economic bene i s such as heal h, employmen and in-
come [3]. The demand o ES is dynamic and in luenced
by socie al ans o ma ions, poli ical p e e ences and
changing en i onmen al condi ions [1, 4].
In he las decade, he demand o ene gy wood in
Eu ope inc eased and expe s expec a u he inc ease
in u u e due o socio-poli ical changes [5, 6]. Table 1
p o ides an o e iew o na ional enewable ene gy a -
ge s o he yea 2020, sha es o enewable ene gies in
he yea 2005, and sha es o woody biomass in he coun-
ies in es iga ed in his s udy in he yea 2011. Poli ical
easons o p omo ing ene gy wood—in addi ion o i s
enewable and s o able cha ac e is ics—a e an inc ease
in secu i y and di e si y o ene gy supply, as well as ela-
i ely low and less ola ile ene gy p ices compa ed o
ossil ene gy sou ces [6, 7]. Ano he a gumen , bu one

mands on o es s a e also inc easing: o example, he
emphasis on en i onmen al and na u e conse a ion
aims which a e o en linked o adap a ion o clima e
change, o ec ea ional use [4, 9]. Consequen ly, p omo ing
he p o ision o one speci ic o es ecosys em se ice such
as he p o ision o biomass o ene gy pu poses, can ha e
no able e ec s on o he se ices and esul in unexpec ed
ade-o s [10, 11].
Gi en ha os e ing ene gy wood p oduc ion may
subs an ially a ec o he o es ES, he e is a need
o sc u inise hese e ec s. T ade-o s can be de ined
as “ he inc ease o he p o isioning o one ecosys em
se ice and he simul aneous decline o ano he se ice
a he same loca ion”[12]. Policies which do no
ake in o accoun po en ial ade-o s, isk agg a a ing
exis ing i al ies o se ices in speci ic a eas and exace -
ba ing con lic s. Conce ns abou soil p o ec ion, nu ien
supply, wa e quali y, ca bon neu ali y, biodi e si y and
global sus ainabili y issues in pa icula a e equen ly
discussed in li e a u e [7, 8, 13–17]. A he same ime,
he e is po en ial o syne gies, which “allow o simul-
aneous enhancemen o mo e han one ecosys em
se ice”[12]. In li e a u e, syne gies include economic,
ecological and social aspec s, e.g. conce ning biodi e -
si y, i e p e en ion, p o i abili y o o es y and imbe
p oduc ion, employmen and u al de elopmen [7, 8,
14, 15, 17, 18].
T ade-o s and syne gies emain di icul o p edic
since hey a e in luenced by se e al dynamic ac o s, in-
cluding clima e change, ime and spa ial scale, o es
ypes and o he speci ic local condi ions [13, 19–22]. De-
ba es abou speci ic policy measu es o adequa ely cope
wi h he desc ibed ade-o s and syne gies a e ongoing
[7, 8, 11, 14, 17, 21, 23]. A c ucial s ep ega ding policy
design is o ake in o accoun s akeholde pe spec i es
and p e e ences: S akeholde s play a ole in decision-
making and implemen a ion p ocesses by a ibu ing di -
e en weigh o pa icula aspec s, depending on hei
in e es s and alues. In his con ex , se e al ecen s ud-
ies concen a e on o es manage s’di e se a i udes o-
wa ds ene gy wood p oduc ion [24–31]. Wi h ou s udy,
we aim o gi e an o e iew o pe cep ions o a b oad
ange o s akeholde s in di e en Eu opean coun ies e-
ga ding ene gy wood p oduc ion and use because we
conside ha he inco po a ion o di e se pe cep ions o
di e en s akeholde s in policy de elopmen and o es
managemen is c i ical o a balanced p oduc ion and
use o ene gy wood om o es s [9, 11, 21, 32, 33].
In his ligh , ou objec i e is o p o ide a quali a i e
analysis o he pe cep ions o s akeholde s om Finland,
Ge many, No way, Slo enia and Spain on cu en and
u u e ade-o s and syne gies be ween ene gy wood
p oduc ion and use and o he ES. The pape is s uc-
u ed as ollows: we i s ou line he me hodological ap-
p oach and esea ch design used in he s udy.
Subsequen ly, we p esen he empi ical esul s, which
a e hen discussed in ligh o ele an indings om e-
cen s udies. Conclusions inalise he pape .
Me hods
As he main objec i e o he pape was o analyse he
pe cep ions o di e en s akeholde s, we used an ex-
plo a o y app oach. Fo da a collec ion, we ollowed he
quali a i e, p oblem-cen ed in e iew app oach o Wi -
zel [34] (see also [35]). In his way, we aimed a de ec -
ing he ele ance o speci ic issues and indi idual
pe cep ions o he espec i e in e iewee [36]. We
adop ed a semi-s uc u ed in e iew guideline including
open ques ions, which main ains he ocus on he opic
unde esea ch while allowing space o indi idual em-
phasis [36]. A sha ed English guideline enabled compa i-
son amongs in ol ed coun ies and a common
unde s anding amongs pa ne s in ol ed. Also as a
means o ensu ing consis ency in unde s anding, we de-
ined ene gy wood as any kind o woody biomass om
o es s ha is o can be used o ene gy pu poses.
In e iews we e conduc ed wi h 103 ep esen a i es o
six s akeholde g oups in i e Eu opean coun ies:
Finland, Ge many, No way, Slo enia and Spain. These
coun ies we e chosen as hey ha e di e en p econdi-
ions and goals o ene gy wood p oduc ion and use, e.g.
di e ging na ional policies, o es cha ac e is ics and
cu en use o enewable ene gies [37, 38] (see also
Table 1). The inclusion o di e se coun ies om No h-
e n, Sou he n and Cen al Eu ope makes i possible o
ob ain a high a iance in s akeholde pe cep ions abou
ene gy wood p oduc ion and use in Eu ope. Fo he
same eason, maximum a ia ion sampling was used and
in e iewees wi h high he e ogenei y we e chosen. This
pu posi e sampling me hod aims a maximising he di-
e si y o pe cep ions wi h a a he small sample ep e-
sen ing di e en in e es s. As an example, di e se
socie al in e es s in ene gy wood a e ep esen ed in his
s udy by ou ism and na u e conse a ion associa ions;

