PPA) declares its commitment to the respect and integrity of work already published. For this reason, plagiarism is strictly prohibited and texts that are identified as being plagiarized, or having fraudulent content, will be eliminated or not published in PPA. PALABRAS CLAVE Loisaida; jardines comunitarios; deslocalizado; reprogramación; espacio común; red SUMMARY In the southeast of Manhattan, a framework of more than 50 gardens dots the reticular fabric of the neighbourhood of Loisaida. From the 1960s, several city agents –neighbours, artists and architects such as Matta-Clark or Fuller– implement the green spaces and public facilities lacking in the neighbourhood. They activate common and self-managed spaces through affectivedissenting dynamics and processes. Making use of architectural elements whose creation parameters are far from the hegemonies and traditional designs, they take the city over and reprogram the public space through the generation of common space. Stands, domes and casitas (tiny-houses) constitute, with their vernacular and kitsch forms, a network whose heart is the historical lot of La Plaza Cultural. Community gardens shape a Do it yourself network of delocalised but related to the status of public spaces, automated and owning their own codes against the real estate market, the invasion of the media, the globalization and the appropriation of the public resources as private, providing an alternative to the ordinary structure. There are no known registers of the process of insertion and evolution of Loisaida’s domes. In spite of that, we can guess that, the same as for Drop-city, Fuller’s design evolved giving place to other geometric, non-tetrahedral forms64 and formal perversions more usage-adapted. This way, Loisaida’s neighbours might have modified the first dome’s design. Great number of actuators has stopped over the community gardens throughout the years, improving the existent and non-existent elements with small constructions. The influence of artists and architects is once again present in the process, but from a far from institutions approach. It is remarkable how the most activist architectural forms, with capacity to generate the most optimised and quality building solutions, are related to the DIY citizen setting. A context in which the communities’ formation process usually implies the presence of a group like Charas, historically and long-term involved in the process. Unlike in other settings, Loisaida’s network of community gardens has always been supported by this collective and by other emerging ones. Codified, connected and urban network. Towards the infrastructure of the common. Apart from the vast network of relationships and own techniques, Loisaida’s gardens have their own language and codes, developed within the community. In Jane Jacobs words “without community there’s no network” 65, and without affect, there’s no community. The community consists of exclusive and agreed internal laws and ways of doing. This fact produces a connexion between the network and its users. Common communication codes are generated between the different gardens. Timetables for opening and closing, watering, collecting, cleaning and events are organised. This is remarkable in the case of Loisaida, where the Latinidad66 and, more precisely, the Nuyorican movement are the neighbourhood’s main forces and they have imported their culture’s referents, rituals and symbols67. This is visible in the presence of altars, statues of the Virgin Mary, flags and other spatial appropriation elements such as the murals68. Those elements became the bases for channelling the neighbourhood’s affects, boosting the feelings of belonging and identity69. Some non-profit organizations as the Green Thumb, a government agency for federal funding created in 1978, the Green Guerrillas, the Earth Celebration or the Trust of Public Land70 were supporters for the gardens. These organizations, together with the informal community centers, internet forums and websites that facilitate the contact and access to the gardens are considered bottom-up infrastructures for the common knowledge. As Schmelzkopf mentioned in 2002, there has been great controversy and different government positions about the preservation or dismantling of the gardens through the years. Some have disappeared, others have been legalised and integrated into the city’s official layout71. In 1995, thanks to the intervention of the Trust for Public Land, the 6BC Botanical Garden, the 6th St.&Ave. B Garden and the 9th&C Community Garden became permanent gardens. Today, around 50 gardens are still working in Loisaida and more than 100 have been regularized in Manhattan. Several institutions promote their legalization and the creation of new gardens, providing the information and protocols needed to become a gardener. One might wonder whether the affective-dissident condition of these spaces is compatible with its institutionalization and financing, or whether this last would blur their activist condition to some extent. CONCLUSIONS As we’ve mentioned, Loisaida’s gardens are delocalised, but not disconnected. This means that they’re located in spaces not planned for that purpose, and they have their own access and hiding laws. They are dissident spaces implemented with the capacity to keep interconnected with their nodes and with the public space. Constructions weave a relationship field in the network of gardens, providing the neighbourhood with personality and generating identity bonds. The DIY or make your own city72 philosophy offers, from the 1960s, a dissident model of crucial importance for Loisaida’s development. This instrumental capacity, channelled through the community work performed by architects and artists such as Matta- Clark or Fuller through their designs, appears as a characteristic of these affective-dissident spaces. The collective work and the feeling of identity boost the organization and a sort of architectural language, independent and unique. As a whole, an anisotropic and polycentric network constitutes this infrastructure of the common: Loisaida’s community gardens. The application of knowledge generated from the 1970s, both as tools and as process for the legitimization of the architectural elements built and channelled by the community of citizens with the implication of architects, artists and social groups, must be considered as the possibility to go long forward as regards to the Spanish cities’ urban spaces. Here, although the participatory processes are well-known and some alternative techniques for the common development of the city are applied, we still can’t affirm that precariousness is totally lost. We don’t have at our disposal the quality administrative procedures needed to foster their construction and to regulate their creation, whether regulations are desirable to any extent. In the context of the youngest collective spaces and dynamics such as the Campo de Cebada or Esto es una plaza, or in processes like the recent Imagina Madrid or Civicwise, currently starting to emerge in cities like Madrid, Barcelona or Valencia, one might ask if the analysis of Loisaida’s gardens, and New York city’s in general, can be applied with the aim of improving the present contemporary situation of the Spanish cities. 1.
