LOGGIA Nº35- 2022 ISSN: 1136-758-X PROTOCOLO PARA LA FORMULACIÓN DE PLANES DE CONSERVACIÓN PROGRAMADA EN COSTA RICA PROTOCOL FOR THE FORMULATION OF PROGRAMMED CONSERVATION PLANS IN COSTA RICA 29 1. INTRODUCTION This paper discusses and presents a series of process diagrams to describe the protocol for the formulation of a programmed conservation plan (PCP) specific to the context of Costa Rican regulations. The protocol is based on the current level of BIM maturity and its likely future use in the construction industry, as well as on the experience of professionals working in the field of heritage management. The proposed protocol is one of the outcomes of the research project “Management tools and programmed conservation in interventions of heritage buildings in Costa Rica”, endorsed and funded by the Office of the Dean of Research and Outreach of the University of Seville, with the support of the University’s Graphic Expression Department and Institute of Architecture and Building Sciences. In this context, “intervention” refers to all actions that include research, conservation, protection, restoration, refurbishment, maintenance, promotion and education concerning historical architectural heritage (provisions of Ley 7555, 2005). Ley 7555 defines heritage as a monument, site, ensemble or historic centre that, according to Vargas (2007), is not subject to any time constraints and accommodates architectural structures and places. However, the National Archaeological Heritage Act (Ley 6703) describes heritage as movable and immovable property, produced by indigenous cultures before or simultaneous with the establishment of the Hispanic culture in the country, as well as human remains, flora and fauna related to these cultures (Ley 6703 of 1981). In practice, this legal framework differentiates between conservation teams of pre-Hispanic archaeological resources and conservation professionals concerned with built heritage produced during and after the colonial period. 03_Teorico Costa Rica.indd 2903_Teorico Costa Rica.indd 29 23/12/22 7:4023/12/22 7:40
30 LOGGIA Nº35- 2022 ISSN: 1136-758-X PROTOCOLO PARA LA FORMULACIÓN DE PLANES DE CONSERVACIÓN PROGRAMADA EN COSTA RICA PROTOCOL FOR THE FORMULATION OF PROGRAMMED CONSERVATION PLANS IN COSTA RICA de la guía del PCP, así como en las diferentes herramientas de gestión mencionadas a lo largo de este documento, como parte del tercer objetivo del proyecto de investigación. 2. According to the Costa Rican Cultural Heritage Research and Conservation Centre (the division of the Culture and Youth Ministry responsible for managing the preservation of cultural manifestations), of the 387 buildings with heritage status, 335 are works of architecture: nine dates from the pre-Hispanic period and the remainder from the second half of the 17th century onwards. This protocol focuses on heritage buildings in Costa Rica constructed after 1750.The proposal concerns programmed conservation based on the results of the diagnostic report of the phases currently under consideration (Bulgarelli-Bolaños, 2021), which justify the generation by the research team of a proposed protocol for the formulation of a PCP. The team is in the process of defining a detailed structure for the PCP guide and is simultaneously working on the various management tools mentioned in this paper, as one of the outcomes of the third objective of the research project. 2. METHODOLOGY The first step in the methodology used to develop the PCP was to conduct a synchronic comparison of the management and programmed conservation phases of 3. A document analysis provided models of intervention and programmed conservation projects proposed by multiple authors between 2015 and 2019, as recorded in “Report: Diagnosis of the execution, closure and programmed conservation in built heritage intervention projects in Costa Rica” (Bulgarelli-Bolaños, et al., 2021). Using conceptual diagrams as a mediation resource, we contextualised the results to the case of Costa Rica and developed the proposal in line with a key differentiating element: the concept of programmed conservation was built into the conception of the protocol from the outset. As the final step of the methodology, the proposal was reviewed by experts, corrected accordingly and then validated. 3. PCP PROTOCOL The concept of programmed conservation refers to an ongoing process that governs all interventions in a heritage building. 32 LOGGIA Nº35- 2022 ISSN: 1136-758-X PROTOCOLO PARA LA FORMULACIÓN DE PLANES DE CONSERVACIÓN PROGRAMADA EN COSTA RICA PROTOCOL FOR THE FORMULATION OF PROGRAMMED CONSERVATION PLANS IN COSTA RICA and directly from the building in question, it is possible to establish predictive scenarios for the design and execution of interventions that guarantee a defined physical state of the historical building while preserving the values that warrant its heritage status and ensuring the efficient use of resources. Conceived as a fivephase project, the PCP protocol takes into account the recommendations of the Project Management Institute and the scientific literature on Heritage Building Information Modelling (HBIM). The five phases are described below. 3.1. Phase 1: Initiation In the initial phase of the PCP formulation (see figure 1), the first process is the basic project preparation, which involves gathering information about the heritage building, the stakeholders, the team, the objectives and the expected outcomes. The initiation milestone refers to the express desire, in writing, of the individual or legal entity that owns the building, the client (which may or not be the same person) and the project manager (the “signatory agents”) to undertake this phase. The outcome is the PCP Project Charter (PC) setting out the project baseline. Once the signatory agents have signed it, esta fase. Otherwise, it is necessary to review the PC and implement any observations before the process can continue. The formulation of the PCP implies collaboration between the stakeholders, and the PC therefore specifies everything related to the development of the Common Data Environment (CDE). In view of the professional diversity of the stakeholders, it is useful to consider the creation of a glossary of standard terminology to facilitate communication across all processes. Since the models are multidisciplinary communication tools, the PC should set out the collaboration procedure, technical requirements, file naming convention and HBIM practices, bearing in mind the dimensions described by Castellano-Román and Pinto-Puerto (2019). It should also specify what these authors call the Level of Knowledge (LOK), which is a higher conceptual level than the Level of Development. Throughout the protocol, we indicate the LOK for each phase according to the models, based on Castellano-Román and Pinto-Puerto (2019). However, the client or professionals may have developed the rationale for the project before the initiation, in which case it will be necessary to conduct a preliminary evaluation consisting in field visits to obtain a pre-diagnosis of the state of the building, indicating the aspects that validate the rationale or not.