he esea ch pa ne s and o he a ailabili y o con ac ed
s akeholde s o ake pa in he s udy. In e iews we e
conduc ed in na i e languages— ace o ace, by elephone
o Skype—be ween No embe 2012 and Sep embe 2013,
eco ded o la e analyses, and ully ansc ibed (and anon-
ymised) in he espec i e language.
Fo he analysis o he e ie ed in e iew ma e ial, we
adop ed a quali a i e con en analysis app oach based on
May ing [39] and used he so wa e MAXQDA (Ve bi
GmbH). The i s s ep o analysis was he coding o he
in e iew ansc ip s by which single wo ds, ph ases o
pa ag aphs o he in e iews we e ca ego ised as he
subjec o he esea ch ques ion (see, e.g. [40]). We de-
i ed a se o p elimina y codes om li e a u e which
was ag eed upon by all esea ch pa ne s. Addi ionally,
he indi idual pa ne s deduced some addi ional codes
du ing he coding p ocess (open-coding), e.g. o include
coun y-speci ic issues (see, e.g. [40]). The ex sec ions
assigned o each code we e u he analysed o each
s akeholde g oup in each coun y. S akeholde s’pe cep-
ions we e compiled in English summa ies ha included
cha ac e is ic quo a ions. These summa ies se ed as he
basis o he ollowing esul s, which a e no claimed o
ha e uni e sal alidi y, bu a he o p o ide insigh s
ha we e iden i ied consis en ly h oughou he s udy.

Resul s
The ollowing esul s illus a e he ade-o s and syn-
e gies be ween ene gy wood p oduc ion and use and
p o isioning, egula ing and suppo ing and cul u al
ES, ha s akeholde s in Finland, Ge many, No way,
Slo enia and Spain discussed du ing he in e iews.

based on [41–43].

ela e, o example, o a po en ial sho ening o o a ion
pe iods due o ene gy wood p oduc ion, which s akeholde s
pe cei e nega i ely in e ms o o es managemen (Finland,
Ge many: conse a ion g oups). Damage caused by ene gy
wood ha es ing is also seen as a p oblem (Finland: p ac i-
ione g oup). Conse a ion s akeholde g oups highligh
po en ial nega i e e ec s o an inc easing in ensi y o o es
managemen in he u u e which— ela ed o ene gy
wood—could os e changes in o es s uc u e, e.g. due o
an inc eased collec ion o ha es ing esidues (Ge many,
No way). They pa icula ly c i icise whole- ee use and
plan a ions (Ge many). Addi ionally, o es managemen
di ec ed solely owa ds ene gy wood p oduc ion is pe -
cei ed as a bad al e na i e in compa ison o high quali y
wood p oduc ion (Finland, Ge many, No way, Slo enia).
As emphasised by se e al Slo enian in e iewees, his si u-
a ion migh occu whe e high quali y wood p oduc ion is
no p o i able, e.g. in small p ope ies wi hou economies o
scale. These in e iewees a gued ha p o i abili y de e -
mines he pu pose o which high quali y wood is sold: “I
one has a well- o med oak o simila , bu ins ead he o she
needs i ewood, hen i ewood will be made ou o ha
oak. This occu s because i would be economically non-
p o i able o sell one single oak”(Slo enia: science g oup).
Syne gies be ween ene gy wood p oduc ion and ound-
wood p oduc ion men ioned by s akeholde s pe ain, o
ins ance, o he ene gy use o logging esidues as a by-

