simul aneously owa d he quali y e i ica ion o p og ams in he en i onmen al, social and economic
dimensions.

1. SHORT ANALYSIS OF THE CRISIS

needs a deep e lec ion ha encompasses om

he 'choices', no only o echnicians bu also o
he o ma ion o u u e designe s. (Rai e i, 2014)

in conjunc ion o s uc u al and echnological
inno a ions: o ee hemsel es om he weigh

because hey a e en us ed o a echnical plan
design always mo e sophis ica ed and e icien ,

he p ojec , his mean he illusion o an ex eme

6. NEW CHALLENGES OLD