33 LOGGIA Nº35- 2022 ISSN: 1136-758-X PROTOCOLO PARA LA FORMULACIÓN DE PLANES DE CONSERVACIÓN PROGRAMADA EN COSTA RICA PROTOCOL FOR THE FORMULATION OF PROGRAMMED CONSERVATION PLANS IN COSTA RICA calidad, recursos, comunicaciones, riesgos, adquisiciones y stakeholders. Phase 2: General planning This phase refers to planning the management of the processes, resources and people involved in the formulation of the PCP. In this type of project, planning is usually gradual or progressive and iterative, where the work to be conducted in the short term is planned in detail and tasks to be carried out in the medium and long term are planned more broadly. This means that at the end of one phase the initial planning for the next phase has to be reviewed and adjusted as necessary in order to continue . As shown in figure 2, the deliverable for this phase – the Master Plan (MP) of the PCP Project – covers the aspects to be managed: integration, scope, timeline, cost, quality, resources, communications, risks, acquisitions and stakeholders. The signatory agents have to approve the document; if they reject it, the observations they have made must be implemented. Once the MP has been approved, the project can progress to the Diagnosis phase. 3.3. Phase 3: Diagnosis The first step in the Diagnosis phase (see figure 3) is to ensure the existence of a server, LAN or WAN as specified in the PC, to guarantee access to the CDE. If there is no server, it is essential to purchase the equipment or, depending on the general planning, subscribe to the cloud service. The next step is to create the CDE and research the history of the building, including all aesthetic, social, scientific and historical aspects. In the HBIM context, the CDE contains documentary and graphical information over and above the components in BIM contexts. Accordingly, the CDE must include what Castellano- Román and Pinto-Puerto (2019) describe as a Heritage Building Information Repository (HBIR) based on the following structure: centralised information, global perspective of heritage management areas, existing data to be gathered and digital support (fig 3). Ideally, the CDE should comprise two containers: the Collaborative Work Container (CWC) and the Public Information Container (PIC). Each container will be constantly updated with information as the formulation of the PCP progresses and according to the data produced by the different stakeholders. All data considered “work in progress” will be stored in the CWC, while the PIC will hold data accessible to anyone outside the team. All the research conducted is systematised in the Building Report (BR). This is an open document, ensuring that all relevant information gathered during the PCP can be added. integradora de las áreas de gestión patrimonial, objetivo de recopilación profunda de datos existentes, y soporte digital.

Any existing building plans must be verified and if the information is not accurate, or if there are no existing plans, an architectural survey must be conducted (see figure 4). If the necessary technological equipment is available for this process, it should be used to create a point cloud before the modelling is conducted. Otherwise, the architectural survey will have to be carried out manually. This information is used to carry out an architectural analysis and identify the formal, building and functional components as well as the relationship between material and space in the configuration of the heritage object. These basic components are classified before the model is created. The survey data also determine whether it is more expedient to create a single model or a central one with sub-projects, generating a LOK100 HBIM mass model with the location and georeferenced orientation and 2D documents. Armed with the model, the BR and the pre-diagnosis, it is will now be possible to make a more accurate and complete model of the different parts or sub-projects, as necessary. This process combines the 2D and 3D information with the documentary information, generating a LOK200 with the basic structures and content necessary to plan actions in the PCP. establecer una relación entre la evolución histórica del inmueble y las lesiones detectadas. The results of this process are systematised in a Documentary Diagnosis (DD) comprising the building timeline, graphical screenshots of the model and a description of the reasons for the current state of the building. Having completed the DD (see figure 5), the next step is to draw up the Damage Survey Plan (DSP), describing how to identify the damages. The information gathered from the DSP is incorporated into a LOK300 HBIM model on the state of repair of the building, which is then used to establish a relationship between the historical evolution of the building and the damage detected. During this process, it is important to determine whether any damage requires the collection of samples for laboratory analysis. At this point, it is also useful to determine the need for any other surveys, which will be carried out in line with instructions from the relevant experts. Otherwise, the only task is to generate a Damage Report (DR). If the damage warrants the collection and analysis of samples, a Sample Collection and Analysis Plan has to be drawn up. If any invasive techniques are envisaged, permission must be requested from the Costa Rican Cultural Heritage Research and Conservation Centre by submitting an application form signed by the owner and proposing the 03_Teorico Costa Rica.indd 3503_Teorico Costa Rica.indd 35 23/12/22 7:4023/12/22 7:40