e en ions may minimise nega i e impac s on o es ES
while inc easing he posi i e e ec s (Spain: economy
g oup). In line wi h his, Slo enian in e iewees p omo e
in eg a i e o es managemen as p ac ised in Slo enia,
as i allows o a syne ge ic balance amongs di e en
o es ES while minimising ade-o s: “The managemen
o o es s in Slo enia is a esul o a long adi ion and
o es managemen planning and i does no ha e a
nega i e impac on o he unc ions”(Slo enia: conse a-
ion g oup).
In all in es iga ed coun ies, he esou ce compe i ion
be ween ma e ial and ene gy wood use is also a key
issue. Fo example, in e iewees e e o he compe i ion
be ween ma e ial and ene gy use o small ees which
hey expec o inc ease (Finland: p ac i ione g oup) o a
po en ial compe i ion in which ma e ial and ene gy
wood uses clash due o a “biomass bubble”(Spain:
conse a ion g oup) o o an obse ed “ igh ”be ween
ene gy and ma e ial wood indus ies which challenges
he means o exis ence o he la e (Ge many: economy
g oup). A p ac i ione a gues agains he p omo ion o
ene gy wood as an al e na i e o pape and pulp p oduc-
ion on he basis o he lowe p ices ha can be e ched
o ene gy wood (No way). Howe e , in ligh o a pos-
sible decline in pape and pulp p oduc ion, some s ake-
holde s also pe cei e ene gy wood p oduc ion as an
economic oppo uni y o balance losses (Finland: sci-
ence, p ac i ione g oups, No way: p ac i ione g oup,
Spain: economy g oup). Fo example, a shi o small-
sized wood asso men s owa ds ene gy use migh ake
place (Finland: p ac i ione , policy g oups). In Ge many,
exis ing o u u e syne gies be ween ene gy wood and
ma e ial uses o wood ha s akeholde s obse e a e no
made explici . Ano he in e iewee conside s ha ene gy
and ma e ial uses a e complemen a y a he han com-
pe ing ma ke s: “Wha canno be sold o imbe is sold
o biomass”(Spain: science g oup).
In line wi h his unde s anding o ma e ial and ene gy
uses o wood as complemen a y ma ke s, s akeholde s
om all coun ies excep No way e e o he concep o
cascade use. In e iewees ei he men ion cascade use

Ano he syne ge ic e ec ega ding p o isioning ES is
he inc easing ma ke abili y o o he wise unp o i able
wood asso men s, which plays a ole in all coun ies
excep Slo enia. This is e iden in he iews o s ake-
holde s om p ac i ione g oups (Finland, Ge many)
and economy g oups (No way, Spain) who conside ha
ene gy wood is, o could po en ially become, a new
sou ce o income o o es owne s. Acco ding o hem,
his would ha e posi i e e ec s, as i p o ides ma ke
oppo uni ies o o es p oduc s ha o he wise could
and would no be mobilised. Howe e , Finnish in e -
iewees also poin a he ac ha p ocu emen cos s o
ene gy wood in Finland a e highe han he e enues,
o ins ance due o long anspo a ion dis ances, low
p ice o ene gy wood and ising oil p ices. Speci ic
economic ideas exp essed by s akeholde s ela e o he
possible subs i u ion o indus ial ound wood wi h bi ch
(Be ula pubescens Eh h.) in ce ain a eas o ene gy use.

Closely linked o he p eceding aspec , s akeholde s
al eady pe cei e an inc ease in employmen o expec
his o occu in u u e due o inc easing ene gy wood
p oduc ion in all coun ies. Fo ins ance, Ge man (econ-
omy, p ac i ione g oups), No wegian (p ac i ione , science
g oups) and Spanish (economy, p ac i ione g oups) in e -
iewees e e o an al eady exis ing syne gy, bu hey also
expec his aspec o be ele an in he u u e. As an ex-
ample, a No wegian in e iewee hin s a posi i e e ec s o
ene gy wood p oduc ion in u al a eas:“The o es sec o

sample size. When using a limi ed sample size, he in lu-

is ies) on he esul s is no negligible, especially as some
s akeholde g oups include only a ew pe sons. Ne e -
heless, he objec i e o he s udy was no o be comp e-
hensi e, bu o p o ide a quali a i e o e iew o mul iple

and use wi hou claiming o be gene alisable. Ano he

cially ega ding o es co e age, managemen , use adi-
ions, policies and popula ion densi y [25, 37, 45–48]. Fo
ins ance, Finland has a long his o y o policies a ge ing
bioene gy p oduc ion and use, and—in con as o he
o he coun ies—i s Na ional Renewable Ene gy Ac ion
Plan poin s o o es -based bioene gy as he main p o ide
o enewable ene gy [49]. Howe e , he a ge s ega ding
ene gy wood p oduc ion and use wi hin na ional policies
and s a egies each ollow he EU 2020 goals on clima e
and enewable ene gy [50].
Conce ning he di e en s akeholde s, he he e ogen-
ei y o hei pe cep ions o ade-o s and syne gies e-
